HomeMy WebLinkAbout1943-11-05 70 Bozeman, Montana November 5th, 1943 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Friday evening, November 5th, 1943, at 7:30 o'clock P.M. Those being present were Mayor Busch, Commissioner Landoe. Commissioner Sorenson, City Attorney Aitken, City Manager Quinnell, Director of Finance Walter Davis and the Clerk, when the following proceedings were had to-wit: The minutes of the last regular session were read, and it was moved by Commissioner Sorenson, seconded by Commissioner Landoe that the minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Busch, Commissioner Landoe, and Commissioner Sorenson; those voting No, none. I Garbage Asse~sment Mr. H. E. Murdock appeared before the Commission in regard to the garbage assessment on his property at 404 North 7th, stating that for the yenr 1942, he was assessed for a full year's service and the service did not start at his property unitl November~ 1942, when the residents north of his property requested the service. That he had paid the delinquent tax at the county Treasurer's office and was sub- mitting a claim for $4.90 representing 5/6ths of the assessment. Mr. Murdock was instruc- ted to leave the claim, and it would be given consideration at the time for allowing claims. Sewer Stoppage Mr. John McCrosson appeared before the Commission in regard to the stoppage of the sanitary sewer which resulted in flooding his basement, Thursday evening, November 4th, at 613 West College. He asked if the City paid for damage caused by such stoppages. Mr. MeCrosson was advised that in cases where there was no negligence, there would prob- ably be no 1iBbi1ity for damage on the part of the City, however, the matter was referred to the City Attorney for a written opinion. Airport I Dean Chaffin, Chairman of the Airport Board, appeared before the Commission in regard to the City-owned hangar on the Belgrade Airport. He stated the Airport Board had con- sidered moving the hangar to the Gallatin Field, and they had also had an offer from a prospective purchaser who was willing to wreck the building, save all steel work and the doors for the City, and in addition to pay the City $100.00 for the lumber salvaged from the wrecking operation. Mr. Chaffin stated that his Board wished to know what the City Commission wanted done in the matter. After discussion, it was moved by Commis81. oner Landoe, seconded by Commissioner Sorenson that the matter of disposing of the hangar on the Belgrade Airport be left to the Airport Board for the best interests of all concerned and the motion was carried by the following Aye and No vote; those votIng Aye being Mayor Busch, Commissioner Sorenson and Commissioner Landoe; those voting No, none. Claims Nos. 5440 to 5630 inclusive were presented on the various funds as follows: I Claims for the Month Airport $ 105.72 Gen era1 $ 7,106.36 Band 505.03 Library 1,653.26 Cemetery Suspense 35.00 Park 2,405.24 War Bond 131.25 Water 2.550.66 Gnrba",e 864.41 Total $ 15,875.31 I I I '71 The Manager stated he has audited these claims and finds them to be true and law- ful claims a~ainst The City of Bozeman and reoommends that warrants be drawn for their payment. After examination of the claims in detail by the Commission, it was moved by Commissioner Landoe, seconded by Commissioner Sorenson that warrants be drawn for their payment and the motion was carried by the following Aye and No vote; those voting Aye being Mayor BUSCh, Commissioner Sorenson and Commissioner Landoe; those voting No, none. Sick Leave for Employees The matter of members of the Department of Public Safety receiving compensation while working for absentees or membp.rs on sick leave was thoroughly discussed by the Commission. Section 9, of the general rules and regulations governing the Department of Public Safety, in regard to sick leave was read, and ca~efully considered. The Commission finally agreed that the section should be interpreted to mean that as a general rule the City should not be put to additional expense in such cases, except where serious illness compels the employees absence, and that it was not intended to allow a City employee to layoff when indisposed to work, and to draw his salary while so doing. It was emphasised that salaried employees were perhaps entitled to a two week's vacation with pay once each year, bU.t no more, and that sick leave wi th pay could not be allowed except in case of serious illness evidenced by a doctor's certificate or other proof sufficient to justify absence from work because of such 1llness. Reports The following reports for the month of October were presented and read: Librarian Fire Chief Cashier Police Judge Cemeterv Board Water Collector Director of Finance Plumblng Inspector Employment Officer Building Inspector It was moved by Commissioner Sorenson, seconded by Commissioner Landoe that the re- ports be accepted and ordered filed and the motion was carried by the follOWing Aye and No vote; those voting Aye being Mayor Busch, Commissioner Sorenson and Commissioner Landoe; those voting No, none. Canvass of Election The Commissioners acting as a Board of Canvassers proceeded to canvass the returns of the regular municipal election held November 2nd, 1943, and said canvass showed the following results: A. Harry Healy and W. Gilbert Lowe be declared elected and certificates of election be issued to to them, and the motion was carried by the following Aye and No vote; those voting Aye be'lng Mayor Busch, Cornmissioner Sorenson and Commissioner Landoe; those voting No, none. Ad j au rnmen t There being no further busIness to come before the Commission at this time, it was moved by Commissioner Landoe, seconded by Commissioner Sorenson that the meeting adjourn and the mo tion was carried bv the following Aye and No vote; those vo ting Aye being Mayor Busch, Commissioner Sorenson and Commissioner Landoe; those voting No, None.
