The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall BuilcHng, Friday evening, February 9th, 1945, at 7:30 o'clock P.M. Those being
present were Mayor Landoe, Commissioner Healy, Commissioner Busch, City Manager Quinnell,
City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk
when the following proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by (.;ommissioner
Healy, seconded by Commissioner Busch that the minutes be approved as read, and the motion
was carried by the following Aye and No'vote; those vo ting Aye be ing Mayor Landoe, Commis-
sioner Healy and Commissioner Busch; those voting No, none.
Police Department -- 10-H01Jr Shift
Mr. R. C. Embry, Chief of Police, appeared before the Commission and stated that he
was losing two men from his Department during this month. He stated further it was diffi-
cult to ~et men to replace those leaving the Department and that the new men did not stay
~
long enough to warrant thf;>.i.Ilt~i,ning, nor long enough for them to become acquainted wi th
their work. He sUQ'gested, therefore, that the six men now working might work 10 hours a
day, provided they were not allowed to engaQ'e in any other line of work while connected
with the Police Department. He felt that the men would be better sat:i,sfiocl with such an
arrangement and the department would be more efficient with experienced men. City Attor-
ney Aitken stated that the law did not prohibit the men from working ten hours a day, and
after discussion, it was decided to try this schedule for one month and see how it works
out, if agreeable with the other members of the department.
Insurance -- Cemetery Service Bt1ilding
Mr. Harry Sti th and Mr. Don Bennett of the Bozeman Insurance Ass 'n were present and
presented the report of State Insurance Adjuster Kelley on the insurance recovery for the
Service Building and its contents at Sunset Hills Cemetery. An explanation was given on
how the 108s was determined and also how the amount of the recovery was arrived at.
The City Manager stAted he would study the report and make recommendations to the
Commission for its acceptance or re .ieo tion wi thin the next few days.
The gentlemen also reported that another insurance survey of City property wou.ld be
made shortly 80 thR t the insurable value of the City's buildings c01Jld be brought in line
with present replacement values.

The following applications for City Licenses were presented and read:

be approved and the licenses issued and the motion was carried by the following Aye and No
vote; those voting Aye being Nfayor Landoe, Commif1sioncr Busch and Commiss:i oner Healy; those
voting No, none.
Reports
The following re 'orts for the month of January, 1945 were presented and read:

It was moved by Commissioner Healy, seconded by Commissioner Busch that the reports
be accepted and ordered filed and the motion was carried by the fol10wlng t~ye and No vote;
those voting Hye being Mayor Landoe, Commissioner Healy and Commissioner Busch; those voting
No, none.
Bonds -- Policeman Coleman
The bond of Archie W. Coleman as City Policeman in the amount of $1000.00 was presented.
the bond was approved as to form by the City Attorney, whereupon, it was moved by Commis-
sloner Healy, seconded by Commissioner Busch thrt the bond be accepted and approved and
the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Landoe, Commissioner Healy and Commissioner Busch; those voting No, none.
Ordinance ---Prohibl ting Parking of Trucks carrying Inflamable Liquids
A rough draft for an ordinance prohibiting the parking of trucks carrying inflam-
able liquids within the City Limits was presented by the City Attorney. After several
modifications and additions had been su~gested by the City Commission, Mr. Aitken stated
he would rewrite the ordinance for presentation at a later meeting.
Ad.1ournment
There being no further bus iness to come before the Commis 8ion a t this time, it was
moved by Commissioner Healy, seconded by Commissioner Busch that the meeting adjourn and
the motion was carried by the following Aye and No vote; those voting" Aye being Mayor
Landoe, Commissioner Healy and Commissioner Dusch; those voting No, none.
