Amendment 7 with Morrison-Maierle for N. 7th Lighting Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: David Fine, Economic Development Specialist SUBJECT: North 7th Avenue Lighting and Sidewalk Project, Engineering Contract Amendment No. 7 with Morrison-Maierle MEETING DATE: July 24, 2017 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign Contract Amendment No. 7 with Morrison-Maierle. BACKGROUND: For the past several years, the top priority project for the Midtown Urban Renewal Board has been installing sidewalks setback from N. 7th Avenue, new architectural street lights, and enhanced landscaping along the corridor. The aim is to enhance the quality of the built environment and active transportation amenities to attract investment in the corridor. The engineering contract for this work has been extended by amendment. The work included in this task order is multifaceted. The majority of the work was prompted by Montana Department of Transportation (MDT) requirements, preferences, and comments on the project that were shared during the project’s first review. Significant additional engineering and review is required by MDT to update the existing pedestrian crossing at N. 7th Avenue and Villard St. to include a more effective and modern rectangular rapid flashing beacon (RRFB) and a pedestrian refuge island in the median. MDT has stated that utilizing an RRFB in this location will require closing the existing left turn lane to make space for a pedestrian refuge island and studying the traffic impacts of making such a change. There is no written assurance from MDT that the proposed improvements will be allowed following this study. Additional work covered by this Amendment includes engineering and landscape architecture services for the installation of new lighting and streetscape between Peach St. and Short St. in front of parcels previously occupied by Tom’s Flooring and the Rainbow Motel, which will soon be occupied by the new RSVP 108 Motel. Installation of this small section of the project is expected to commence in fall 2017. FISCAL EFFECTS: The engineering work described by Contract Amendment #7 totals $88,700. Of this total, $53,000 is related to additional work prompted by MDT requirements, preferences and comments. Funding for this work was included in the Fiscal Year 2018 Work Plan and Budget for the Midtown Urban Renewal District.
