NURB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Robin Crough, City Clerk Anna Rosenberry, Assistant City Manager SUBJECT: Appointment(s) to the Northeast Urban Renewal Board (NURB) MEETING DATE: July 24, 2017 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to three members to the Northeast Urban Renewal Board to the following positions and terms: One voting business owner within district position with a term ending July 31, 2021, One voting resident within district position with a term ending July 31, 2018, One voting resident within district position with a term ending July 31, 2021, and/or One non-voting position with a term ending July 31, 2019. BACKGROUND: The Northeast Urban Renewal Board (NURB) currently has four vacant positions: 1. Business owner within district (voting), expiring July 31, 2021. 2. Resident of the district (voting), expiring July 31, 2018. 3. Resident of the district (voting), expiring July 31, 2021. 4. Non-Voting, expiring July 31, 2019. This board is established under Section 7-15-4232 of the Montana Code Annotated. It consists of five members who serve staggered four-year terms after the initial appointment. The board shall consist of 5 voting members and not more than 4 non-voting members. The preferred composition of the voting members shall be: 2 business owners of businesses within the district; 2 residents from within the district; 1 member at-large. Voting members must reside within city-limits or own property within the district. The 179 board shall be responsible to: (1) develop plans which implement the vision of the district; (2) review on an ongoing basis the operation and processes of all public agencies to assure that such activities are supportive of the plan; (3) advocate and coordinate the complete and full implementation of the plan. The board currently has four vacancies / expiring positions. The City Clerk’s Office has received three applications, with their relevant qualifications indicated below. 1. I am a business owner, and property owner in the NE neighborhood, and I was also 181 on the R/UDAT Steering Committee, which recently completed a 10 year study for the NEneighborhood including the NURB area and several areas immediately surrounding the NURB area. I would like to renew my position on the board. The R/UDAT plan is conceptual and theNURB has been tasked with taking this plan and helping determine what is feasible and then implementing it. I feel that I'm one of the few on the NURB that has the background andexperience to take on this challenge. I have a design background, and many years of commercial design experience, construction management, and project management. I havedealt with the City Planning and Building Department for the last 12 years that I've owned property in the NE neighborhood.
