The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, May 14th, 1947, at 1:00 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell,
Ci ty' Attorney Ai tken, and the Clerk, when the following proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Sorenson, seconded by Mayor Healy tha t the minu tes be approved as read, and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Com-

missioner Sorenson and Commissioner Lowe; those voting No, none.
Wage Scale for City Employees
Mr. Ray W. Marks and H. L. Norwood, of the local labor union, were present regarding
wages to be paid to city employees during the coming fiscal year, stating: they would-like
a wage adjustment similar to the wages paid by others in the same job classification in
to<.'iTI,which would include the college and s ta te highway and submitted the following schedule:
Regular employees
Assistant Foreman
Heavy Machine Operators
General Foremen
$
1.15 per hour
1.25 per hour
l.35 per hour
1.40 per hour
with a few days vacation a year with pay. The schedule was left with the City Commission
for study.
Report
The report of the cashier for the month of April, 1947 was presented and read. It was
moved by Commissioner Lowe, seconded by Commissioner Sorenson that the report be accepted
and ordered filed and the motion was carried by the following Aye and No vote; those
voting Aye being Mayor Hea ly, Commis sioner Sorenson and Commiss ioner Lowe; those voting
No, J'l one.

Applications for City Licenses
The following applications for City Licenses were presented and read:

R. W. Fox Husky Service
It was moved by Commissioner Sorenson, seconded by' Commissioner Lowe that the applica-
tions be approved and the licenses issued and the motion was carried by the following Aye
and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner
Lowe; those voting No. none.
Resolution No. 600 -- Intention to Create S. I. D. No. 345
The Manager stated that the City Attorney as instructed had prepared the Resolution of
Intention to create Special Improvement District No. 345, for the extension of water main
on North 'Tracy from Aspen Street to Tamarack Street and on Tamarack from Tracy Avenue to
Bleck Avenue. He presented Resolution No. 600, entitled:

IT TO BE THE INTENTION OF SAID COMMISSI8N TO CREATE A SPECIAL IMPROVEMENT
DISTRICT OF SAID CITY TO BE KNOWN AND DESIGNATED AS SPECIAL I\~PROVEMENT
DISTRICT NUMBER 345, FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING WATER MAINS
IN TRACY AVENUE, NORTH, FROM THE PRESENT WA'l'ER rtAIN TERMINtfS AT ASPEN STREET
TO A POINT NINETEEN (l9) FEET SOUTH OF THF~ NORTH LINE OF TAMARACK STREET, SAID
WATER MAIN TO BE SIX INCHES IN SIZE; ALSO A FOUR-INCH (4-INCH) EXTENSION ALONG
TAMARACK STR~ET FROM THE END OF SAID SIX-INCH (6-INCH) MAIN TO CONNECT WITH
PRESENT SIX-INCH (6-INCH) MAIN D' BLACK AVENtm, NORTH; AND TO SPECIALLY ASSESS
THE COST OF SUCH CON;)TRUCTION AND INSTALLATION AGAINST THE PROPERTY WITHIN THE
BOUNDARIES OF SUCH SPECIAL IMPROVEMENT DISTRICT SO CR1~ATED, ON THE AREA BASIS,
PURSUANT TO THE STATUTES IN SUCH CASE MADE AND PROVIDED.
It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the reso-
lution be passed and adopted and June 11th, 1947 be set as the date for the hearing of

protests, and the motion was carried by the following Aye and No vote; those voting Aye

Beer & Liauor License for Elks Lodge
Mr. Earl Dawes, H. H. Dokken and J. S. Smiley of the Elks Lodge appeared and explained
that due to the fact that the management had been changed at their Lodge and that remodel-
ing taking place, their beer and liquor licenses had not been renewed at the first of the
year, when the other licenses had expired, and they now wished to renew their beer & liquor
license at the rate of other clubs in the City, as they did not feel they should be charged
a regular retailer's license because of this unintentional oversight, as other clubs in the
city had not paid the retailer's fee.
After consideration by the Commission, it was moved by Commissioner Lowe, seconded
by Commissioner Sorenson that the application of the Elks Lodge for beer and liquor li-
censes be approved and the licenses issued with the fee to be $25.00 for beer and $50.00
for liquor license and the motion was carried by the following Aye and No vote; those
voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; tho~e votin~
No, none.
Petition for S.I.D. To Serve Blocks 5, 11, 12 and part 6; Springbrook Addition
A petition of property owners requesting that a special improvement district be cre-
ated for the purpose of installing a sanitary sewer to service Blocks 5, 11, 12 and North
one-half of Block 6, in Springbrook Addition was presented and read. It was moved by
Commissioner Sorenson, seconded by Commissioner Lowe that the City Attorney be instructed
to prepare a resolution of intention to create the district and the motion was carried by
the following Aye and No vo te; those voting Aye being Mayor Healy, Commis sioner Sorenson
and Commissioner Lowe; those voting No, none.
Examination of Cash & Securities
A communication from C. E. Coulston, CPA, stating he had audited the cash and secur-
ities of the various funds of the City of Boze~an as of April 30th, 1947, and found them
to be as follows:

and that he has examined the above items and finds them to be in proper order.
It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the report
of C. E. Coulston be accepted and ordered filed and the motion was carried by the following
Aye and No vote; those voting Aye belng Mayor Healy, Commissioner Sorenson and Commissioner
Lowe; those votln~ No, none.
Bond of Director of Finance
The bond of L. G. Shadoan, as Director of Finance of The City of Bozeman, was dis-
cussed and the Commisslon instructed him to get a new bond as Director of Finance with
whatever bonding company he chose.

Adjournmen t
There being no further business to come before the Commission at this time, it was moved
by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those voting No, none.
