Bozeman, Montana.
January 10, 1951
The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, January lO, 1951 at 1:00 o'clock F. M. Those being present were Mayor
Lowe, Commissioner Secor, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the
Clerk when the following proceedings were had:

The minutes of the last regular session were read and it was moved by Commissioner Healy, seconded
by Commissioner Secor, that the minutes be approved as read, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those
voting No, none.

It was moved by Corronissioner Secor, seconded by Commissioner Healy, that tha reports be accepted
and ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, no~e.
George Gillette's Retirement from Fire Department
A letter from George Gillette, who has been a member of the Bozeman Fire Department since April,
1937, was read in which he stated that, due to physical disability, he is forced to retire from active

duty as a fireman. Mr. Gillette has made application to the Fire Department Relief Association to be
placed on an inactive status and to receive a disability pension from and after January 10, 1951 and
his a~plication has been approved.
Meating; of Montana Municipal Leag;ue Committees
It was reported that the Executive Committee and the Legislative Committee of the Montana Municipal
League will meet in Helena, January 15th, 1951, and legislative measures affectine cities and towns will
be considered. It was moved by Commissioner Secor, seconded by Commissioner Healy, that, it being in
the public interest, City Manager Henderson be authorized to attend this meetin~ and his expenses be
paid from the General Fund, and the motion was carried by the followin~ Aye and No vote: those voting
Aye being Mayor Lowe, Commissioner Seoor and Commissioner Healy; those voting No, none.
Airport -- Frotest Received by CAA
The Manager read a letter from the Civil Aeronautics Board acknowledging receipt of Mayor Lowe's
letter protesting discontinuance of Northwest Airlines' service to Gallatin Field.
Civilian Defense
Having been recommended by the Advisory Council for Civilian Defense, for appointment as Director

of Civilian Defense, City Engineer Waldorf was present to discuss this matter. Mr. Waldorf pointed out
that, operating under the Commission-Manager form, the existing oity governmental organization in
Bozeman closely parallels organization recommended for civilian defense and, in his opinion, civil
defense organization should consist of proper expansion of the existing organization of city government
rather than to superimpose another new and sf,ecial organization over it. He was therefore of the
further opinion that the City Manager should be the Director of Civilian Defense. He stated that the
Advisory Council will hold a meeting on January 11, 1951 and has requested that the City Co~nission, he,
and the City Manager attend that meeting. Further action in this matter was deferred until after the
proposed meeting of the Advisory Council.

It was moved by CommissioHor Healy, seconded by Commissioner Secor, that the applications be
approved and the licenses issued and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
JPetition Favoring Revenue Measures
The Commission stated they would not object to e petition of city employees to the members of the
legislature urging the passage of revenue measures for cities and towns.
Adjournment
There being no further business to come before the Commission at this time. it was moved by
Commissioner Secor, seconded by Commissioner Healy, that the meeting adjourn and the m8tion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and
Commissioner Healy; those voting No, none.
