The Commission of The City- of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, November 16th, 1945, at 7:30 o'clock P.M. Those being
present were Mayor Healy, Commissioner Lowe, Commissioner Sorenson, City Manager Quinnell,
City Attorney Aitken, Director of Finance Walter Davis and the Clerk, when the following
proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Sorenson, seconded by Commissioner Lowe that the minutes be approved as read, and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those voting No, none.
Traffic
Near Schools
Mr. O. W. Monson and Carl Kranzel of the parent-Teacher's Association presented and
read a resolution adopted by their Central Council of Parent-Teacher's Associations, which
made the following recommendations to the City Commission, City Manager, Chief of Police
and the Police Judge, regarding traffic near the schools.
1. That sufficient warning signs be erected, standardized and placed in
conspicuous places.
2. That crosswalks be painted at street intersections.
3. That the traffic regulations be enforced and violators prosecuted and
not excused.
City Manager Quinnell reported that paint had been ordered and was on hand but that
due to the recent snow the cross-walks could not be painted; that signs have been ordered
but the metal signs that the City wanted were not immediately available at this time.
Mr. Quinnell suggested that the school grounds be fenced, to prevent children from
running into the street while playing, and so that when they leave the school grounds
they will exit at the gates and not "fan out" over all the street.
The Manager also reported that suspension lights that flash warning signals at
dangerous intersections may be purchased later for some of the more hazardous inter-
sections, but these lights were not now available.
The gentlemen were assured by the Mayor that the City would co-operate in every
way possible to protect the children attending our schools.
Application for Licenses
Mr. Bud Jenkins representing the Veterans of Foreign Wars was present and stated
that applications for a beer and a liquor license had been made to the city for their
club license at 20 South Black. He stated further that through a phone call to Helena
he had learned tha t the Sta te Liquor and Sta te Beer license for his organiza tion would
be mailed from Helena Saturday morning, and would arrive in Bozeman Saturday afternoon.
He explained that he would like to open the club rooms Saturday night, November 17th.
After consideration by the City Commission, it was moved by Commissioner Sorenson,
seconded by Commis si oner Lowe tha t the applica tions.f1or a ci ty beer and a ci ty liquor
license for the Veterans of Foreign Wars be approved and the license issued, subject to
the required state licenses being presented at the City Office, and the motion was
carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commis-
sioner Sorenson and CommissIoner Lowe; those voting No, none.

Report
The report of the Plumbing Inspector for April, 1945 through October, 1945 was pre-
sented and read. It was moved by Commissioner Lowe, seconded by Commissioner Sorenson that
the report be accepted and ordered filed and the motion was carried by the following Aye
and No vote; those voting Aye being Mayor Healy, Commissioner Sorenson and Commissioner
Lowe; those voting No, none.
Bonds Coleman - Plumbing Inspector
Ronald Brady - Gas Fitter
The bond of A. W. Coleman in the amount of $1,000 as Plumbing, Gas and Assistant
Building Inspector was presented and the bond of Ronald Brady in the amount of $2,000.00
as a gas fitter was presented. The bonds were approved as to form by the City Attorney,
whereupon, it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the
bonds be accepted and ordered filed and the motion was carried by the following Aye and
No vote; those voting Aye being Mayor Healy, Commissioner Lowe and Commissioner Sorenson;
those voting No, none.
Purchase of Truck for City
The City Manager reported that several trucks were available at Butte, Montana through
the Surplus Property Board, and fro~ information that he was able to obtain these trucks
were in good condition and would be a "good buy" for The City of Bozeman, and stated that
he and the street Superintendent could go over to Butte, Monday and investigate them.
It was moved by Commissioner Sorenson, seconded by Commissioner Lowe that the City
Manager be authorized to purchase one of these trucks for the City of Bozeman, and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner Sorenson and Commissioner Lowe; those votin~ No, none.
Coasting On South Sixth -- Barricading Streets.
City Manager Quinnell called attention of the Commission to the accident at Sixth Avenue
and Harrison, where the streets have been barricaded for the protection of the children
using this street to coast on.
He reported that a car had stopped at the barricade and
then proceeded to cross the street and two children on a sled had run into the rear wheel
of the car crossin~ the street.
The Manager explained that the streets were barricaded, but that cars could drive in
and out; that stop signs were placed on all barricades, and flares were lighted at night.
The Manager reported further that these barricades were insp~cted frequently and were kept
in good condition, and cinders spread so that cars could stop, and children would not
coast further than the barricaded street.
It was explained that this practice of barricading these streets had been in effect
for many years, and the property owners had consented to this practice when it was first
started. But that as a result of the above accident the City's right, and that of the
City Manager in ordering the street closed for coasting purposes had been challenged.
The Commission felt that children would and had, coasted on the street even when it
was not barricaded, and that the barricades furnished considerable protection for them.
All Commissioners expressed their opinion as favoring the barricading of this street, and
it was moved by Commissioner Lowe, seconded by Commissioner Sorenson that the City Manager
be authorized to barricade streets when, in his judgemt, such barricading is necessary for

the protection of the children uslng the streets for coasting purposes, and the motion
was carried by the following Aye and No vote; tho se votln<s Aye be1ng Mayor Healy, Com-

There being no further business to come before the Commission at this time, it
was moved by Commissioner Sorenson, seconded by Commissioner Lowe; that the meeting ad-
journ and the motion was carried by the following Aye and No vote; those voting Aye being
Mayor Healy, Commissioner Sorenson and Commissioner Lowe; those voting No, none.
