The Commission of The City of Bozeman met in regular session. in the Commission Room,
City Hall Building, Friday evening, April 5th, 1946, at 7:30 o'clock P.M. '!hose being
present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell,
City Attorney Aitken, Director of Finance Walter Davis and the Clerk, when the followIng
proceedings were had to-wit: I
The minutes of the last regular session were read, and it was moved by Commissioner
Sorenson, seconded by Commis s1 on er Lowe. that the minu tes be approved as read, and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Entrance to Normandy Re-arrangement
Mr. Vern Ballantyne was present to ask that a culvert be built at Eleventh and
Dickerson over Springbrook Creek so he could have an entrance to his property between
13th and 15th Avenues for preliminary work in preparation to building. Mr. Ballantyne
also asked if the City officials had obtained any information relative to the opening
of 13th, 14th, and 15th Avenues at College Street. He was inform,ed tha t these ma tters
would be investigated further.
Mr. Ballantyne also stated that the Contractor for SID No. 339, could not get sewer
pipe until approximately June 1946, and he had Informa tion where sewer pipe could be had
now, but the price would be approximately $300 more, and he was wondering if this charge
could be absorbed by the district, or if new bids could be called for. He was informed
that as a contract had been signed, the district would have to be crested anew for this I
increase in cost.
Graphotype Machine
Mr. A. C. Conrad of the Addressograph Corporation appeared before the Commission
and discussed a ~raphotype machine for the City. He was asked to submit his proposition
in writ~ng for consideration.
Examination of Depository Bonds
Custodians receipts held by the Director of Finance as security for the CitY,bank
deposits in the various City Banks were presented, examined and checked by the City Com-
mission. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the
receipts be approved and incorporated in full in the minutes and the motion was carried
by the following Aye and No -rote; those voting Aye being Mayor Healy, CommiSSioner Lowe.
and Commissioner Sorenson; those voting No, none.

This is to certify that we, the Commission of The City of Bozenan in compliance
with the provisions of Section 4767, Political Code, R.C.M. 1921, as amended by Chapter
49, Laws of 1929, and as amended by Chapter 23, Extraordinary Session Law of 1933-34,
have this day examined the receipts of the Federal Reserve Bank of Minneapolis for the
Depository Bonds held by the Director of Finance as above listed as security for the
deposits of City Funds held by the several banks of Bozemanand find them to be as above
stated.

VFW Poppy Day
I The City Manager stated that the Veterans of Foreign Wars had asked if they could
sell their poppies on the street May 18th, 1946 . The Connnission sta ted they had no
objection to the sale but that no exclusive right could be granted for this purpose.
Communication -- Parking Meters
A telegram from the representative of the Sawtooth Company, agents for the Dual
Parking meters was read stating the City could have the Dual meter on a 12-months trial
basis, with a 50-50 division of receipts; that the meters could be installed on or before
June 1st, and that the Dual Company would furnish a bond accordingly.
Applications for City Licenses
The following applications for City Licenses were presented and read:

cations be approved and the licenses issued and the motion was carried by the following

The Manager stated that he has audi ted these claims and finds them to be true and
lawful claims against The City of .oozeman and recommends that warrants be drawn for their
payment~ After examination of the claims in detail by the City Commission, it was moved
by Commissioner Sorenson, seconded b;l Commissioner Lowe that the claims be approved and
warrants drawn for their payment and the motion was carried by the following Aye and No
vo te ; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe;
those voting No, none.
Communication
A communication was received from the Directors of the Chamber of Commerce asking
tha t their apprecia tion and thanks be extended to the Police Department for the manner in
which they handled the crowd and the traffic at the State Basketball Tournament. I t wa s
moved by Commissioner Lowe, seconded by Commissioner Sorenson that a vote of thanks be
offered to the members of the Police Department for their work at the State Tournament and I
the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Sale of Beer in Grocery Stores
The request of Joe Hansford to sell beer in the original package at the Safeway Stores
was discussed by the Commission. No action was taken and the matter was taken under
advisement.
Application for Aid for Veteran Housing
The report of the Ci ty Attorney relati ve to the applica tion for federal aid for veteran
housing was presented and read. The report stated that before the City could sponsor such
a project it would have to set up a hous ing author! ty in accordance wi th the Mon tana law,
which provided that "no housing authority shall initiate the devolopment of any housing
project under this act after the termina tion of the present war". It was pointed out that
the termination of the present war could be the termination of hostilities or a formal
act of Congress declaring the war at an end.
Item No. 10 of the application form relative to the City's liability for deficits
resulting from the mansg:ement and operation of the project and the paying for furoi ture I
was discussed, and it was thought that this provision in the application should be
clarified by the Federal Housing Authori ty before further action is taken by the Ci ty
Commission.
Report on Sewer System
The report of the Dorr Company's engineers relative to plans for proposed improvements
in the City's sewer system and the cost for a new sewage treatment plant was presented.

The City Msnager also explained the fundamentals of sewage trea tmen t to the City
Commission.
Adjournment
There being no further business to come before the Commis sion at thi s time, it was
moved by Commissioner Lowe, seconded by Commissioner Sorenson tba t the meeting adjourn
