April 3, 1951
Pursuant to written call, the City Commission of the City of Bozeman met in a special session
in the Court Room. City Hall Building. April 3, 1951 at 7z30 o'clock P. M. Those being present were
Mayor Lowe, Commissioner Healy, Commissioner Secor, City Manager Henderson, City Attorney Lovelace and
the CJ.e rk when the following proceedings were had:
The Mayor stated the purpose of this meeting was to conduct a public hearing on the question of
whether or not rent controls should be removed in Bozeman, and presented the affidavit of publication
of the Notice of the public hearing.
Appearing at the hearing were approximately l75 oi tizens of the City of Bozeman.
With the consent of all persons present, James H. Morrow, Jr. was designated as spokesman for
those favoring "Decontrol II and Mrs. P. C. Gaines and Val Glynn as spokesmen for those opposed. It
was agreed that each speaker be limited to thirty five minutes with ten minutes for rebuttal and that
Mr. Chas. Caughlin would present the rebutte.l for the oppos i tion.
Following discussion by these spokesmen, all persons present were permitted to be heard, with
time limited for each to three minutes.
Speaking against continuation of controls were: Leo H. Koopman, E. J. Parkin, Mrs. J. C. Whitham,
Ernie Campbell, Fred B. Williams.
Speaking in opposition to decontrol weret Robert Seibel, Mrs. L. White, Lois Dodd, Max Johnston,
Lewis Johnson.
All having been heard and each side having filed written statements in support of their arguments,
the question was taken under advisement for action at a later date.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Secor. seconded by Commissioner Healy. that the meeting adjourn and the motion was
carried by the following Aye and No vote; those voting Awe being Mayor Lowe. Commissioner Secor and
Commissioner Healy; those voting No, none.
