The Commission of 1he City of Bozeman met in re~lar session in the Commission Room,
City Hall Building, Friday evening, June 7th, 1946, at 7:30 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager ~uinnell,
City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the
Clerk, when the following proceedings were had to-wit: I.
The minutes of the last re~1)lar sef'sion were read, and it was moved by Commissioner
Lowe, seconded by Commissioner Sorenson that the minutes be approved as read, and the
motion was carried by the following Aye and No vote; those voting Aye beIng Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Sale & Discharge of Fireworks in the City
Mr. K. ,T. Stimson was present to inquire about the retailing of fireworks within the
City. Ordinance No. 716 prohibiting the sale and discharging of fireworks within the City
was read, and also the state law which prohibits the manufacture and sale of fireworks
during the present war and for six months thereafter. It was decided that publicity should
be given to the restrictions in this ordinance and to the state law so that local mer-
chants will be properly informed about these restrictions.
Applications for City Licenses

The fo1lowln~ applications for City Licenses were presented and read:

It was moved by Commissioner Sorenson, seconded b ~ Commis s ioner Lowe tha t the a ppli-
cations be approved and the licenses issued and the motion was carried by the following I

Lowe; those voting No, none.
Claims for the month
Claims Nos. 10311 to 10499 inclusive were presented on the various funds as follows:

and the claims of Buck Thompson, Wv i 1 bu r L. Hinsen and Bill Menzel, in the amount of $3.00
each for witness fees in the Police Court were also presented. The City Attorney stated
tha t the Ci ty does not pay costs in the Police Court and recommended that the claims for
witness fees be disallowed.
The Manager stated that he has audited the above-number claims and finds them to be I
true and lawful claims against The City of Bozeman and recommends that warrants be drawn
for their payment. After examination of the claims in detail by the City Commission,
it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the claims be
allowed and warrants drawn for their payment with the exception of the three witness fee
claims, and the motion was carried by the following Aye and No vote; those voting Aye being
Mayor Healy, Commis s ioner Sorens on and Commis s1. oner Lowe; those voting No, none.

Reports
The followin~ reports for the month of May, 1946 were presented and read:

Bids for G9rb ~e Contract
The Manager stated that this was the time and place set for the opening of bids for
garbage collection and disposal for the fiscal year ending, June 30th, 1947. He presented
the affidavit of publication of the Notice to Bidders, and the Notice was read. Whereupon,
it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the bids be
opened and read, and the motion was carried by the following Aye and No vote; those voting
Aye being Mayor Healy, Commissioner Sorenson and CommissIoner Lowe; those voting No, none.

The amount of the bids being considerably in excess of former contracts for the same
work, it was moved by Commissioner Lowe, seconded by CommissionAr Sorenson that the bids
be taken under advisement for a week, and the motion was carried by the following Aye and
No vote; those voting Aye being Mayor nealy, Commissioner Sorenson and Commissioner Lowe;

Bids for Misc. W & C 1946.
The Manager stated that this was the time and place set for the opening of bids for
the construction and repair of sidewalks within the City for 1946. He presented and read
the affidavit of publication of the Notice, whereupon, it was moved by Commissioner ~or-
en son, seconded by Commissioner Lowe that the bids be opened and read, and the mo tim wa s
carried by the following Aye and No vote; those vot:i..ng Aye being Mayor Healy, Commissioner
Sorenson and Commissioner Lowe; those vo ting No, none.
The bid of A. Tobin being the only bid received, was opened and read, and found to be
as follows:
New Sidewalk Construction $ .34 per square foot
Replacement including removal
of old walk .34 per square foot
Concre te Curb 1.25 per linear foot
Excavation or fill 2.00 per cubic Y9 rd .
The City Mana~er stated that the bid of Mr. A. Tobin was contingent upon obtaining
a renewal of his public service licen se, where'upon, it was moved by Commissioner Lowe,
seconded by Comm1s si oner Sorenson that the bid of A. Tobin be accepted subject to his
I furnishing the necessary license~ and the motion was carried by the following Aye and No
vo te ; those voting Aye being Mayor Healy, Commissioner tlorens:;n and Commissioner Lowe; those
voting No, none.
Petition for S.T.D.
A petition of property owners asking tha t a special improvement district be created
for the purpose of constructing a sanitary sewer in the alley between 11th and 12th Avenues
from Story Street to the east and west alley in Block 24 of the West Side Addition was

Lowe that the City Attorney be ins truc ted to prepare the resolution of intention to create
the improvement district and the motion was carried by the following Aye and No vote; those
voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lows; those voting
No, none.
Rezoning West Side Addition I
. The Manager stated that petitions had been submitted to the Adjustment Board request-
ing that the Glendale Rearrangement of the West Side Addition be included in the "B"
Residence District, and reported that if this rezoning was approved as requested that it
would make an odd-shaped "C" Residence Zone remaining in the West Side Addition, and it
was thought that all of the West Side Addition could be included in the "B" Residence
Dis tric t. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the
Board of Adjustment be instructed to cause a public hearing to be held for the rezoning
of all the West Side Addition from the "C" Residence Zone to "8" Residence Zone, and the
motion was carried by the following ~ye and No vote; thos e voting Aye being Me yOI' Heal y,

Parking Meters
Mayor Healy reported that he had a telephone call from Mr. Faul Jeremiah of the Dual
Parking Meter Company, stating that parking meters could not be furnished for sixty days.
