HomeMy WebLinkAbout1945-09-21 I I I 271 Boz eman, Montana September 21, 1945 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, Beptember 21st, 1945, at 7:30 P.M. Those being present Clty Attorney were Mayor Healy, Commissioner Sor~nson, Commissioner Lowe, City Manager Quinnell,ADirector Aitken of Finance Walter Davis, City Engineer Thorpe and the Acting Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and on motion made by Commissioner Sorenson, seconded by Commissioner Lowe, were unanimously approved. Club House - Veterans of Foreign Wars Frank G~~q~o~ski and Bud Jenkins appeared before the Commission regarding the Veterans of Foreign Wars opening a club house at 20 South Black. They stated that applications had been made to the State and to the City for a beer and liquor license but that the State was rather reluctant to grant a license until the City Commission had acted in the matter, due to the fact that in some parts of the State, the Veterans of Foreign Wars privilege had been abused by letting non-members in their premises. It was stated, however, that if the City would approve the applica tion to opera te such a club in Boz eman, the Veterans .of Foreign Wars could then get their State license. Mayor Healy advised them that the matter would be taken under advisement this week and if there were no prote~ts, the license would no doubt be granted and they would be so notified. Platting Lots John Karp and a committee composed of members of the Holland Reform Church appeared before the commission regarding the platting of the East Half of what is known as the Border Tract, which lies between Third Avenue and Violet Addition, East and West, and between Beall ",::$treet and Peach, North and Sou th. They are interested in getting a church erected as soon as possible and wanted to know, if the plat which they submitted met with the approval of the City Manager, how soon they could start working on the church. They were advised by the City Attorney that they would have to get an abstract of title and also have a formal plat prepared by the City Engineer, with all the certifica- tiona on it, before it can be approved. Building Sidewalk Mrs. Effie Treat of 1211 South Grand appeared before the Commission regarding a notice she had received to build a sidewalk. She stated that she would like very much to have an extension of time on it, as she felt she could not afford to have the work done this fall. Mayor Healy advised her that as it was getting rather late in the year for that kind of work, it could probably be postponed until spring. Parking Meters Mr. Frick of Boise, Idaho, representing the Dual Parking Meter Company appeared before the Commission regarding parking meters for the City of Bozeman. He pointed out the many benefits derived from parking meters and said that if the city would be interested, 2~.)C) ..., {,-'oJ they would install the meters on a six month trial period without cost to the city. After the six month trial period, the city would then have an option to purchase. If, after the six month trial period, the city did not want to purchase, the meters would be taken out and everything replaced the same as before. Of revenue collected from the meters, 75 percent would go to the meter company and 25 percent would go to the I city. Mayor Healy advised Mr. Frick that the matter would be given further considera- tion, and that it would be taken up again later. Application for City License The application of J. M. Nickey for a one-half year contractor's license was presented and read. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the application be approved and the license issued and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commie- sioner Sorenson and Commissioner Lowe; those voting No, none. Wading Pool - Cooper Park The matter of building a children's wading pool in Cooper Park was discussed by the Commission. Commissioner Sorenson stated that he had heard a lot of unfavorable comment regarding the building of this wading pool in Cooper Park. It was decided that the matter should be taken under advisement and that the State Board of Health should be consulted regarding the matter. The City Manager stated that he would contact the State Board of Health regarding the purification of the water. City Attorney Aitken stated that the city would be assuming all responsibility, a nd might be held liable in case of accident, especially if it did not have a care- taker to look after the pool a tall time s. ..1" , . City Parking Lot The matter of a free parking lot on the north side of Mendenhall, between Bozeman and Black Avenues, was discussed by the Commission, and it was decided to give the matter further consideration. The City Manager stated that he would talk the matter over with Mr. Chaffin but that he did not think it would be advisable for the city to enter into such an arrangement without more detailed and more definite information. Public Safety Memo A Public Safety Memo, put out by the National Safety Council, Inc. regarding traffic regulations in the vicinity of the schools, was presented and read by the City Manager. It outlined Safety Patrols, Pedestrian Subways, Warning and Stop Signs, Park- ing Regulations, Parental Cooperation and the use of school Janitors to assist in pro- tecting the children at school crossings. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting adjourn and the motion was carried. .'.
