HomeMy WebLinkAbout1944-07-28 14R Bozeman, Montana July 28 th, 1944 The Commission of The City of Bozeman met in re~Jlar session in the Commission Room, City Hall Building, Friday evening, July 28th, 1944, at 7:30 o'clock P.M. Those being present were Mayor Landoe, Commissioner Healy, Commissioner Busch, City Manager Quinnell, City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded by Commissioner Busch thnt the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Com- misssioner Healy and Commissioner Busch; those voting No, none. Traffic -- All-Night Parking The Manager sta ted the t as requested at the las t regular meeting, Chief of Police Embry and Street Superintendent Springer, were present to discuss the feasibility of giving the Baxter Hotel more space for parking after 2 A. M., or of making some arrangement whereby a certa.in amount of parking could be allowed durIng the street cleaning period. Chief of Police Embry stated that a plan hAd been tried whereby cars would not be allowed to park on the streets the night the streets were to be cleaned, bu tthe result was not satisfactory. Street Superintendent Springer s ta ted tha t street cleaning which inclvdes, sweeping, washing and snow removal, cannot be properly done if cars are allowed to park all night a t the curb. Answering a question as to the feasibili ty of allowing s ide street parking immedia1Ely north and south of Main Street, he stated that if cars park on the side streets, the dirt left under them is blown onto Main Street and store owners complain. Dean Chaffin, representing the Chamber of Commerce stated he was authorized to ask the use of the side streets for all~night parking, and also to request that out of county cars be not tagged for over-time parking during the day. It was suggested, during the discussion, that the space between the Baxter Hotel and Safeway Store, which is owned by the Community Hotel Ass'n be used for the parking of guest cars after midnight; and also that the parking lot on Mendenhall Street, in the rear of the Baxter Hotel, be lighted at night by the hotel management, for guest use. After further discussion, the me tter was tabled until after the Municipal League Meeting to be held in Billings, Augus t 4th and 5th, 1944, and the Ci ty Manap'er and Ci ty Attorney, dele~ates to the meeting, were instructed to question representatives from other ci ties regarding parking practices in their respective places. ..... '~ Airport -- Annual Report and Budp'et Dean Chaffin, Chairman of the Air"'ort Board, presented a copy of the annual report of the City-County Airport BORrd which was read. It was moved by Commissioner Busch, seconded be Commissioner Healy that the report be accepted and ordered filed and the motion was carried by the followina Aye and No vote; tho~e votin~ Aye being Mayor Landoe, Commissioner Healy and Commissioner Busch; those voting No, none. A copy of the annual budget estimates of the Airport Board was also presented for the consideration of the City Commission. 1 I 1 1 1 1 14~) Insurance -- Fire Insurance on City Fleet The insurance policy coverin8' fire insurance on the Ci t:' fleet was presented. The policy was approved as to form by the City Attorney, whereupon, it was moved by Commissioner Healy, seconded by Commisslon"r Busch that the policy be accepted and approved and the motion we s carried by the following .rl.ye and No vote; those votinp' J"ye being Me yor LandOe, Commissioner Healy and Commissioner Busch; those votin~ No, none. Garbage -- Contract Signed The renewal of the contract for garbage hauling, for the eleven months period ending June 30th, 1945, was presented and signed as authorized at the meeting of July 2lst, 1944. Salary Schedule for Fiscal Year The monthly salary schedule for full-time employees of The City of Bozeman for the fi,scal yea rending .June 30th, 1945 was presented am. read. Ordinance No. 729 -- Salary & Bonds of Department HAads. Ordinance No. 729, ~etting salary and bond requirements for department heads and employees of the City Commissionwas presented and read. entitled: AN ORDINANCE OF THE CITY OF BOZEMAN, MONTANA FIXING THE MONTHLY SALARY AND O'H'FICIAL BOND OF THE CITY MANAGER, THE HEADS OF DEPARTMENTS, AND THE EM- PLOYEES OF THE CITY COM~:ISSION AS REQPIRED BY LAW It wes moved by Commissioner Busch, seconded by Commissioner Healy that the Ordinance be passed and adopted and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commissioner BUl'1ch and Commissioner Healy; those voting No, none. Ordinance NR. 730 -- Appropriation Ordinance Ordinance No. 730, the annual appropriation ordinance for the financing municipal operation for the fiscal year ending, June 30th, 1945 was presented and read, entitled: AN ORDINANCE APPROPRIATING MONIES FOR THE SUPPORT AND MAINTENANCE OF THE MUNICIPAL GOVERNMENT OF THE CrTV OF BOZEMAN, MONTANA FOR THE FISCAL YEAR ENDING JUNE 30th, 1945. It was moved by Commissioner Healy, seconded by Commissioner Busch thAt the Ordinance be provisionally passed and August 7th, 1944 be set as the date for public hearing and the motion was carried by the following Aye and No vote; those votin~ Aye being Mayor Landoe, .Commis 81 oner Busch and Connniss loner Healy; t hose voting No, none.
