Affordable Housing Discussion Commission Memorandum REPORT TO: Mayor and City Commission FROM: Martin Matsen, Director of Community Development SUBJECT: Affordable Housing Discussion MEETING DATE: July 17th, 2017 AGENDA ITEM TYPE: Action RECOMMENDATION: None BACKGROUND: The City has adopted an Inclusionary Zoning Ordinance that requires a percentage of newly constructed single family detached homes and townhomes to be offered at a reduced sales price, and in certain percentages, sold only to those who have been verified to have incomes less than 80% of the Area Median Income. While this ordinance will provide some housing to a segment of our citizenry there is much more to the broader discussion of Affordable Housing. This discussion will include clarification of the current existing Inclusionary Zoning Ordinance and answer some of the questions raised at the prior Commission meeting. Staff will suggest some areas of the Ordinance that could benefit from some modification and will request guidance from the Commission regarding moving forward with some amendments to the current ordinance. Additionally the HRDC will discuss the concept of the housing continuum which refers to the range of shelter and housing options, from emergency shelters and transitional housing, to supportive housing for vulnerable populations including seniors and people with mental illness, to public and non-profit affordable rental housing, to market rental, to home ownership. Guidance from the Commission regarding future actions centered around areas of the housing continuum would be helpful. 28 Staff, along with HRDC representatives will be available to answer questions and hope to provide a framework for a generalized discussion about Affordable Housing in Bozeman.
