The Commission of The City of Bozeman met in regular session in theCommiasion Room,
City Hall Building, Friday evening March 23rd, 1945, at 7:30 o'clock P.M. Those being present
were Mayor Landoe, Commissioner Healy, Commissioner BUBch, City Manager Quinnell, City At-
torney Aitken, City Engineer Thorpe and the Clerk, when the following proceedings were had:
The minutes of the last regular session were read, and it was moved by Commissioner
BUBch, seconded by Commissioner Healy that the minutes be approved as read, and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commis-
sioner Healy and Commissioner Busch; those voting No, none.
Use of Armory Drill Hall
Mr. Geo. Schraeder of the Gallatin Sportsmen's Association, appeared before the Commis-
sion and asked to use the Armory Drill Hall Saturday, May 12th, 1945, for a dance for that
organization. He was informed that the hall would be available on that date and the fee
would be ""'20.00.
The City Manager read an answer to his inquiry from the Town of Wolf Point stating their
minimum charge for the use of their Drill Hall in the Armory building was $25.00.
Application for City License
The application of Helen's Beauty Salon for a City License was presented and read. It
was moved by Commissioner BUSCh, seconded by Commissioner Healy that the application be ap-
proved and the license issued and the motion was carried by the following Aye and No vote;
those voting Aye being Mayor Landoe, Commissioner Healy and Commissioner Busch; those voting
No, none.
Bids for Cast Iron Pipe
The Manager stated that this was the time and place set for the opening of bids for a
car-load of cast iron pipe. He presented and read the affidavit of publication of the Notice

that the bids be opened and read and the motion was carried by the following Aye and No
vote; those voting Aye being Commissioner Healy and Commissioner BUBch; those voting No, none.
The following bids for 2500 feet of cast iron pipe were opened and read:
The Crane Company, Billings, Montana
Pacific States Cast Iron PIpe Co. P~rtland, Ore.
:IIi 1.00 per foot
.99 per foot
It was moved by Commissioner Busch, seconded by Commissioner Healy that the bid of the
Pacifio States Cast Iron Pipe Company be accepted and the motion was carried by the follow-
ing Aye and No vote; those voting Aye being Commissioner Busch and Commissioner Healy;
those voting No, none.

Bids for Police Car
The Manager stated that this was the time and place set for the opening of bids for a
car for the Police Department. He presented and read the affidavit of publication of the
Notice to Bidders, Whereupon, it was moved by Commissioner Busch, seconded by Commissioner
Healy tha t the bids be opened and read and the motion was carried by the following Aye and
No vote; those votlng Aye being Mayor Landoe, Commissioner Busch and Commissioner Healy;
those voting No, none.
The following bid was opened and read:
Andersmn Motors for Hudson Comodore -- $1500 and the Chevrolet Police car now in use.

The bid of the Anderson Motors was discussed and after consideration, it was moved
by Commissioner Busch, seconded by Commissioner Healy that the bid be accepted subject to
further approval by the City Manager after investigation and the motion was carried by
the following Aye and No 1lOte; those vo ting Aye being Mayor Landoe, Commis si on er Busch and
Commissioner Healy; those voting No, none.
Ordinance No. 731 -- Parking of Tankers
A oommunication from Mr. Chas. Cook of the Fire Underwriters, stating that the fire
insuranoe rates might be raised by reason of the fact that tankers are parked on the streets,
if this oondition existed when the properties were inspected by their inspector.
The parking time limit for taLkers as set forth in Ordinanoe No. 731 was again dis-
oussed. No further action was taken.
Traffic Near SChools
Mr. Bert Griffin, Chamber of Commeroe Secretary, was present and ~resented a communi-
cation from Mr. D. S. Williams, Superintendent of Schools stating that the Emerson Junior
High Citizenship Club will take care of a sign to close Babcock Street from Grand Avenue

munication from J. A. Collette, Superintendent of Rosary Schools, stating that the Holy
Rosary School would co-operate in any way to eliminate the danger for school children
from traffic in this vioinity.
Mr. Griffin stated that J. G. Ragsdale of the High School, was of the opinion that
more stops signs should be put up near the school.
The .adVisability of roping off the street as suggested by the Bozeman Chamber of
Commerce and the installa tion of a "stop and go" light at the intersection of Third
and Babcock were then further discussed, and after oonsideration, it was moved by Com-
missioner Busch, seoonded by Commissioner Healy that the City Manager in oo.oparation
with the Chief of Police be instruoted to provide for roping off of the street by the
school authorities as suggested, for the remainder of the school year, and themotion was
carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commissioner
Busch and Commissioner Healy; those voting No, none.
Communications
A communication from Mrs. John A. Lovelace, 415 South Willson, was read, asking that
something be done concerning the rabbit hutches at 410 South Grand Avenue. City Manager
Quinnell informed the Connnission the t the keeping of rabbi ts in this, the "An Residence
Zone", is prohibited by Ordinance No. 711, and that the residents at 410 South Grand had
been so notified; but that due to the owner's ill health, it might not be feasible to move
the pens immediately.
After discussion, it was decided that notice should be given to remove the rabbits
from the "A" Residence Zone within thirty days.
Beall Park
A communication from Mrs. Sadie M. Herrin, 418 North Bozeman, was read, stating that
as a taxpayer she would like to know why Beall Park is not used as a play ground during the
school year, as in former years, and that as the building 1s used for a Nursery School
all day, it can not be used by the ohildren for recreational purposes as was the intention
when the lot and building were donated to the City.

Mr. Quinnell stated he had informed Mrs. Herrin that the buildlng was donated to the
City for the use of the young and old of Gallatin Valley, and that the City purchased the
lot from Mrs. Beall; tha t the Nursery School was being opera ted to help with the war effort
playground
and that Beall Park, as with other city parks had a/supervisor during the skating season
and the summer months the same as in former years.
Request to Sell Poppies
The Manager reported that the Veterans of Foreign Wars had asked to sell poppies on
the street on Saturday May 19th, 1945, and it was suggested that this privilege be allowed.

moved by Commissioner Healy, seconded by Commissioner Busch that the meeting adjourn and
the motion was carried by the following Aye and No vote; those voting Aye being Mayor
