HomeMy WebLinkAbout1946-05-10 348 Boz eman, Mon ta na May lOth, 1946 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, May 10th, 1946, at 7:30 o'clock P.M. Those being present were Mayor Healy, Commi3sioner Sorenson, Commissioner Lowe, City Manager ~uinnell, City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk when the following proceedings were had to-wit: I The minutes of the last regular session were read, and it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the minutes be approved and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Lowe and Commissioner Sorenson; those voting No, none. Garbage Mr. L. Schwartz, 421 Montana, appeared and stated that as there is no alley serving the residents on Montana Avenue, the people have to place their garbage cans on the street curb, and that some residents leave their garbage cans on the curb all the time. It was also stated that the cans are not always covered; that they are frequently turned over by dogs and that the garbage is thus scattered over the street. Chief of Police Haas stated that this matter was being investigated and would be corrected. Mrs v. Balbi, 626 East Peach, appeared before the Commission and reported that the garbage man refused to haul the garbage from her property which consisted only of a bas- ket of poultry manure during the gardening season, and as she had a very small amount of garbage other times, she felt that she did not want to pay the regular assessment for garbage removal and also pay to have the ckicken manure hauled away. Mrs. Balbi was I informed tha t this ma tter would be taken up wi th the garbage con tractor to see wha t could be worked out. Dogs Mr. Roy Surface, Dog Marshall and A. N. Haas, Chief of Police reported that many complaints were being received about dogs destroying gardens, and flower beds and getting into chicken pens. It was explained that in such cases a complaint should be filed and signed by the person whose property is damaged so that proper legal action could be taken against the dog owner. Expenses for Police School Mr. A. N. Haas stated there would be some expense connected with the FBI School and the First-Aid Class recently completed by the Police Department, and ask that this ex- pense be paid by the City. After discussion, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that $25.00 be allowed for expenses in connection with the FBI School and the First Aid Class and the motion was carried by the following Aye and No v6~e; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. I Application for City License The application of the Bozeman Cafeteria for a City License was presented and read. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the application be approved and the license issued and the mo tion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those va ting No, none. 3:19 Bozeman, Mon tana May 10th, 1946 Repor ts The following reports for the month of April were presented and read: Police Judge Director of Finance Plumbing Inspector City Engineer It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports I be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye beIng Mayor Healy, Commissioner ~orenson and Commissioner Lowe; those voting No, none. Resolution No. 573 -- Assessment SID 338 The Manager stated that the resolution levying the assessment for the construction of Special Improvement District No. 338, sanitary sewer in the West Side Addition, had been prepared. He presented and read Resolution No. 572, entitled: A RESOLUTION OF Trill COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSBSSMENT OF TAXES UPON ALL THE PROPERTY IN SPECIAL IMPROVEMENT DISTRICT NO. 338 IN THE CITY OF BOZEMAN, COUNTY OF GALLA TIN, STATE OF MONTANA, TO DEFRAY THE COST OF CONSTRUCTING AND MAKING THE IMPROVEMENTS WITHIN SAID SPECIAL IMPROVEMENT DISTRICT NO. 338. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that Resolution No. 572, be provisionally passed and May 17th, 1946 be set as the date for hearing protests and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commi ssi oner Sorenson and Commls si oner Lowe; those voting No, none. Day-Light Saving Time A communication from the Cottonwood-Gallatin Gateway Farm Bureau was read stating their I organiza tion has adopted a resolu tion opposing daylight-sa ving time. Action on this matter was deferred for another week. Right-of-Way for Water Line The Manager presented a permit from the Northern Pacific Railway Company giving the City of Boze~an permission to construct, operate and maintain a 2" water line upon the N.P. right-of-way:, to serve the pole processing plant of the L. D. McFarland Company in the Industrial District. It was pointed out that a 2" water line would not give the necessary fire protection desired by the Company, and it was decided to in'estigate the matter further before any action is taken regarding the extension of this water line. Home Gardening to Help Food Supply ?an A communication from F. M. Harring ton, Chai of a State Garden Committee was read, urging the planting of home gardens to help meet the food shortage, and asking the City's co-operation in the promotion of this program. The Commission stated that the City would render whatever aid it could in furthering this program. Parking Meter Contract The Manager reported that during the past week The City of Bozeman had received the I signed contract from the Dual Parking Meter Company, for the furnishing and installation of parking meters within the City, and that the Company had stated that it expected to have the meters installed by June 1st, in spite of production handicaps. Transfer of Licenses -- Bozeman Hotel The Manager reported that inquiry had been made regarding the transfer of city licenses for the Bozeman Hotel in case of change In ownership. The Commission stated that upon the filing of the proper application and fee that these transfers could be made. I 350 Adjournment There being no further business to come before the Commission at this time, it was moved and seconded by Commissioner Lowe, seconded by Commissioner Sorenson that tpe meet- ing adjourn' and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
