It) Bozeman, Montana November 3rd, 1944 The Commission of The City of Bozeman met in re~ular session in the Commission Room, City Hall Building, Friday evening, November 3rd, 1944, at 7:30 o'clock P.~/I". rrhose bej.ng present were Commissioner Healy, Commissioner Busch, City Manager Quinnell, City Attorney Aitken, Director of Finance Walter Davis, City Engineer Thorpe and the Clerk, when the followin~ proceedings were had to-wit: The minutes of the last regnlar session were read, and it was ,.,.,oved by Commissioner Busch, seconded by Commissionor Healy that the minutes be approved as read, and the motion was carried by the followinp: 1i.ye and No vote; those voting Ayebeing Commissioner Healy and Commissioner Busch; those voting No, none. Garbage -- Request for Reduction in Assessment Mrs. Ka tie Roche, 712 South Grand, appeared before the Commis s ion and asked thR t the amount of the garbage assessment on her property be reduced as no ~arba~e has been hauled from her premises from October 1943 until May 1944, but,tha t the house has been occupied all during this time. Mrs. Roche was informed that the garbage assessment was uniform throughout the City and it would not be possible to make a reduction in her case without making similar re- ductions for other properties, and the City Commission did not feel that this should be done. Office qua rters for Af"ricul tlJral Census Mr. Leo Massman appeared before the Commission in regard to granting the use of the Communi ty Room in the Armory Building rent free to the Federq 1 Arrricul tlJral Census takers for office space. After discussion, Mr. Massman was informed by the Commission that the schedule rate of $25.00 per month as established by resolution should be adhered to for the use of the Communi tv Room for this purpose. Bids for SID No. 337 The Manager sta ted this was the time and place set for opening bids for the construc- tion of SID No. 337, sanitary sewer on Tamarack Street between Church and Rouse Avenues. He presen ted affidavi t of publica tion of the Notice whereupon, it was moved by Commis sioner Busch, seconded by Comm,issioner Healy that the bids be opened and read and the motion was carried by the following Aye and No vote; those voting Aye being Commiss::.oner Healy and ComT"'issioner Busch; those v0ting No, none. The bid of the Standard Construction Company being the on:ty bid received was opened and read, and found to be as follows: For construction of the improvements in SID No. 337 in accordance with the Notice to Bidders $ 1260.50. It was pointed out that the Engineer's estimate for this constrllction was ~~8?9.00, and that the bid is greatly in excess of the Engineer's original estImate, thereupon, it was moved by CommisRloner Busch, seconded by Commissioner Healy that the awarding of the contract be deferred until such time as the property owners effected have been contacted and an expression of approval or disapproval of the proposal obtained from them, and the motion was carried by the following Aye and No vo te; tbose voting Aye being Commis sioner Healy and Commissioner Busch; those voting No, none. Claims for the Month Claims Nos. 7223 to 7372 inclusive were presented on the various funds as follows: .... . .,.."" After examination of the claims in detail by the City Commission, it was moved by Commissioner BU8ch, seconded by Commissioner Healy that the claims be approved and warrants drawn for their pa:~ent and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Healy and Commissioner Busch; those vo ting No, non$.~ The City Manager called special attention to claim No. 7372, of the USO Service Fund in the amount of $29.40 for refund on an excessive water bill caused b;r a leak in the customer's fixtures. It being pointed out that the usa is a charitable organization, supported by donations, and that apparently they had not been neg;ligent in the matter, it was moved b;r Commissioner Healy, seconded by Commissioner Busch th~t the claim be allowed and the motion was carried by the following Aye Bnd No vote; those voting Aye being Com- missioner Healy and Commissior,er Busch; those voting No, none. Application for City License The application of J. W. Strachan for ft-year city license was presented and read. It was moved by Commissioner Healy, seconded by Commissioner Busch that the application be approved and the license issued and the motion v~s carried by the following Aye and 1 I No vote; those voting Aye being Commissioner Healy Find Commissioner Busch; those voting No,none.
