The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, May 7th, 1947, at 1:00 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson and Commissioner Lowe; City Manager Quinnell,
City Attorney Aitken, and the Clerk when the following proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Lowe, seconded by Commissioner Sorenson that the minutes be approved as read, and the
motion was carried by th0 following Aye and No vote; those voting Aye being Mayor Healy,
Commisf'ioner Sorenson and Commissioner Lowe; those voting No, none.
Committee to Urge Purchase of City Building Site
A group of ci tizens from the Rotary Club, Kiwanis Club, American Legion, Chamber of
Commerce and the Jr. Chamber of Commerce were present to urge the City Commission to ser-
iously consider the purchasing of Block A of Black's AddItion, which is the block directly
sou th of the Pos t Office, to be held for fu ture use for the cons truc tion of a build ing
sui table for a ci ty hall and a ci vic center and also to widen the streets and provide ade-
quate parking space for cars in this location. It was explained that there are approxi-
mately four lots in this block on the corner of Babcock and Tracy owned by the Masonic
Lodge # 18; thAt the Masonic Lodge was willing to give The City of Bozeman the first op-
portuni ty to purchase, and it was thought the balance of the block might be purchased at
a reasonable price.
The group also stated that this block seems to be the only one that would be avail-
able for building a civic center, it being much more centrally located than the present
ci ty hall s1 te.
It was su~gested by Gardiner Waite th'1t the present s1te together with the neighbor-
in F.O.E. Property and the property south of the City Hall could be used to advantage for
the proposed civic center and city hall.
It was dec1ped after discussion that a committee be formed from the group present to
look into the possibility of getting options on the purchase of the entire block and report
back to the City Commispion at a later meeting.

It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports
be accepted and ordered filed and the motion was carried by the following Aye and Novots;
those voting Aye being Mayor Heal;l, Commissioner Sorenson and Commi~sioner Lowe; those
va ting No, none.

The Manager stated that he has audited these claims and finds them to be true and law-
ful claims against The City of Bozeman, and recommends that warrants be drawn for their
payment. After examination of the claims in detail by the City Commission, it was moved
by Commis sioner Lowe, seconded by Commis sioner Sorenson the t the claims be approved and
warrants be drawn for their payment and the motion was carried by the following Aye and
No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe;
those voting No, none.
Applications for City Licenses
The following applications for City Licenses were presented and read:

It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the appli-
cations be approved and the licenses issued and the motion was carried by the following
Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner
Lowe; those voting No, none.
Applications for Beer Licenses -- Safeway Stores
'I'he .applications of the safeways Stores No.4 and No.195 for City Beer License to re-
tail beer for off-premises oonsumption were presented and read. It was moved by Commis-
sioner Lowe, seconded by Commissioner Sorenson th8t the applications be approved and the
licenses issued and the motion was carried by the following Aye and No vote; those voting
Aye being Mayor Healy, Commissioner Sorenson and Commissioner ~owe; those voting No, none.
Gas Fitter's Bond and Plumbing Bond

A gas fitter's bond in the amount of $2000.00 and a Plumbing Bond in the amount of
of $500.00 for Frank J." Trunk were presented. The bonds were approved as to form by the
City Attorney, whereupon, it was moved by Commissioner Sorenson, seconded by Commissioner
Lowe that the bonds be approved and accepted and the motion was carried by the following
Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner

Permit to Build Garage at 533 East Babcock
Mr. Nick Nap, 533 East Babcock, was present to ask permission to construct a garage
at his residence at 533 East Babcock. He 8tated that he was removing an old barn, which
was a fire hazard and used as a garage with the entrance from the alley. He reported that
he wanted to build a garage with an entrance from Babcock Street that would not be such a
fire hazard and more conviently located. After consideration by the City Commiesioners,
it was thought that the new garage would be an 1""provement, and a permit should be issued
for the proposed building.
Use of Ditcher at Colle~e Housing
The Manager reported the t R. R. Renne, of Mon tana Sta te College had made a request
to use the City Ditcher for digging a trench to lay a 4-inch water line ~n order that there
would be more adequa te fire protec tion in and near the t'emporary hou s.1ng uni ts a t the

College. After discussion, it was thouf'"ht that the City should not lend its equipment
for the use of others, but as a safety factor and to help with the housing problem, it was
thought that by having a city opera tor handle the machine, the di tch could be dug, pro-
vided large stones were not encountered.
