The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, July 21st, 1944, at 7:30 o'clock P.M. Those being
present were Mayor Landoe, Commissi oner Healy, Commissioner Busch, City Manager QuInnell,
City Attorney Aitken, Director of Finance Walter Davis and the Clerk, when the following
proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Healy, seconded by Commissioner Busch that the minutes be approved as read, and the mo-
tion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe,
Commissioner Busch and Commissioner Healy; those voting No, none.
Traffic -- All-nl~ht Parking
Mr. Chas. Adams, Manager of "the Baxter Hotel, appeared before the Commission to dis-
cuss the all-night parking of cars on the city streets. Mr. Adams stated that the garage
located near the hotel now closes at midnight, and their ~uests do not like to park
their cars in the lot prOVided by the hotel. As the City's Traffic Ordinance does not
permit all-night parking on the streets Mr. Adams felt that some means should be prOVided
whereby three or four guest cars could be parked on Main Street or on Willson Avenue
next to the hotel after midnight, and thought this would encourage transients to stop in
Bozeman which would benefit all residents of this community.
He stated further that some hotel guests whose cars are tagged by police for all-
night parking become very indigna~t and say that Bozeman is the only City in the state
which does not permit all-night parking.
It was explained that all-night parking was not permitted because of the necessity
of cleaning the streets and that in the winter time, the streets might need to be cleaned
any night. Manager Quinnell also explained that it is necessary to sweep the pavements
several times each week and to wash them at least once each week, and that all such work
had to be done at night
It was suggested that all-night parking might be allowed on side streets when Main
Street is to be cleaned and that the hotel could notify its guests accordingly. It was
argued that this would only lead to confusion because the streets are cleaned at diff-
erent times; It seemed to be a auestion of whether or not cars should park all night
or if the street should be cleaned.
After further comments and discussion, it was decided to have the Street Superinten-
dent and the Chief of Police attend the next Connnission meeting and to discuss with them
the feasibility of parking cars on the streets all night.
It was also suggested that the
matter could be discussed with officials from other cities at the Municipal League meeting
to be held in Billings the first week in August.
Garbage -- Bids
The Manager stated this was the time and place set for the opening of bids for the
hauling and disposal of garbage from the residential section of The City of Bozeman for
an eleven-months period ending, June 30th, 1945. He'presented and read the affidavit of
publication of the N?tice to bidders, whereupon, it was moved by Commissioner ~lsch,
seconded by Commissioner Healy that the bids be opened and read and the motion was carried
by the following Aye and No vote; those voting Aye being Mayor Landoe, Commissioner Busch,
and Commissioner Healy; those voting No, none.

The bid of Julian S. Miles being the only bid received was found to be as follows:
Garbage disposal from the residential section of the City
of Bozeman for Il-month period ending June 30th, 1945 ---
$ 9,299.59.
The amount of this bid being at the same monthly rate as that paid Mr. Miles for
the same service during the last year, it was moved by Commissioner Healy, seconded by
Commissioner Busch that the bid be accepted and a new contract entered into in accordance
therewith and the motion was carried by.the following Aye and No vote; those voting Aye
being Mavor Landoe, Commissioner Busch and Commissioner Healy; those voting No, none.
Btldrret -- Fiscal Year Ending June 30th, 1945.
Copies of the esti"""ated expenditures for the fiscal yenr ending June 30th, 1945, as
prepared by the City Manager were presented to the Commismon, for consideration in con-
nection wi th the annual buoget. as required by law.
Delegates to Montana ~Jnicipal League
The Manager announced that the Montana Municipal League would meet in Billings,
August 4th and 5th, and that City Attorney Aitken and himself would like to attend.
It was moved by Commissioner Busch, seconded by Commissioner Healy that, it being in
the public interest, City Attorney Aitken and City Manager Quinnell be authorized to
attend the Montana Municipal League meeting in Billings on the above dates, and the motion
was carried by the following Aye and No vote; those voting Ayebeing Mayor Landoe, Com-
mi:'lsioner Busch and Commissioner Healy; those voting No, none.
