The Commission of the City of Bozeman met in regular session ill the Commission Room, City Hall
BuiJldinc;, Wednesday afternoon, M.arch 7, 1951 at 1:00 0' clock F. M. Those being I;resent were Mayor
Lowe, Conunissioner Secor, Commissioner Healy, City Manaf;er Henderson and the Clerk when the following
proceedings were had:

The minutes of the last regular session were read and it was moved by Commissioner Healy, seconded
by Commissioner Secor, that the minutes be ar:r:roved as read, and the motion was carried by the following
Aye and No vote: those voting A.,ye being Mayor Lowe, Commissioner Secor end Conunissioner Healy; those
voting No, none.
Bicycle Farade
Robert Stnnley, Assistant Manager of Montgomery-Ward, was present to 8sk rermission for his comrany
to slonsor a bicycle parade in June. He stated that his comrany will furnish all Frizes and decorations.
After discussion, the Commission stated they had no objection and that the }:)lice would be instructed to
co-operate in staging the [Brade.
Continuation Certificate - Flumbing Bond of J. S. Budd
The continuation certificate of a Master Plumber's License Bond of J. S. Budd was r resented. It
was moved by Commissioner Healy, seconded by Commissioner Secor, that the certificate be apr-roved and
accel-'ted, subject to the apI-roval of the City Attorney, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those
voting No, none.
Recreation Director to Meeting in Mosoow

A wri tten request from Ken Card, Recreation Director, to attend a meeting of the Northwest
Recreation Conference in Moscow, Idaho, March 29th to 31st was :r;resented and read. It was moved by
Commissioner Secor, seconded by Commissioner Healy, that it being in the public interest the request
be approved, and his eXI enses be raid from the l-'ark Fund, and the motion was carried by the following

voting No, none.
Request for Rent Decontrol
G. C . Waite, Earl Dawes and H. C. Skarie, representing the Bozeman Real tors Board, were present
to discuss removal of rent control in Bozeman. They F;ointed out that an emergency, so far as housint;
shortage, no lanCer exists here, that there are an increasing number of apartments and houses available
for rent, and that fresent controls are unequitable and unreasonable. They suggested that the City
Commission call a public hearing, as provided by law, at which all fersons interested for or aga.inst
rent control could be heard. They further stated that they could present l~eti tions and detailed da.ta
in support of their request. After lengthy discussion, action on the matter was deferred to give this
Cormnittee and other interested persons an opportunity to secure fetitions and to compile 1.ertinent data.
Request for Driveway, Telephone Company Building, No. Tracy

A request was presented from the Mountain States Telephone &. Telegrarh Company to cut the curb on
the west side of North Tracy to provide an entrance to the lot north of the buildinG they now occupy.
They profose to use the lot to Fark cars and trucks used in their business. It was stFlted that a total
of Seven cars could be rarked on this lot.
After discussion, it was moved by COllIluissioner Secor, seconded by Commissioner Healy, tr.a. t this
request be Er!ulted, and the motion was carried by the following Aye and No vote: those voting; Aye
