The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, September l8th, 1946, at 1:00 o'clock P.M. Those
belng present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager
Quinnell, City Attorney Aitken, Director of Finance Walter Davis and the Clerk, when the
following proceedings were had to~wit: I
The minutes of the last regular session were read, and it was moved by Commissioner
Sorenson, seconded by Commissiorer Lowe that the minutes be approved as read, and the rno -
tion was egrried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner ~orenson and Commissioner Lowe; thos e vo tlng No, none.
Reports
The following reports were presented and read:
Director of Finance for August, 1946 Plumbing Inspector for July ~ August, 1946.
It was moved by Commission Lowe, seconded by Commissioner Sorenson that the reports
be accepted and ordered filed and the motion was carried by the following Aye and No vote;
those\Dting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; thos e
voting No, none.
Continuation Certificates - Gas & Plumbing Bonds - McCay Hwd. Co.
Continuation Certificates for the Gas Bond and Plumbing Bond of the McCay hardware
for the period ending September llth, 1947 were presented. The certificates were approved
as to form by the City Attorney, whereupon, it was moved by Commissioner Sorenson, seconded
by Commissioner Lowe that the continuation certificates be accepted and approved and the I
motion was carried by the following Aye and No ~ote; those voting Aye being Mayor Healy,
Commis sioner Sorenson and Commis sioner Lowe;, those voting No, none.
Request for arocery Store -- 8th & Huffine Lane
A written request from Wm. H. Casto for a terrporary permi t to opera te a grocery store
in the vicinity of 8th Avenue and the Huffine Lane was presented and read toge ther wi th a
petition signed byGI residents at the College, and letters from R. R. Renne and the Vet-
eran's Administrator supportinp' Mr. Casto's request.
After considerable discussion, it W3S suggested that a more definite description of
the location for the proposed store should be given in the application and also thFi t if a
temporary permit is issued it should be revocable and nontransferrable. It was moved by
Commissioner Lowe, seconded by Commissioner Sorenson that with these suggestions the request
be referred to the Adjustment Board, and the motion was carried by the following Aye and
No"'vo,te; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe;
those voting No, none.

Pa rking for Service Trucks
~,~r. Wal ter Savage appeared to ask if some arrangement could be made for service trucks I
to park in the parking meter area without payment while the drivers are engaged in main-
tenance and repair work on the abutti'g property, and suggested that cards be given each
service truck to indicate that the vehicle is beipg used for such work.
The matter was discussed, and it was thought that special permits might possibly be
issued, upon request, for jobs that would take considerable length of time, and where cir-
cumstances warranted such special privilege, but it was pointed out that special privileges

so granted might endanger the public interest, and that therefore it would be better if
no such privileges were issued for use in the metered area.,
Sewage 'I.'rea tmen t Plant
City Manager Quinnell reported that he had conferred with Mr. Foote of the State
Board of Health regarding the report of Burns & McDonnell for the construction of a sewage
I treatment plant for Bozeman, and had suggested to Mr. Foote that a plant for primary treat-
men t, designed to remove and digest the solid part of the sewage, and to treat the liqu,id
part with chlorine when necessary, might serve the City's purpose at a much lower construc-
tion and maintenance cost. The Manager stated further that the firm of Burns & McDonnell
could be consul tad further regarding this plan. City Manager Quinnell was instructed to
write Burns & NcDonnell regarding this ma tter and if necessary arrange an early da te for
further consultation and discussion of the proposed sewage treatment plans.
Culvert on 11th between B8beock & Olive
The Manager reported that he and the City Attorney had conferred with the County
Commissioners regarding the condition of the culvert on 11th Avenue between Olive and

BabCOCk Streets. He stated that no agreement had been reached regarding its maintenance,
but as the culvert was outside the City Lim.its, he did not feel that the City should
maintain the structure. It was sU''I'ges ted tha t the di toh owners and wa ter users be con-
tacted and further investigations made so that a definite decision regarding the matter
c01l1d be reached by the City Commission as soon as possible.
