I realize traffic has and will continue to increase on this important roadway. Kagy has been designed to serve as an urban arterial, and as such its primary function in our transportation system is to serve as a key east-west corridor for traffic. We have reviewed the crash data at the intersection you reference in your letter. Our records indicate that there was only one crash at this location (in 2011), thus, the current 35 mph speed limit (which was established by a speed study done by the Montana Department of Transportation at the city's request) is the correct posted speed. I have copied the Bozeman Police Chief on this correspondence and requested that a speed sign and additional enforcement be considered along Kagy Blvd. Reducing the speed limit or installing traffic calming measures as you suggest will not only compromise the performance of Kagy Blvd., but also the rest of our transportation system in that area. Based on the data we have, I cannot support making changes to this roadway. The vegetation you mention is primarily on private property. I would ask your assistance as Condominium Associations to encourage those property owners to trim their vegetation. Unless the vegetation is encroaching into the public right-of-way, we cannot require its removal. Please be aware that we anticipate reconstructing Kagy Blvd.with a roundabout at Willson Avenue at sometime within the next decade.
