HomeMy WebLinkAbout1946-06-14 3fil Bozeman, Mon tana June 14 th, 1946 The Commission of lhe City of Bozeman met in regular session in the Commission Room, Ci ty Hall Building, Frida y evening, June 14th, 1946, at 7:30 o'clock P.M. Those being present were Mayor Healy, Commissioner Sorenson, CommissIoner Lowe, City Manazer Quinnell, City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk, I when the following proceedings were had to -wi t: The minutes of the last regnlar session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the mo- tion was carried by the following Aye and No vote; those vo tlng bye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those votlng No, none. Parking Meter Proposal by Duncan-Miller Mr. Ed. Burke, Jr. , local attorney for the Duncan Meter Corporation, was present and resubmitted the proposal of the Duncan Meter Corporation to furnish 400 parking meters for The City of Boz~man with the following changes: Tha t the in~tallation period be modified to read 30 days after acceptance of con tra c t, instead of 60 days. That the paying of 30~ per meter per day penalty for each and every day over 60-day guarantee be modified to read 30-days. That the Duncan Meter Company will post a $7,500 cash guarantee performance bond with any bank in Bozeman, and That the meters contracted for installation will be shipped from Chicago, Illinois within 48 hours of the receipt of said contract. The City Manager presented and read telegrams from the Dual Parking Meter Company I stating that they would ship, by express, the City's order for meters the week of Jul y Is t. The Comrnis sioners s ta ted tha t as the Dual meters would be shipped the week 6f July Is t, nothing could be gained by cancelling the Dual contract, and entering into another contract at this time, and they were, therefore, of the opinion that the City should wait for delivery of the Dual meter. Carpenter Shop on West Mendenhall Mr. W. D. Willmore and W. D. Howells were present and stated under the City's Building Code, they cOllld not construct a carpenter shop on their property at 127 West Mendenhall which is located in the Main Business lJistrict. The City Manager explained that Zoning Ordinance No. 711 does not list carpenter shops as being permitted in the Main Business District probably because of the fire hazard. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson tha t the me ttsr be referred to the Board of 1-I.djustment, for review and report and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Communica tion Heads of Departmen ts Re: Salaries Departmen tal Heads of the various City Departments were presen t and presen ted a I written request for a 20% increase in salary to meet the increased cost of living. The gentlemen were informed that this request WOllld be given consideratinn at the time of preparing the yearly budget. The City Manager presented and read a communication he had written to other cities and towns regarding their plans for salary increases for the coming fiscal year. Ordinance No. 738 -- Parking Meter Installation The City Manager read an emergency ordinance providing for the installation of parking meters within the City for the control and regulation of traffic upon the streets, and also 362 providing for penalties for the violation of the ordinance, whereupon, Ordinance No. 738 was presented, enti tIed: AN ORDINANCF. OF THE CITY OF BOZRMAN, MONTANA, PROVIDING FOR THE INSTALLATION OF PARKING METERS IN AID OF THF. REGULATION AND CONTROL OF MOTOR VEHICLE TRAFFIC UPON THE STREETS, A VENUES, ALLEYS AND PUBLIC WAYS WITHIN THE CORPORATE LIMITS OF THE CITY, UNDFR THE POLICE POWER OF THE CITY, PROVIDING PENALTIES FOR VIOLA- TION OF THIS ORDINANCE, Al\TD STA TING AND DECLARING AN EMERGENCY WHEREBY THIS ORDINANCE SHALL BE EFFECTIVE IMMEDIATELY UPON I'l'S ADOPTION. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the Ordin- I ance be passed and adopted and the motion was carried by the following Aye and No vote; those vo ting Aye being Ma yor Rea ly, Commissioner Sorenson and Commi ssioner Lowe; those voting No, none. Application for City License The application of the Gallatin Motor Company for a City License was presented and read. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the appli- cation be approved and the license issued and the motion was carried by the following Aye and Novo te ; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Report The report of the Director of Finance for the month of May, 1946 was presented and read. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Lease of Lot East of Ball Park I The Manager presented and read s lease agreement between The City of Bozeman and Gallatin Post No. 14 of the American Legion for the lease of the block directly east of the softball park for the veteran's temporary housing unit project. The lease is for five years with the privilege of a two year extension, and the City is to receive $15.00 per unit per year. After discussion, it was 'moved by Commissioner Lowe, seconded by Commissioner Sor- enson that the leaee be approved and the Mayor and Clerk be authorized to sign the same for The City of Bozeman and the motion was carried by the following Aye and No vote; tho se vo ting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none. Reitrement for City Employees The City Manager presented and read a resohJtion of intention of the City of Bozeman to ~oin the Montana Public Employees Retirement Association for the City Commission to study. Special Meeting -- Report on Sewage Disposal Plant The Manarrer reported that Mr. McDonnell of Burns and McDonnell, Consulting Engineers for the City's proposed sewage treatment plant would be in Bozeman July 1st, to meet wi th the Commission in a special session, and present their preliminary report covering the I analysis of the field studies recently made by one of their engineers.
