The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, October 5th, 1945, at 7:30 o'clock P.M. Those being
present were Mayor Healy, Commissioner Sorenson and Commissioner Lowe, City Manager Quin-
nell, City Attorney Aitken, Director of Finance Walter Da~is, City Engineer ~horpe and the
Clerk, when the followinf!; proceedimrs were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the motion
was carried by the following Aye and No vote; those voting Ayeteing Mayor Healy, Comm1E:sioner
Sorenson and Commissioner Lowe; those voting No, none.
Claims for the Month
Claims Nos. 8972 to 9141 inclusive were presented on the various funds as follows:

and claims Nos. 342 to 353 inc Ius i ve in the amoun t of $771.10 for the opera tion of the
Nu~sery School (Project 24M~) were also presented. The Manager stated th8t he has audited
these claims and finds them to be true and lawful claims against The City of Bozeman and
recommends that warrants be drawn for their payment. After e amination of the claims in
detail by the Commis sion, it was moved by Commi ss ioner Lowe, seconded by Oommissioner
Sorenson that warrants be drawn for their payment and the motion was carried by the follow-
ing Aye and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commis-
sioner Lowe; those voting No, none.

The following reports for the month of Septemb8r 1945 were presented and read:

It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the reports
be accepted and ordered filed and the motion was carried by the following Aye and No vote;
those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting
No, none.
Resolution No. 560 -- Final passage - Weed Asse~sment
The resolution levying the assessment for weed cutting for 1945 was brought up for
further considera tion at this time, There being no protests filed and no one being present
to protest, Resolution No. 560 was presented, entitled:
A RESOLUTION OF THE COMMISSION OF THE CI'I'Y OF BOZEMAN, LEVYING AND ASSESSING A
SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN THE CITY OF BOZEMAN,
COUNTY OF GALLA TIN, STATE OF MONTANA, TO DEFRAY 'PHE COST OF EXTERMINATION AND
REMOVAL OF NOXIOUS WEEDS FOR THE YEAR 1945, PURSUANT TO THE PROVISIONS OF OR-
DINANCE NO. 428, ENTITLED: "AN ORDINANCE DEB'INING AND PROVIDING FOR THE PUN-
iSHMENT AND ABA TEMF.NT OF CERTAIN NUISANCES."
It was moved by Commissioner Lowe, s-econded by Commissioner Sorenson that the reso-
lu tion be finally passed and adopted and the motion was carried by the followIng Aye and

Resolution No. 561
Snow Assessment
The Manager stated that the resolution levying the assessment in the amount of $92.68
for the removal of snow had been prepared. He presented and read Resolution No. 561, entitled:
A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZ"-MAN LEVYING AND ASSESSING A
SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN THE CITY OF BOZEMAN,
COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF REMOVAL OF SNOW
FOR THE YEAR 1944-1945 PURSUANT TO PROVISIONS OF ORDINANCE NO. 502, ENTITLED:
"AN ORDINANCE PROVIDING FOR THE REMOVAL OF SNOW FROM TijE SIDEWALKS IN THE CITY
OF BOZEMAN AND REPEALING ORDINANCE NO. 385, ENTITLED: 'AN ORDINANCE PROVIDING
FOR THE REMOVAL OF SNOW AND ICE, DIRT, FILTH AND OTHER OBSTRUCTION FROM SIDE~
WALKS ON MAIN STREET BETWEEN WALLACE AVENUE AND FOURTH AVENUE IN THE CITY OF
BOZ E:MAN III .

and the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Resolution No. 562 -- Garbage Assessment
The Manager stated that the resolution levying the assessment in the amount of $12,484.01
for the removal of garbage for the year 1945, had been prepared. He presented Resolution
No. 562, entitled:
A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA LEVYING AND ASSESSING
A SPECIAL ASSESSM":NT OF TAXES UPON ALL REAL PROP8~RTY IN THE CI'IY OF BOZEMAN, COUNTY
OF GALLATIN, STATE OF MONTANA, SERVICED AYD FROM w.mICH GARBAGE WAS COLLECTED AND
REMOVED DURING THE YEAR 1945 TO DEFRAY THE COST &' EXPENSE OF COLLECTING AND DIS-
POSING OF GARBAGE UNDER TIm PROVISIONS OF ORDINANCE NO. 696 OF THE CITY OF BOZEMAN,
MONTANA.
It was moved by Commissioner Lowe, seconded by Commissioner ~orenson that the reso-
lution be provisionally passed and October 12th, 1945 be set as the date for hearing of
protests and the motion was carried by the following Aye and No vote; those voting Aye
belng ~,lfayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Bids for SID 338 Bonds Accepted
A communication to the Commercial National Bank, accepting their bid of par wi th
interest at 6% for Special Improvement District No. 338 bonds was presented and read.
It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the agreement
be approved and the motion was carried by the following Aye and No vote; those voting Aye
being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Appointment to Recreation Board
The resignation of Mrs. Fannie G. Cowan as a member of the Recreation Board was pre-
sented and read, and a communication from the President of the Housekeepers Club recom-
mending the appointment of Mrs. Jesse Bradley was also read.
Whereupon, Mayor Healy,
announced the appointment of Mrs. Jesse Bradley as a member of the Recreation Board to fill
the unexpired term of Mrs. Fannie G. Cowan.
It was moved by Commissioner Lowe, seconied by Commissioner Sorenson that the appoint-
ment be approved and the motion was ca~ried by the following Aye and No vote; those voting
Aye being Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Parking Meters
The use of parking meters for the restricted parking area in the business district
was again discussed. Chief of Police Haas reported that the opinion of the business men
was ~enerally favorable for a trial use of the meters.

A communication from the City Clerk of Casper, Wyoming relative to their experience
with parking meters was read.
After further consideration, it was moved by Commissioner Lowe, seconded by Commis-
sioner Sorenson that the City Attorney be instructed to draft an ordinance for the use of
parking meters and the motion was carried by the following Aye and No vote; tho se voting
Aye being lIfayor Healy, Commiflsioner Sorenson and Commissioner Lowe; those voting No, none.
Alley -- Block 6; B & D Addition
Mr. Homer Fisher appeared before the Commission relative to the opening of the alley
in Block 6; Babcock & Davis Add! tion. He s ta ted tha t those in favor of ha ving the alley
opened were anxious to have this done and asked tha t the alley as opened so far be graded
by the City, and asked further that the Commission take steps to have all the alley opened.
Ci ty Attorney Ai tken sta ted tha t in the near future he would interview the persons
objecting to have the alley opened and see what could be worked out towards opening this
alley.
