April 28th, 1944
The Commission of The City of Bozeman met in regular session in the Commission Room,
City Hall Building, Friday evening, April 28th, 1944, at 7:30 o'clock P.M. Those being
present were Mayor Landoe, Commissioner Healy, Commissioner Busch, City Manager Quinnell,
Ci ty Attorney Ai tken, Director of Finance Wal ter Davis and the Clerk, when the following
proceedings were had to-wit:
The minutes of the last regular session were read, and it was moved by Commissioner
Healy, seconded by Mayor Landoe that the minutes be approved as read, anc1the motion was
carried by the following Aye and No vote; those votine; Aye being Mayor Landoe, Commissioner
Healy and Commissioner Busch; those votin? No, none.
Applications for City Licenses
The f'ollowing applica tions for Ci ty Licenses were presented and read:

Dr. C. D. Pons
Bozeman Courier
Utility Repair Shop
Montana Seed Company
Dr. Chas. E. Whitehead
Saunder's Tire Shop

Report
The report of the Librarian for the month of April, 1944 was presented and read. It
was moved b'~r CommissI. oner Hear1y, seconded by Commissioner Busch that the report be ac-
cepted and ordered filed and the motion was carried b~r the following Aye and No vote; those

Offer for Maintenance of Nursery School
The City Manager presented the offer of the U. S. Government in the amount of ~~10,6l2.
covering the period from May 1, 1943 to October 31st, 1944, for the maintenance and opera-
tion of the Nursery School, ProJect No. Mont. 24-M-5. The offer was read, wrJereupon
Commiss ioner Healy offered the followins:>: resolution:
"Whereas, there has been filed with the Federal Works AQ'ency in behalf of
The City of Bozeman, Montana, (herein called the "Owner"), an application
for Federal as~lstance under the War Public Works pro~ram, and the United
States of America, actln~ by and through the Federal Works Administrator,
has transmitted to the Owner an offer of Federal assistance in connection
with the ~lblic works referred to in said application and described in said
Offer, and
WhereaR, said Offer has been duly read in .:)pen meetinp:, fully considered
in accordance with all pertinent rules of procedure and legal requirements,
and made a part of the Owner's public records; and
Whereas, it is deemed advisable and in the public interest that said
Offpr be accepted:
NOW THEREFORE, be it resolved by the Ci ty Commission of the Owner tha t
said Offer, a true and correct copy of which, including the Terms and Conditions,
is hereto a ttached, be and the same hereby is accepted wi thOll t reserva tion or
qualification."
It was moved by Commissioner Healy, seconded by Commissioner Busch that the Resolu-
tlon be passed and anopted and the motion was carried by the following Aye and No vo te;

Traffic
Irving School
Mr. Kei th Haines appeared before the Commission, and sta ted he was a member of a
committee who was to appear regardin~ the traffic on South Eighth Avenue near the Irving
School; that a hazardous condi tlon, for the school childredn, exists here because of the
fast driving and heavy traffic on this street. He stated that the committee wanted to
know what could be done to remedy or improve the situation and had discussed the in..
stallation of a stop sign, to be placed on the street durinft the hours. that the children
are going from and coming to school.
Mr. Haines was assured thAt the matter would be p'iven consideration by the Depart-
ment of Pl.1bllc Safety and it was sug.~ested that "Slow" signs be painted on the street,
to see if this wOl.Jld slow down the fast driver8. Mr. Haines was also informed that it
had been suggested to the State Highway Department that this traffic be re-routed west
on Main Street and connect wi th. the Huffine Lans by means of easy curves west of the 8i ty.
Communica tion
Opening of South F'lfth Avenue
A communication from Mr. T. J. Sander, who owns property at 506 West Babcock, urging
tha t the Cl ty aCQ1Jire land so tha t South Fifth Avenue could be opened up between Babcock
and Olive Streets was presented and read. Maps showing the location of the proposed
opening of the street were examined by the Commission. No formal action was taken, but
the Ci ty Manager sta ted he would investiga te the feasibili ty of the proposl tlon and re-
port at a later meeting.
