HomeMy WebLinkAbout17252 HPAB memo 7-11-2017 MEMORANDUM TO: HISTORIC PRESERVATION ADVISORY BOARD FROM: CHRIS SAUNDERS RE: CERTIFICATE OF APPROPRIATENESS 17252, VOLLMER SLAUGHTERHOUSE AND RENDERING PLANT DATE: JULY 11, 2017 An application has been received to demolish several structures in the Story Mill Historic District. The application materials are included with the hyperlink on the agenda for the meeting. The application has been deemed inadequate at this time. The application seeks removal of the slaughterhouse, rendering plant, and a bridge. A new site inventory has been completed and is included as Section 4 of the application. Removal of historic structures is allowed when the cost of renovating the structures is greater than the value of the structure. The application includes an assertion in Section 5 that the costs of renovation exceed the value of the slaughterhouse and rendering plat buildings. This is being evaluated at this time. The final review authority for the COA will make the determination whether the justification for removal is met. The review process for removal of buildings is described in Sections 38.16.100 and 38.16.110 of the municipal code. Both require a detailed description of the proposed subsequent development of the property. The City Commission approved a master plan for the park previously. The plan included removal of the buildings. The applicants have submitted a site plan for development of the area as part of the Story Mill park. The slaughterhouse area is shown as a future phase. Excerpts from the park site plan package are included with the application materials for reference. The Story Mill park site plan is under review at this time. Section 6 of the COA application discusses the future treatment of the site and how the history of the site may be recognized. Several alternatives are identified but no specific proposal were made in the original application. Supplemental material has been provided offering a specific proposal for how interpretation of the site will occur after demolition. The purpose of the HBAP review of this application is to review the proposed methods for effectively recognizing and communicating the history of the site with subsequent development. Page 2 of 2
