March 24th, 1944
The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, March 24th, 1944 at 7:30 o'clock P.M. Those being
pre~ent were Mayor Landoe, Commissioner Lowe, Commissioner Healy, City Mana~er Quinnell,
City Attorney Aitken, Director of Finance Walter Davis and the Acting Clerk, when the fol-
lowing proceedings were had to-wit:
The minutes of the last rSQ'Ular session were r~ad, and it was moved by Commis sioner
Healy, seconded by Commissioner Lowe that the minutes be approved as read, and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Landoe, Comm1s-
sioner Heal"'" and Commif'! sioner Lowe; tho~e voting No, none.
Application for City License
The application of the Bozeman Granite Works for a City License was presented and read.
It was moved by Commissioner Healy, seconded by Commissioner Lowe that the application be
approved and the license issued and the motion was carried by the following Aye and No
vote; those voting Aye being Ma:"or Landoe, Commis sioner Lowe and Commis sioner Healy; those
voting No, none.
Springbrook Creek on Eleventh Avenue
City Attorney Aitken reported that so far he had made no progress in determining the
ownerShip of and responsibility for the ditch called Springbrook Creek which parallels the
west side of Eleventh Avenue, but that he would continue his investigation by consulting
the County Clerkand Recorder's records.
C1 ty Manager Quinnell reported tha t he had talked the ma tter over recently wi th the
County Commissioners, and that they seemed to feel as we do, that the owners and users of
the ditch should be held responsible for keeping it in a reasonably safe condition, however,
the County Commi9 sioners said they would co-operate with the City in its attempts to arrive
at a satisfactory solution of the problem.
Meat Inspection Ordinance
City Attorney Ait]{en reported that he had wri tten to a number of Montana Cities for
information concerning their meat inspectton ordinances. He had replies from several of them
and Anaconda and Billings sent him copies of their mea t inspection ordinances. Mr. ~c1itken
briefly outlined the ordinances for the benefit of the CommiRsioners. Mr. Quinnell read a
copy of a letter he had written to Mr. Butler, State Health Inspector, in which he requested
Mr. Butler to .cs1ve him the general status of meat and produce inspection service furnished
by Montana Cities. The question of meat inspection for Bozeman was discussed at length~ and
it was agreed the t although immedia te ac tion does not seem advi.sable, plans for a fu ture
ordinance covering meat inspections should be seriously considered at this time.
Post-War PIBnnin~ Board
Mr. Quinnell read a copy of a letter he had written to the members of the Post-War
Planning Board, outlining, what in his opinion, are the most important matters to be con-
sidered at pre~ent in making plans for the future operation of the Board. He stated that
he would send out bulletins to the members of the Board from time to time, possibly each
week. The first meeting of the Planning Board will be held at the City Hall as soon as a
convenient date can be dtermined.

Improvement to Highway No. 19l
City ManAger Quinnell read a letter he had written to Mr. Geo. Poore, Pre-Construction
Engineer for the State Highway Commission, in which he asked that the highway department
take steps to investia:ate the feasabi1ity of ,producing West Main Street to intersect, by
means of easy curves, with the Huffine Lane (n. S. No. 191) at a point about one mile west
of the City Limits. Mr. Quinnell stated th8t Mr. Poore had called on him and had promised
his full co-operation in making tl1is new connecting road possible.

There being no further business to come before the Commission at this time, it was
moved by Commif1sioner Healy, seconded by Oommissioner Lowe that the meeting ad,10urn and
the motion was carried by the following dye and No vote; those voting Aye being Mayor
Landoe, Commissioner Healy and Commissioner Lowe; those votin~ No, none.
