The Commission of 'lhe City of Bozeman met in regular session in the Commission Room,
City Hall Building, Wednesday afternoon, July 31st, 1946, at 1:00 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson and Commissioner Lowe; City Manager Quinnell,
City Attorney Aitken, Director of Finance Walter Davis and the Clerk, when the following
proceedings were had to-wit:
The minu tes of the las t regular session were read, and it was moved by Commissi oner I
Lowe, seconded by Commissioner Sorenson that the mInutes be approved as read, and the mo-
tion was carried by the following Aye and No vote; those voting Aye being Ma::tor Healy,
Commissioner ~orenson and Commissioner Lowe; those voting No, none.
Public Employees Retirement Act Explained
Mr. w. C. McRae, of the Montana Public Employees Retirement Association, appeared
before the Commission to explain and answer questions regarding the Montana Public Employ-
ees Retirement Act. Employees of the various City Departments were also present a t the
meeting. Pamphlets explaining the Retirement Act were left for distribution to all city
employees.
Request to move Grocery Store
Mr. Garvin Wiman appeared before the Commission to ask about moving his grocery store
to a new location. He was advised to submit his request in writing for consideration
at the next meeting of the City Commission.
Lease of Parking Lot
A communication from the Rev. J. A. Collette, of the Holy Rosary Parish, was read
stating that Blocks 3 & 4 of the Springbrook Addition owned by Holy Rosary Parish, could I
be leased to The City of Bozeman for parking lots at the rate of $100.00 per year. It was
moved by Commissioner Lowe, seconded by Commissioner Sorenson that the offer be accepted
and the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Reports
The following reports for the mon th of July, 1946 were presen te d and read:
Police Judge Librarian Water Collector
It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports
be accepted and ordered filed and the motion was carried by the following Aye and No vote;
those voting Aye being Ma:,ror Healy, Commissioner Sorenson and CommiSSioner Lowe; those
voting No, none.
Lease of Parking Lot -- R. s. Hogan
Mrs. Rose Story Hogan having offered to lease to The City of Bozeman Lots 13, 14, and
15 of Block "Fit of the Original Townsite of Bozeman, for parking lot purposes, for.- a period
of two years commencing August 1st, 1946 , and with the privilege of renewal for a further I
term of three years, for a rental of $50.UU per month payable in advance, and having sub-
mitted a lease to that effect for the consideration of the City Commission, and the said
lease having been approved as to form by the City Attorney, and the Commission having
given the same due and careful consideration, it was moved by Commissioner Lowe, seconded
by Commissioner Sorenson that Mrs. Hogan's proposition be and the S8me is hereby accepted
and the Mayor and the Clerk of the Commis sion be, and they are hereby authorized to exe-
cute the lease as submitted for and on behalf of The City of Bozeman and as its act and

and deed, and the motion was carried by the following Aye and No vote; those voting Aye

Parking Meters
The Commission announced that in order to avoid confusion during the annual Jaycee
Roundup that the parking meters should not go into operation until Monday, August 5th, 1946.
Budge t
I Copies of the preliminary Budget for the fiscal year ending, June 30th, 1947 were
presented to the Commission for study. It was moved by Commissioner Lowe, seconded by Com-
missioner Sorenson that the preliminary budget be approved and the motion was carried b~
the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Lowe, and
Commissioner Sorenson; those voting No, none.
Building -- 317 East Mendenhall
Mr. A. w. Coleman, assistant Building Inspector, s ta ted tha t Mr. Joe Budd would like
to construct a concrete..block building on Lots 14, 15, and 16; Block Ij Original Townsite,
located at 317 East Mendenhall. He explained that the present frame building would be
torn down within a reasonable time, as soon as the new building is completed; but the frame
building is needed to carryon his business until the new building is completed. I t wa s
stated that the new building would be nearer the present frame building than is permitted
by the Building Ordinance and that the Commission can act as a Board of Appeals, under the
Building Ordinance. Mr. Coleman stated that in his opinion the fire hazard would not be
increased by the new structure.
I The Commission stated they were agreeable to issuing the permit.

There being no further business to come before the Commission at this time, it was
moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and
the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Lowe and Commissioner Sorenson; those voting No, none.
