March 29th, 1946
The Commission of The Ci t:r of Bozeman met in reganlar session in the Commission Room,
CIty Hall Building, Friday evening, March 29th, 1946, at 7:30 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Q~innell,
City Attorne'Y Aitken, D~rector of Finance Walter Davis, City Engineer Thorpe and the Clerk,
I when the following proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Lowe, seconded by Commissioner Sorenson that the minutes be approved as read, and the motion
was carried by the following Aye and No vote; those vo ting Aye being Ma yor Healy, Commissioner
Sorenson and Commissioner Lowe; those voting No, none.
Reports
The following reports for the month of March, 1946 were presented and read:
Librarian Sanitary Inspector's Milk report
It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports
be accepted and ordered filed and the motion was carried by the following Aye and No vote;
those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those
voting No, none.
Communication -- Irving PTA
A communication from the Irving PTA thanking The City of Bozeman for erecting the
school crossing signs near the Irving School was presented and read.
Communication -- Grocery Store S. Willson
I A communication from Mr. & Mrs. E. L. McCloud, 1005 South Willson, asking permission
to operate a neighborhood retail grocery store at their residence was presented and read.
The communication stated that it was understood that a similar permit had recently been
glven to operate a store in this Zone and felt they should be entitled to the same con-
sidera tion. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the
reque s t be referred to the Board of Adjustment and the motion was carried by the follow-
ing Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Com-
missioner Lowe; those voting No, none.
Bids for SID No. 337, 339 and 340 Bonds
The forms of advertisement for the sale of Special Improvement District No. 337, 339
and No. 340 bonds were presented and read. It was moved by Commis sioner Sorenson, seconded
by Commi ss ion er Lowe tha t the Clerk of the Commis si on be authorized to make the necessary
advertisement for bids to be opened April 26th, 1946, and the motion was carried b~ the
following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and
Commissioner Lowe; those voting No, none.
Application to FPHA for Housing
I An application to the FPHA for aid from the Federal Government for veteran housing
was presented and read. The application was referred to the City Attorney for investigation
and report.
Comnn.mica tion -- War Assets Corporation
A communication from the War Assets Corporation asking for shipping instructions on
the weapon carrier purchased by the City was presented.

Traffic -- Recommendations from Trades Extension Committee
Mr. Dean Chaffin, of the Trades Extension Committee of the Chamber of Commerce pre-
sented a report of said Committee offering the following recommendations to help solve the
traffic problem:
1. That 90-minute parking berestablisbed from 8 A.M. to 6 P.M. during week
days on Main Street from fhird to Wallace, and on all side streets for
one block northand south of Main Street. I
2. That the area in front of the post office be limited to 10-minute parking.
3. That trucks over i-ton capacity not be allowed to park on Main Street.
4. That the necessary m,an power be employed in the Police Department to en-
force these restrictions. I
5. That a survey be made of availabale lots adjacent to Main Street and the
Business District that could be acquired for publiC parking lots.
Re~uest to Sell Beer in Grocery Store
Mr. Joe Hansford of the Safeway Stores presented a written request for permission to
retail beer in original container in the Bozeman Safeway Store for consumption off the
premises. Mr. Hansford was ad~ised that because of other business at this evening's
meeting, his request would be considered at a later meeting.
Proposals for Parking Meters
The Manager stated that tbis was the time set for considering proposals for parking
meters for the City of Bozeman, and read the notice he had mailed to the different meter
companies. The following proposalS were then opened and read:
Dual Parking Meter Co. automatic meter $ 68.00

M. H. Rhodes, Inc. manual meter 58.00 I
Michaels Company " 45.00
Duncan Meter Corporation n 75.00
Magee Hale Company automatic meter 57.00
Representatives of the meter companies present were given time to explain their
meters to the City Commission and to answer questions by those present. After hearing
the representatives, the Commission was of the opinion that the matter be taken under
advisement and that final selection of the meters to be purchased for Bozeman be deferred
for a few days to permit further investigation into the merits of the different types
offered, and it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that
the City of Bozeman purchase approximately 400 parking meters on a trial basis, the firm
to furnish the meters to be determined later, and the motion was carried by the folloWilg
Aye and No vote; those voting ~ye being Mayor Healy, Commissioner Sorenson and Commis-
sioner Lowe; those voting No. none.

Dogs
Mr. Roy Burface, Dog Marshall and A. N. Haas, Chief of Police were present, and
ste ted the t many complaints were being recei ved concerning dogs running...a t-large in the City.

There being no further business to come before the Commission at this ti me , it was
moved by Commissioner Sorenson, seconded by Commissioner Lowe; that the meeting adjourn
until 1 o'clock P.M. Tuesday, April 2nd, 1946, and the motion was carried by the follow-
ing Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Com-
missioner Lowe; those voting No, none.
