HomeMy WebLinkAbout1944-12-29 I I I 189 Bozeman, Montana December 29th, 1944 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, December 29th, 1944, at 7:30 o'clock P.M. Those being present were Mayor Landoe, Commissioner Healy and Commissioner Busch, City Manager 'c(.uinnell, City Attorney Aitken, City Engineer Thorpe and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded by Commissioner Busch that the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commis- sioner Healy and Commissioner Busch; those voting No, none. Applications for City Licenses The following applications for City Licenses were presented and read: Beer & Liouor: M. H. Lee Arcade Business: Arcade City Taxi Lines It was moved by Commissioner &lsch, seconded by CommissionGr Healy that the applica- tions be approved and the licenses issued and the motion was carried by the following Aye and No vote; those voting Aye being Mavor Landoe, Commis8ioner Busch and Commissioner Healy; those voting No, none. Report The report of the City Engineer for the month of December, 1944 was presented and read. It was moved by Commissioner Healy, seconded by Commissioner Busch that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commissioner Healy and Commissioner Busch; those voting No, none. Insurance Mr. Harry Stith and Keith Gast:i.neau, of the B07.eman I,.,surance Association, appeared before the Commission to request that the insurance policy held by Mrs. Mary O. Smith wblch would expire January 1st, 1945, be awarded to Earl Dawes, a new member of their association, and also a heavy tax payer. City Manager Quinnell expla ined that Mrs. C. Lee Donaldson, had purchased the business of Mary o. Smi th and had submi tted an insurance policy covering the policy in question because she felt she was entitled to this business. The geI?1ilemen. explained tha t their association considered th'-, t the purchase of one . ,. ,." . ..} :f \ 'tl...' . ..,. insurance business by another did not warrant a renewal, by the purchaser of the insurance written by the selling company, and that this had been and W01.11d continue to be their policy in all such business transfers. After consideration, the Commission stated they felt the blanket insurance should be spread among all agents in the City and it was moved by Commissioner Busch, seconded by Commission er Healy tha t the j.nsurance policy which expires January Is t, 1945, and held by Mary o. Smi th be pi van to Earl Dawes, and the policy submi tted by Mrs. C. Lee .uonaldson be rejected and the motion was carried by the following Aye and No vote; those voting Aye belng Mayor Landoe, Commissioner Busch and Commissioner Healy; those voting No, none. 190 Traffic Near City Schools The safety of school children crossing streets near the schools was discussed. Mayor Landoe stated that the City Commission would meet with the School Board at its next regular meeting when an effort would be made to work out a co-operative safety program, whereby the City and the School District would each assume its proper share of responsibility for the safety of the children while going to and from school. Safety Ordinance covering Petroleum Expolisves Mr. Doug Fer~lson, of the California Company, appeared before the Commission at the request of the City Manager to discuss the transporting of flamable petroleum products thru the Ci ty. Mr. Ferguson explained the explosive hazards of these products to the Commission and recommended that certain safety measures be adopted for their handling. The use of city streets for parking transport trucks loaded with flamable liquids that generate explosive gases was discussed with special attention being given to the fire hazard connected with the handling of gasoline, butane and propane. It was finally decided that the City Attorney should contact the National Institute of Municipal Law Officers for information from which to prepare an ordinance prohibiting the parking of tankers used for the transportation of hazardous petroleum pro&lcts on the streets for any appreciable length of time and adopting precautions for the preven- tion of serious accidents from this cause. Ad.iournment There being no further business to come before the Commission at this time, it was moved by Commissioner Healy, seconded by Commissioner Busch that the meeting ad,journ and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Commissioner BUSCh and Commissioner Healy; those voting No, none.
