HomeMy WebLinkAbout1943-05-07 I I I ,ZJ Bozeman, Montana 'May 7th, 1943 The Connnission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, May 7th, 1943, at 7:30 o'clock P.M. Those being present were Mayor Busch, Commissioner Sorenson and Commissioner Landoe; City Attorney Aitken, Direetor of Finance Walter Davis, City Enginner Thorpe, City Manager Quinnell, and the C1erk,when the following proceedings were had t6-wit: The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Landoe that the minutes be approved as read and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Landoe and Commissioner Sorenso; those voting No, none. Claims for the Month Claims Nos. 4495 to 4661 inclusive were presented on the various funds as follows: General $ Water Library Park Ceme tery Airport Garbage Band Cemetery Suspense Police Reserve P.L. &: P. Victory Tax War Bond Fund Total $ 6,810.07 21,806.82 604.81 740.94 721.51 1,123.51 871.74 505.30 65.00 1,850.00 11.14 603.18 75.00 35,789.02 The Manager stated that he has audited these claims and finds them to be true and lawful claims against The City of Bozeman and recommended that warrants be drawn for their payment. After examination of the claims in detail by the Commission, it was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the claims be allowed and warrants be drawn for their payment and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Sorenson and Commissioner Landoe; those voting No, none. Reports The following re'orts for the mC!nth of April, 1943 were presented and read; Cashier Fire Chief Police Chief Police Judge Cemetery Board Water Collector Plumbing Inspector Director of Finance It was moved by Commissioner Sorenson, seconded by Commissioner Landoe that the re~ ports be accepted and ordered filed and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Landoe and Commissioner Soren- son;' those voting No, none. Application for City License The application of Cook & Fulmer for a City license for trucking was presented and read. It was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the application be approved and the license issued and the motion was carried by the follow- ing Aye and No vote; those voting Aye being Mayor Busch, Commissioner Landoe and Oom- missioner Sorens:>n; those voting No, none. Dog Ordinance The Manager stated that the City Attorney as instructed had prepared an Ordinance prohibiting dogs from running at large in The City of Bozeman. The proposed ordinance 2/1 was presented and read. A group of approximately 25 persons were present, to oppose the adoption of the mea- sure and protested strenuously to the passage of such an ordinance, insisting that it eould not be enforced;:that the cost of enforcement would be greater than the damage done by the dogs; that dogs do not do as much damage to gardens as children; that keeping. a dog tied up will make it vicious and that they would firmly oppose the restriction of dogs from running-at-1arge in the City. Those taking part in the discussion were Mr. &: Mrs. Wm. Lovelace, E. F. Bunker, Dr. Howard Welch, F. G. Eric Peterson, w. W. Spain, Marshall Hea, Bernal Alexander, G. c. Simkins, Dr. Harry Cannon, John Breeden, L. F. Hardie, Paul Milam and Mrs. Dean Hauseman. Eaoh member of the delegation was given an opportunity to present his or her views. Several communioations from residents opposing the passage of the ordinanoe were also presented and read. City offioials explained that the proposed ordinance was drawn because of numerous oomplaints from property owners ~lat their viotory gardens were being damaged by dogs and that it was in lIne with the vote taken at the regular city election held in November, 1941. After considerable discussion, it was finally determ.tned to postpone action on the measure for one week to give those in favor of prohibiting dogs from running at large an opportunity to express themselves. It was thereupon moved by Commissioner Landoe, seconded by Commissioner Sorenson that the proposed dog ordinance be taken under advisement pending further investigation and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Sorenson and Commissioner Land06j those voting No, none.
