The Commission of The C1 ty of Bozeman met in regular se.sslon in the Connnis sion Room,
City Hall Building, Friday evening, May 14th, 1943, at 7:30 o'clock P.M. Those being
present were Mayor Busch, Commissioner Landoe, Commissioner Sorenson, City Attorney
Aitken, Director of Finance Walter Davis, and the Clerk when the following proceedings
wer e had to-wi t:
The minutes of the last regular session were read, and it was moved by Commissioner
Sorenson, seconded by Commissioner Landoe that the minutes be approved as read, and the
motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch,
Commissioner Sorenson and Commissioner Landoe; those voting No, none.
Dogs -- Running at Large
The Mayor announced that because of the large number present the meeting would ad-
journ to the police court room on the second floor.
The meeting was called to order, and Mayor Busch informed those present that the
meeting would be confined to the discussion of dogs; that those in favor of prohibiting
the dogs from running-at-large could have the floor first, as some of the others had been
heard at the last meeting.
Those taking the floor stated the dogs did damage not only to gardens, but to flowers,
lawns and shrubbery; that their habits were not clean; that they make a traffic hazard on
the street; that the owners should look after and take care of their pets so they would
not bother their neighbors; that they turn over garbage cans, particularly in the early
morning hours, and carry the re~lse on the lawns, and the dogs run in packs like wild
animals.
All persons were given an opportunity to talk and those favoring the dogs running-
at-large repeated what had been said the previous meeting.
A number of suggestions were made for solving the dog problem.
Dr. Welch suggested that the person who claims damage to gardens, flowers or property
could report to the police; they could investigate and estimate the damage for the refund
and damages could be paid to the claimant from the dog license collections.
Another suggestion was that no female dog be allowed in the city unless spayed; it
was thought this would prevent the dogs from running in packs.
It was also suggested that dogs be kept confined all night, as the hours from 4 to
8 seem to be the time that much damage and annoyance is caused by dogs.
After hearing the above suggestions and arguments for and against the confining of
the dogs, it was suggested by the City Attorney that the dog owners be given an opportunity
to show they are willing to keep their dogs from annoying their neighbors and if the per-
sons who would like to have the dogs prohibited from running-at-1arge are not satisfied,
they can circulate petitions and initiate a referendum to be voted on at the next general
election as to whether or not the proposed ordinance should be adopted; Mr. Aitken said,
that this question should not be left up to the decision of three commissioners, but
should be determined by a majority vote of the citizens.
The meeting then adjourned to the Commission Room, and the Commission discussed the
matter and made the fOllowing recommendations to the City Manager:
1. That the Dog Marshall be instructed to pick-up and impound all unlicensed
dogs immediately.

2. That for every unlicensed dog the Dog Marshall or any Policeman impound,
a tee of 50t be paid and for every unlicensed dog disposed of a fee of
$1.00 be paid to the one picking-up the dog.
Application for City License
The applicationof the Milam Greenhouse for a city license was presented and read,
it was moved by Commissioner Landoe, seconded by Commissioner Sorenson, that the appli-
ca tion be approved and the license i Bsued and the motion was carried by the following
Aye and No vote; those voting Aye being Mayor Busch, Commissioner Sorenson and Commis-
sioner Landoe; those voting No, none.
Report
The report of the Employment Officer for the month of April was presented and read.
It was moved by CommlsSbner Sorenson, seconded by Commissioner Landoe that the report be

those voting Aye being Mayor Busch, Commissiorer Sorenson and Commissioner Landoe; those
voting No, none.
Adjournment
There being no further business to come before the Commisslon at this time, it
was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the meeting
adjourn and the motion was carried by the following Aye and No vote; those voting
Aye being Mayor BuSCh, Commissioner Sorenson and Commissioner Landoe; those voting
No, none.
