HomeMy WebLinkAbout1945-06-15 ,I I 1 ~~7 Bozeman, Man tana June 15th, 1945 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, June 15th, 1945, at 7:30 o'clock P.M. Those being present were Mayor Healy, Commissioner Busch, Commissioner Sorenson, City Manager Quinnell, City Attorney Aitken, City Engineer Thorpe and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Busch that the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Busch and Commissioner Sorenson; those voting No, none. Bids for Cast Iron Pipe The Manager stated that this was the time and place set for the openin~ of bids for cast iron pipe and valves. He presented and read the affidavit of publication of the Notice to Bidders, whereupon it was moved by Commissioner Busch, seconded by Commissioner Sorenson that the bids be opened and read and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Busch and Commissi oner Sorenson; those voting No, none. The following bids were opened and read: Pacific Sta tes Cas t Iron Pipe Compan y The Crane Company American Cast Iron Pipe Company Rensselaer Valve Company Marckman & Williams Valves 1,262.79 1,190.61 1,243.50 1,314.84 1,341.40 & Fittings 2162.11 2U83.84 2083.84 Pipe $ $ The bids having been tabulated and compared by City Engineer Thorpe, it was moved by Commissioner Sorenson, seconded by Commissioner Busch that the bid of the Crane Company beinp' the low bid be accepted and the motion was carried by the following Aye and No vote; those voting Aye being MaYDr Healy, Commissioner Busch and Commissioner Sorenson; those voting No, none. Petition for S$nitory Sewer -- We8t Koch The petition for a sanitary sewer on West Koch Street was again presented. The City Engineer explained that the boundaries of this sewer district might be modified ap'ain to change the course of the sani tary sewer to conform wi th the fall of the land, and it was, thereforp, thought best to delay the creation of said district and to rearrange the bound- aries as suggested by the Engineer, and it was moved by Commissioner Busch, seconded by Commis si oner Sorenson tha t the course of the sewer be determined by the City Engineer to conform with the fall of the ground so as to furnish the property owners with the most feasible and workable sewer, and that the City Engineer be inst~lcted to prepare a map showing the course of the proposed sewer and the boundc1rie s of the proposed dis tric t; and that he also be instructed check valuations to see that the property to be assessed within the district would not be overburdened with taxation for the co."t of the project and the motion was carried by the following Aye and No vote; those vo ting Aye being Mayor Healy, Commissioner Busch and Commissioner Sorenson; those voting No, none. Petition for Alley -- Block 6; B & D The petition to open the alley in Block 6 of Babcock & Davis Addition from the present alley- to Peach Street was again presented, with an additIonal sig,nature, for the considera- 23H tion by the City Commission. It was noted that all owners of property abutting the pro- posed alley had signed the pet! tion or sta ted they were in favor of opening the alley ex- cept one; and it was thought that the petitioners should talk with this owner again and try to ge t her to sign the pe ti ti on in order tha t the expense of condemna tlon proceedings might possibly be avoided. It was stated also, that in order to prepare the proper deeds to transfer the necessary ground for the alley that the name of the husband or wife of each property owner should be obtained together with a statement of any encumbrances on their property. Resolution No. 554 -- Sprinkling Assess~ent The Mana€,er stated that the resolution levying the assessment in the amount of $1,08,2.33 for sprinkling streets for the year 1945 had been prepared. He presented and read Reso- lution No. 554, entitled: A RESOLUTION OF THE COMJl/IISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON ALL THE PROPERTY IN STREET SPRINKLING DIS- TRICTS OF THE I"";ITY OF BOZEM.I\~, COUNTY OF GALLA TI N, STA'IE OF MONTANA, TO DEFRAY SEVENTY..FIVE PER CENT OF 'l'RE COST OF SPRINKLING STREETS WITHIN SAID STREET SPRINKLING DISTRICTS OF 'l'HE CITY OF BOZEMAN FOR THE YEAR 1945. It was moved by Commissioner Sorenson, seconded by Commissioner Busch that the Reso- lution be provisionally passed and June 22nd, 1945 be set as the date for hearing protests and the motion was carried by the following ~ye and No vote; those voting Aye being Mayor Healy, Com~issioner Busch and Commissioner Sorenson; those voting No, none. Resolu tion No. 555 -- Lighting Assessment The Manag:er stated that the resolution levy3nQ" the assessment in the amount of $2,296.13, for the various lighting districts for the year 1945 had been prepared. He presented and read Resolution No. 555, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSINn. LIGHTING DISTRICT MAINTENANCE AND ELECTRICAL CURRENT COSTS FOR Spr;;CIAL IMPR0VEMRNT LIGHTING DISTRICTS N1TMBERS 100, 284, 288, 289, 290, 295, AND 300 OF THE CITY OF BOZ~M^N, PURSUANT TO TIill PRO VI SIONS OF SECTI ON 5266 R . C . ~f. 1935. It was moved by Commissioner Busch, seconded by Commissioner Sorenson that the Reso- lution be provisionally passed and .June 22nd, 1945 be set as the date for hearing protests and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Healy, Commissioner Busch and Commissioner Sorenson; those voting No, none. Police -- Junior Patrol Chief of Police A. N. Haas, and two boys were present to talk with the Commission regarding a Junior Police Patrol, to help with traffic problems and to aid in the pre- vention of any destructive operations by younger boys. It was suggested that the boys should submi t their plan to the Chief of Police for his considera tion and re commenda tion before any official action is taken in connection with the matter. Bard -- Jaycee Roundup A wri tten reque s t from the ~Tunior Chamber of Commerce askin~ tha t the Ci ty of Bozem::m pa y $300 toward the expens e s of a band for their Roundup to be held Angus t 3rd to 5th, 1945, was presented and read. The comMlnication stated that the band Wffilld playa public concert July 28th, 1945, and also play &Jring the parade for the Roundup. After consideration and discussion, it was thoUITht that the band playing these two different times could be paid for each sllch concert or parade at the rate formerly paid for other concerts, and that the City could pay $250.00 or $125.00 each for these two performances in connection with the annual Jaycee Roundup. I I I I I I ')~}"-} ~t)~ Bozeman Victory Ship Mayor Healy presented pictures of the Bozeman Victory Ship, sent to him by the Busch F. S. Maritime Commission.
