HomeMy WebLinkAbout17- RFP - East Gallatin Landfill ManagementEast Gallatin Landfill Management RFP Page | 1 REQUEST FOR PROPOSAL S EAST GALLATIN LANDFILL MANAGEMENT INTRODUCTION The City of Bozeman (“COB”) is seeking proposals from consultants qualified to provide professional engineering services to assist the City in management of the East Gallatin Landfill. The Old City Landfill, located north of Griffin Drive in Bozeman, is an inactive, approximately 30-acre municipal landfill which operated from 1962 to 1970. The city now leases the site to Montana Department of Fish, Wildlife & Parks as part of the East Gallatin Recreation Area (commonly known as Glen Lake). A 1983 CERCLA preliminary assessment by Montana Department of Health and Environmental Services (MDHES) (now the Montana Department of Environmental Quality (DEQ)) summarized the contamination potential from landfill leachate and indicated a site investigation was warranted. EPA consultants sampled soils, groundwater from nearby domestic wells, and sediments and surface water from Glen Lake and the East Gallatin River. None of the contaminant levels found were considered significant and based on investigation and health risk assessment results, EPA declared the facility "No Further Action" under CERCLA. The facility is currently listed as a low priority facility on DEQ's CECRA priority list. The area near the old landfill is now seeing increasing development pressure. In recent years, Gallatin Park Subdivision and Subdivision 154A have been platted and are in the process of developing. In addition to Glen Lake, the East Gallatin River, a cold water fishery, flows along the east boundary of the landfill. The recreation area is heavily used in summers for swimming, boating and other water activities. PRELIMINARY SCOPE OF WORK The preliminary scope of work involved for this project is outlined below. Additional tasks and work elements may be added during contract negotiations. It is also possible that tasks or elements could be deleted through negotiation. In its proposal, the consultant may recommend addition/deletion of tasks or modification of tasks in describing its particular understanding and approach for the project. Proposals must clearly identify any elements of the proposed scope of work that would not be provided by the prime consultant. Any sub-consultants which comprise the overall consultant team must be identified along with a description of past working history between the firms. The COB desires to complete the proposed work in a diligent manner. Proposals must clearly indicate the consultant’s anticipated schedule given their staffing and current and projected work load commitments. East Gallatin Landfill Management RFP Page | 2 Task 1 – Data Review - Review available files and information, City, State and Federal, and compile existing data into a comprehensive database. Task 2 – Existing Well Inventory Identify and inventory existing monitoring wells, assess condition of those wells and determine which, if any, are still suitable for sampling and testing. Task 3 – Data Synthesis Incorporate the existing data into a comprehensive report characterizing the site. It is expected that the latest available software and technology will be used in the preparation of this report. Coordination with city GIS division will be required. Task 4 - MDEQ Report Prepare a report for the DEQ on the status of the landfill and exiting wells and in conjunction with the DEQ, suggest appropriate next steps. PROPOSAL REQUIREMENTS Five (5) copies of the proposal, and one electronic searchable PDF file, must be submitted no later than 5:00 pm on August 11, 2017, to the City Clerk at the physical address below. Proposals shall be individually bound and presented in a neat and orderly fashion. Please note that the USPS will not deliver mail to this location. Proposals must be shipped or hand delivered. Rouse Ave., Suite 202 Bozeman, MT 59715 Proposals shall, at a minimum, include the following items:  A narrative describing the consultant’s particular understanding and approach for the project. Specific challenges should be identified along with unique solutions proposed to complete project tasks and achieve project goals.  A proposed work plan indicating tasks to be accomplished, work schedule, consultant personnel and sub- consultants expected to perform each major task element, prior work history of consultant and sub- consultants, and the involvement (and timing of that involvement) anticipated of COB staff.  Qualifications of key individuals assigned to the project, their availability during the relevant time periods, and their recent experience on similar projects.  References for whom key individuals of the consultant and sub-consultants have performed similar work within the last five years, and two examples of work produced under similar contracts (examples produced on projects utilizing the key personnel identified for this proposal are preferred). CONSULTANT SELECTION A consultant selection committee consisting of key COB staff will choose, in its opinion, the most qualified consultant to provide services required for the project. Proposals will be evaluated on the following criteria and the requirements of MCA 18-8-201 et seq.  The consultant’s specific project approach and understanding;  Qualifications of professional personnel to be assigned to the project;  Capability to meet project time and budget requirements;  Location of the consultant in relation to project;  Present and project workloads ;  Related experience on similar projects;  Recent and current work for the COB. A determination of finalists will be made by the selection committee based on an evaluation of written proposals received. The committee will determine whether or not interviews will be needed to complete the selection process. Award will be made following contract negotiations to the most qualified consultant at a price which the COB determines to be fair and reasonable, taking into account the estimated value of services to be rendered, as well as the scope, complexity and professional nature thereof. If the COB is unable to negotiate a satisfactory contract with the consultant initially selected at a price the COB determines to be fair and reasonable, negotiations with that consultant will be formally terminated and the COB will select another consultant in accordance with MCA 18-8-204 and continue until an agreement is reached or the process is terminated.
