The Commission of The City of Bozeman met in regular session in the Commis8ion Room,
City Hall Building, Friday evening, May 4th, 1945, at 7:30 o'clock P.M. Those being present
were Mayor Healy, Commissioner Sorenson, Commissioner Busch, City Manager Quinne11, City
Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk,
when the following proceedings were had to~wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Busch, seconded by Commissioner Sorenson that the minutes be approved as read, and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy,
Commissioner BUBcband Commissioner Sorenson; those voting No, none.
Sewer on West Koch -- City Attorney's Opinion
In connection with the minute entry of April 27th, 1945, referring to a request for
sewer construction on West Koch, a written opinion by City Attorney Aitken was read, stat-
ing he could not find and provision in the law wbJ.ch would .~ustify his advising the City
that they could construct a sanitary sewer on West Koch and be repaid by the property
owners on the annual installment basis except throu~h the creation of a special improve-
men t dis tric t.
He stated further that the only way the city could legally assess the cost of such
improvements against the abutting property is under the prOVisions of the law for the
creation of special improvement districts.
Mr. Clyde Powell and Marshall Phipps were present and stated they were interested in
tbe construction of this sewer, and they were advised that the circulation of a petition
addressed to the City Commission asking for the creation of an improvement district to
provide for the construction of said sewer should be the first step and tl:a t the petition
form would be prepared for them by the City Engineer.
Request for Ordinance prohibiting Women from Tending Bar
A written request from the local Bartender's Union was presented and read requesting
the City Commission to prohibit by ordinance, the employment of women in saloons, beer
ha Ils, e tc.
They stated that the City of Billings has such an Ordinance and quoted a
section of the Billings Ordinance which prohibits the employment of women in and around
such places.
Mr. ehas. Adam~, of the Baxter Hotel, was present and stated that the women tending
bar in Bozeman had been given special permits by the bartenders union, and were doing
this work to help out until men experienced in this work returned from the service, and
stated he thought this matter should be settled within the union.
After considerable discussion, the City Commission took the matter under advisement.
Claims for the Month
Claims Nos. 8077 to 8217 inclusive were presented on the various funds as follows:

and claims Nos. 276 to 290 inclusive in the amount of $901.24 for the operation of the
Nursery School were also presented. The Manager stated that he has audited these claims

and finds them to be true and lawful claims against The City of Bozeman and recommends
that warrants be drawn for their payment. After examination of the claims in detail
by the members of the City Commission, it was moved by Commissioner Sorenson, seconded by
Commissioner Busch that the claims be allowed and warrants be drawn for their payment and
the motion was carr! ed by the followinp: Aye and No vote; those voting rlye b sing Mayor Heal y,
Commissioner Busch and Commissioner Sorenson; those votinf! No, none.
Application for City License
The application of Roberta's Place for a City License as an eating place was ~esented
and read. It was moved by Commissioner Busch, seconded by Commissioner Sorenson that the
application be approved and the license issued and the motion was carried by the following
Aye and No vote; those voting Aye being Mayor Healy, Commissioner Busch and Commissioner
Sorenson; those voting No, none.

The following reports for the month of April, 1945 were presented and read:

It was moved by Commissioner Sorenson, seconded by Commissioner Busch thAt the reports
be accepted and ordered filed and the motion was car~ied by the following Aye and No vote;
those voting Aye being Mayor Healy, Commissioner BUSCh and Commissioner Sorenson; those
voting No, none,
Communication
A communication from D. S. Williams accepting the appointment to the Library Board
was read and ordered filed.
Adjournment
There being no further business to come before the Commission at this time, it was
moved by Commiss ioner Busch, seconded by Commissioner Sorenson that the meeting ad.10urn
and the motion was carried by the following Aye and No vote; those voting Aye being Mayor
Healy, Commissioner Busch and Commissioner Sorenson; those voting No, none.
