HomeMy WebLinkAbout1946-05-03 34f ~ ,] Bozeman, Montana May 3rd, 1946 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, May 3rd, 1946, at 7:30 o'clock P.M. Those being present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager ~uinnell City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk, when the following proceedmgs were had to-wit: I The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Lowe tha t the minutes be approved as read, an d th e motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. ~ Generator for Police Car Mr. Roscoe Hull, of the Auto Electric Shop, explained to the Commission about a new generator he sells and which could be used on the police car. Claims for the Month Claims Nos. 10146 to 10310 inclusive were presented on the various funds as follows: Band $ 5.55 Cemetery 1,145.04 Cemetery Suspense 560.00 Garbage 1,070.50 General 8,506.45 I Library 676.28 Park 1,120.24 Police Reserve 86.15 Water 2,712.54 Wi thholdlng Tax 624.40 $ 16,507.15 The Manager sta ted tha t he has audi ted these claims and finds them to be true and I lawful claims against The City of Bozeman and recommends that warrants be drawn for their pa yment. After examination of the claims in detail by the Commission, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the claims be approved and warrants be drawn for their payment and the motion was carried by the following aye and no vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Application for City Licnese The application of Geo. N. Harker for a City License was presented and read. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the appliea tion be approved and the license issued and the motio~ was carried by the following Aye and No vote; those vo ting Aye betng Mayor Hea ly, Commis sloner Sorenson and Commis sioner Lowe; those voting No, none. Reports The following reports for the month of April, 1946 were presented and read: Cashier Librarian City Engineer Sanitary Inspector Fire Chief Polic e ,Judge Cemetery Board I and the City Manager's quarterly report for the period ending March 31st, 1946 . , It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the re- ports be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Petition for Sanitary Sewer and Water Mains A petition of 25.6~ of property owners was presented and read requesting that a special improvement district be created for the purpose of installing water mains and a ,347 and a sanitary sewer on South Willson and South Grand Aven~e from Grsnt Street to Lincoln Street and on South Third Avenue from Garfield to Lincoln Street. The City Attorney stated that he did not think the law permitted cities who own their water plant to extend water mains by means of a special improvement district, and the matter of creating said special improvement district was held over to give the City Attor- I ney time to look into the law of the matter. Petition for SID For Sidewalk . ' A petition of property owners on the north side of West Koch between 11th and 13th Avenues asking that a special Improvement District be created for the purpose of instal- ling a sidewalk on the north side of West Koch was presented. The Commission deferred action on said petition until they consider the construction of Misc. Sidewalks and Curbs within the City .for the year 1946. Communication PTA - Irving School A communication from the Irving School PTA was read, stating their appreciation for the traffic control signs installed near the school and asking that the cross..walks be painted at the school crossings and calling attention to the need for additional safety zones at the other schools in the City. It was stated that the crosswalks would be painted during the coming week. Daylight-Saving Time A communication from the Kiwanis Club was presented and read requesting the City Com- mission to adopt daylight-saving for the summer months, and stating theirorgainzation had I approved such a request. The matter was taken under advisement. .. Proposal to Purchase Revenue Bonds -- Sewage Disposal Mr. S. Aby, representing Kalman & Company of Minneapolis, was present and presented a wri tten proposal whereby his organiz a tion would purchase revenue bonds of The Ci ty of Bozeman in the approxima te amount of $160,000.00 for the development and installa tion of a sewage disposal system and plant, subject to the approval of the bond issue at an elec- tion for that purpose. The date of said proposal being, May 3rd, 1946. Mr. Aby explained the terms and conditions of the proposal, as submitted and after some discussion, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the proposal of Kalman and Company for the purchase of City of Bozeman Revenue bonds be accepted and the t the Mayor and the Clerk c:f the Commission are hereby authorized to s:lgn an acceptance of this proposal for The City of Bozeman to obtain funds to construct a sewage disposal plant and the motion was carried by the follow~g Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commis s loner Lowe; those va ting No, none. Adjournment I There boing no further business to come before the Commission at this time, it was .
