HomeMy WebLinkAbout1950-07-19 410 Bozeman, Montana July 19, 1950 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Build ing, Wednesday afternoon, July 19, 1950, at 1:00 o'clock 1'. M. Those being present were Mayor Lowe, Commissioner Secor, Commissioner Healy, Ci~ Manager Henderson, City Attorney Lovelace and the Clerk when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded by Commissioner Secor, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Corrrmissioner Secor and Commissioner Healy; those voting No, none. Sale of Bonds of S. I. D. No. 362 The Manager stated this was the time and place set for selling bonds of Special Improvement Light- ing District No. 362. He presented the affidavit of publication of the Notice of the Sale of Bonds and stated that no written bids have been filed. The Mayor called for oral bids and the following bids were heard: Frank Messmer par 6% interest D. R. Green par ~ interest Chas. Silverthorne par ~ interest 50t premium: Frank Messmer par ~ interest 1.00 premium D. R. Green par 5% interest Frank Messmer par 5% interest 50t premium D. R. Green par 5% interest 1.00 premium There being no further bids heard, it was moved by Commissioner Secor, seconded by Commissioner Healy, that the bid of D. R. Green as Agent for Helen Walsh Lutz, of par vel ue, 5% interest, and $1.00 premium on each $100 bond be accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Federal Ai d for Airport Mr. Chas. S. King. of the C. A. A. was presented and presented copies of application for federal aid for the extension of a natural gas line to Gallatin Field, and for repair of the main run-way and taxi strips at the Field. The SFplications were approved as to form by the City Attorney, whereupon it was moved by Commissioner Healy, seconded by Commissioner Secor, that the Mayor be authorized to sign the ~;plications for the City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Waste Receptacles on Main Street Mr. Joe Gary, representing H. C. Garrett, of the Sanitary Receptacle Advertising Company appeared to ask permission to set arproximately 12 waste receptacles on Main Street for the disposal of pape,rs ani refuse. He stated the receptacles would be furnished by Mr. Garrett, and would have advertising of local merchants on all four sides of the receptacles. After discussion it was decided that the City Manager look into the cost of such receptacles and what experience, if any, other cities have had with such a plan.. Claim of Montana Hardware Company Claim No. 9026 in the amount of $41.53 on the General F\lnd in favor of the Montana Hardware Company was presented. This claim is subject to 2% cash discount. It was moved by Corrunissioner Secor, seconded by Commissioner Healy, that the claim be approved and a warrant drawn for its payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Reports The following reports for the month of Jt~le, 1950 were presented: Cemetery Board Cashier Director of Finance J olice Judge Water Collector 1 I 1 I I 1 It was moved by Commissioner Healy, seconded by Commissioner Secor, tint the reports be accepted 411. and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Recreational Director to Missoula The Manager stated the Northern Rocky MOuntain Roundup of Regional Arts would be held in Missoula the first part of August, and stated that a school in folk dancing would be held in this connection with the meeting and recolmnended that Mr. Ken Card, Recreational Director, attend the school. It was moved by Commissioner Healy, seconded by Commissioner Secor, that it being; in the Fublic interest, Mr. Ken Card be authorized to attend this school in Missoula, and his expenses be paid from the Park Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Traffic Survey Copies of a report of a traffic survey made in 1948 by the Montana State Highway Commission with the co-operation of the City of' Bozeman were presented to the Commission. Bids for Dump Truck The Manager recommended that a new dump truck be purchased to replace one of the trucks in the Street Department. It was moved by Commissioner Healy, seconded by Commissioner Secor, that the Clerk of the City Commission be authorized to advertise for bids on a two ton dump truck, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Bids S. I. D. No. 361 Bids which were opened on July 12th for the construction of Special Improvement Lighting District No. 361 were given further consideration. It was stated the bids as received were approximately 50% above the estimated cost but that, if overhead wiring was used instead of underground cable, the cost of the proposed installation could be decreased by apI;roximately $10,000.00. After viewing a demonstra- tion of overhead wiring on West Main Street, it was moved by Commissioner Healy, seconded by Con~issioner Secor, tha.t the property owners of Special Improvement Lighting District No. 361 be notified of the con- sideration of tile overhead wiring and final action be taken at the regular meeting of the Commission on July 26th, 1950, and the certified checks of the two high bidders be returned and the motion Was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Freliminary Budget 1960-1951 The City Manager submitted budget estimates of expenditures and revenues for the various city departments for the fiSCal year ending June 30th, 1961. He explained all budget items, and stated this proposed budget would require a.n increase of three mills over last year, or a total of 34.1 mills. It was moved by Commissioner Secor, seconded by CommiSSioner Healy, that the budget be provisionally approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Adjournment There being no further business to come before the Commission at this time, it Was moved by Commis- sioner Healy, seconded by Commissioner Secor, that the meeting adjourn and the motion Was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
