September 28,1945
The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, September 28th, 1945, at 7:30 P.M. Those being present
were Mayor Healy, Commissioner Sorenson, Commissioner Lowe, City Manager Quinnell, City
Attorney Aitken, Director of ~inance Walter Davis, City Engineer Thorpe and the Acting
Clerk, when the following proceedings were had to-wit:
The minutes of the last regular session were read, and on motion made by Commissioner
Lowe, seconded by Commissioner Sorenson, were unanimously approved.
Parking Meters
Chief of Police Al Haas appeared before the commission regarding parking meters for
the City of Bozeman. He stated that he had contacted several business men and intended
to talk to a lot more regarding the meters and had found that they were very much in
favor of installing them. He stated that he had just found one man, who objected and
after discussing the matter with him for 10 or 15 minutes, he then decided it would be a
good thing.
City Manager Quinnell stated that each business man on both sides of Main Street
should be contacted to get their opinion and that the Chamber of Commerce should discuss
this matter at their next meeting. The commission decided that the installation of park-
ing meters should be given plenty of publicity so that the people would understand the
prOblem. It should be explained that, after a six months trial, if the meters proved un-
satisfactory, they would be taken out without expense to the city.
Bids - Special Improvement District No. 338
The manager stated that this was the time and place set for the opening of bids for
Special Improvement District No. 338 bonds. The affidavit of publication of the notice
for the sale of the bonds, was presented and read by the City Manager.
Mr. Charles Vandenhook of the Commercial National Bank was present and made an oral
bid on said bonds at par, six percent interest. The bid of Mr. Vandenhook was taken
under advisement.
Application for Construction of Tourist Court
Floyd Sumner appeared before the commission regarding a building permit to construct
eight tourist cabins. He stated that he could not apply for the building permit until
the alley in Block 2, Violet Addition had been vacated. It was moved by Commissioner
Lowe, seconded by Commissioner Sorenson, that the application be approved, and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commis-
sioner Sorenson and Commissioner Lowe; those voting No, none.
Application for City License
The following applications for City Licenses were presented and read:
Gordon Oble
Harry Larson
Peter J. Krudde
It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the applica-
tions be approved and the licenses issued and the motion was carried.

Reports
The Librarian's report for the month of September was presented and read by the
City Manager. It was moved by Commissioner Sorenson, seconded by Commissioner Lowe,
that the report be accepted and ordered filed and the motion was carried.
Petitions - Sewer Districts
Petitions for the creation of two new sewer districts were presented and read
by the City Manager. One for property fronting, or abutting on the North and South
alley between 10th and 11th avenues South and between West Koch Street and West
College Street and the other for property fronting on Fifth Avenue North between
Beall ~treet and Peach Street.
It was moved by Commissioner Lowe, seconded by Commissioner Sorenson, that the
City Attorney be instructed to prepare the Resolution of Intention to create these
proposed special improvement districts to be presented at the next regular meeting and
the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Request to Sell Tags
The manager reported that the Navy Mothers Club had asked to sell tags on the
street on Saturday, October 27th and it was suggested that this privilege be allowed.
Application for Sign
An application of Dean Chaffin's for a sign permit to be installed next the
stop sign on the corner of Black and Mendenhall was presented and read by the City
Manager. After discussion by the Commission, the City Attorney advised that he would
investigate the matter during the week and it would be taken up again at the next
regular meeting.

There being no further business to come before the Commission at this time, it
was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the meeting
adjourn and the motion was carried.
