Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell, City Attorney Aitken, and the Clerk when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner I Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the mo- tion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Contract for SID # 344 Awarded The matter of awarding the contract for the installation of water mains as designated in Special Improvement District No. 344, was considered. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the bid of Edens and Lee, in the amount of $21,235.25 being the lowest and best bid for the installation of Transite water mains, for Special Improvement District No. 344 be accepted, and tbe motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Reports The following reports for the month of November, 1946 were presented and read: Cashier Police Chief Health Officer Fire Chief Librarian Police Judge Water Collector Cemetery Board and the Plumbing Inspector's report for the months of September and October, 1946. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports I be accepted and ordered filed and the motion was carried by the following Aye and No vote; \ those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Claims for the Month Claims Nos. 11484 to 11672 inclusive were presented on the various funds as follows: Band $ 138.65 Cemetery 439 .51 Cemetery Suspense 195.00 Garbage 1,290.35 General 16,617.94 Library 629.23 Park 801.22 Parking Meter 2,015.69 Police Reserve 86.15 W'" H Tax 761.30 Water 4,052.39 S.I.D. No. 340 3,477.80 $ 30,505.23 The Manager stated that he has audited these claims and finds them to be true and law- ful claims against The City of Bozeman and recommends that warrants be drawn for their payment. After examination of the claims in detail by the City Commissioners, it was moved I by Commissioner Lowe, seconded by Commissioner Sorenson that the claims be approved and werrants drawn for their payment and the motion was carried by the following Aye and No - vo te ; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissloner Lowe; those voting No, none. Resolution No. 595 -- Certifying Delinquent Taxes The Manager stated that the Resolution certifying the delinquent taxes for 1946 to the County Treasurer for collection in the amount of $2,649.84, had been prepared. He 191 i .f....'. . presented and read Resolution No. 595, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DECLARING CERTAIN SPECIAL ASSESSMENTS AND INSTALLMENTS OF SPECIAL ASSESSMENTS, DUE AND PAYABLE NOVEMBER 30th, 1946, AND UNPAID AS OF THAT DATE, AND CERTAIN OTHER SPECIAL ASSESSMENTS AND INSTALLMENTS OF SPECIAL ASSESSMENTS, DUE AND PAYABLE NOVEMBER 30th, 194?, AND UNPAID, DELINQUENT, AS PROVIDED BY ORDINANCE NO. 594, ENTITLED: If AN ORDINANCE PROVIDING FOR THE COLLECTION OF TAXES xx xx , AND THE COLLECTION OF SPECIAL ASSESSMENTS, xx xxx" AND SECTION 5251, POLITICAL CODE,RCM, 1935. I The levies having been legally made and advertised and the property owners failing to pay such assessment before beooming delinquent, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the Resolution be passed and adopted and the motion was carried by the following Aye and No vote; those vo ting iJ.ye being Mayer Healy, Commissioner Lowe and Commissioner Sorenson; those voting No, none. Resolution No. 596 -- Federal Aid for Airport Plan Preparation The Manager presented and read Joint Resolution No. 596 of the County of Gallatin and The City of Bozeman authorizing Dean Chaffin, as Chairman of the Gallatin Field Airport Board to apply to the Federal Government for an advance for preparation of plans in con- nection with contemplated improvements at Gallatin Field, entitled: A JOINT RESOLUTION OF THE COUNTY OF GALLA 'J.1IN, MONTANA, AND OF THE CITY OF BOZEMAN, PROVIDING AND AUTHORIZING DEAN CHAFFIN AS CHAIRMAN OF THE GALLATIN FIELD BOARD ON BEHALF OF SAID GALLATIN FIELD BOARD, ACTING FOR GALLATIN COUNTY, MONTANA, AND FOR THE CITY OF BOZEMAN, MONTANA, TO MAKE APPLICATION FOR ADVANCE FOR PLAN, PREPARATION FOR NON-FEDERAL PUBLIC WORKS TO THE FEDERAL WORKS AGENCY, BUREAU OF COMMUNITY FACILITIES. It was moved by Commissioner Sorenson, seoonded by Commissioner Lowe that the said Resolution No. 596 be passed and adopted and the motion was oarried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner I Lowe; those voting No, none. Resolution No. 597 -- Intention to Vacate Portion of Hayes Street The Manager stated that the City Attorney as instructed had prepared the resolution of intention to vacate Hayes Street eastward from South Willson Avenue to the East City Limits. He presented and read Resolution No. 597, en ti tIed: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DECLARING IT TO BE THE INTENTION OF SAID COMMISSION TO VACATE THAT PORTION OF HAYES STREET, IN SAID CITY, FROM THE EAST BOUNDARY LINE OF WILLSON AVENUE TO THE EAST CITY LIMITS, BUT RETAINING TO THE CITY OF BOZEMAN AN EASEMENT OF RIGHT-OF-WAY FOR INSTAL- LATION OF WATER MAINS AND SEWERS AND SERVICE CONNECTIONS THEREWITH, AND DIR- ECTING NOTICE OF SUCH INTENTION TO BE GIVEN. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the Resolu- tion be passed and adopted and December 18th, 1946 be set as the ds te for the hearing of protests and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Advertising for Flusher The Manager reported that the present street flusher is in bad condition, and practically worn out and that it is becoming increasingly difficult to get repair parts for the machine I as it is OVer twenty years old and practically obsolete. The Manager stated that from in- formation he had a new machine could probably be delivered within apprOXimately 90 days, he therefore recommended that a new flusher should be purchased as soon as possible. It was thereupon moved by Commissioner lJorenson, seconded by l..iommissioner Lowe that the City Clerk be authorized to advertise for a new flusher and the motion was carried by the follOWing Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. 4 ')') . .,....1.-'" Armory -- County Agents Conference The Manager reported that due to crowded conditions at the Montana State College, the Extension Service had requested permission to use the Drill Hall at the Armory, January 9th thru January 15th, 1947 for their annual meeting. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the request be granted and that the Extension Ser- vice be allowed to use the hall during the above-mentioned period without pay, prOVided I no admi ttance charge is made, and the motion was carried b~' the following Aye and No vo te ; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Ad ,j ournmen t There being no further business to come before the Commission at this time, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
