Commission Room, City Hall Building, Friday evening, March 16th, 1945, at 7:30 o'clock P.M. Those being present were Mayor Landoe, Commissioner Healy, Commissioner Busch, City Manager Quinnell, City Attorney Aitken, Director of Finance Walter Davis and City Engineer, Thorpe and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded by Commissioner Busch that the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting' Aye being Mayor Landoe, Commis- sioner Healy and Commissioner Busch; those voting No, none. Ordinance No. 731 Parking of Tankers Mr. C. S. Kenyon, D. A. Cross, Chris Jensvold, J. W. Devous and Mr. & Mrs Tom Morgan appeared before the Commis sion in regard to the Traffic Ordinance now being advertised, re~llating the parking of trucks and tankers within the City. They stated that this condition has been going on for years; that they have petitioned and requested many times before that something be done to relieve this congestion and danger. They felt that the truckers should furnish a parking place of their own, far enough from business and residence areas to provide a sufficient margin of safety. The Committee stated that there is considerable danger to lives and property caused by tankers parking in the vicini ty of Seventh & Main and that one tank of gasoline had recently been trans- ferred to another tanker while perked on Main Street. It was also stated that gasoline expanding from the sun's heat had at times been allowed to run down the gutter, creating a bad fire hazard as it could have been ignited from a match or cigarette carelessly thrown. It was feared that if these hazards were allowed to continue, the fire underwirters might increase the fire insurance rates. It was pointed out that it is almost impossible to park a double tanker without block- ing a driveway; that motors left running fill the houses with gas fumes and that on March 14th last, one tanker was parked for three and one-half hours with.the engine running; the driver was asleep in the cab and refused to turn off the motor. It was also stated that these motor noises were very annoying, especially at night, and it Beems "they roar their motors as loud as they can roar". One man stated that one night reoently, there was a total of eleven tankers parked at one time in this vicinity. The committee asked that the parking time limit, as fixed by the proposed new ordinanoe be not increased and that the-people in this vicinity be protected from this fire hazard .,... City Manager Quinnell reported that the matter has been taken up with the Fire Under- writers to see how the parking of these tankers will effect the fire insurance rates. A communication from o. A. Litle, 801 West Main was read, stating that, in his opinion, a thirty minute parking limit seems to be reasonable, and he was opposed to granting a longer parking limit to trucks and tankers Inthis district. Bond of H. Miller Policeman The bond of Hollis Miller, as City Policeman, in the amount of $1000 was presented. The bond was approved as to form by the City Attorney, wehreupon, it was moved by Commis- sioner Healy, seconded by Commissioner Busch thAt .the bond be accepted and approved and the motion was carried by the following Aye and No vote; those voting Aye being Mayor 212 Landoe, Commissioner Healy and Commissioner Busch; those voting No, none. Fred & Bill's Standard Service It was moved by Commissioner BuSCh, seconded by Commissioner Healy that the applica- tions be approved and the licenses issued and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commissioner :ijealy and Commissioner Busch; those voting No, none. Rental Rates for Armory For comparative purposes, communications were read giving the rates for rental charges of Civic Auditoriums in Lewlstown, Livingston, and Great Falls. AdJournment There being no further business to come before the Commission at this time, it was moved by Commissioner Healy, seconded by Commissioner Busch that the meeting adjourn and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe.
