HomeMy WebLinkAbout1950-07-26 412 Bozeman, Montana July 26, 1950 The Corrunission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, July 26, 1950, at 1:00 o'clock F. M. Those being present were Mayor Lowe, Commissioner Secor, Commiss ioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner Healy, seconded by Commissioner Secor, that the minutes be 8Tproved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Corrunissioner Secor and Commissioner Healy; those voting No, none. Appropriation Ordinance No. 754 The annue.l Appropriation Ordinance No. 754, for the fiscal year a1ding June 30th, 1951, entitled: AN ORDINANCE AFPROFRIATING MONIES FOR EXfENDITURES DEEMED NECESSARY AND IN ACCORDANCE WITH BUDGE TORY REQUIREMENTS FOR MAINTENANCE ETC., OF' THE MUNICUAL GOVERNMENT OF' THE CITY OF BOZEMAN, MONTANA FOR THE FISCAL YEAR ENDING JUKE 30, 1951. was introduced and read. It was thereupon moved by Commissioner Healy, seconded by Commissioner Secor, that Ordinance No. 754 be provisionally passed and adopted and August 2nd, 1950 be set as the date for the hearing of protests, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, COTI~issioner Secor and Commissioner Healy; those voting No, none. Ordinance No. 755, Salary Ordinance The Mana,ger stated that the ordinance setting salaries of heads of departments, employees of the City Cow~ission, and the City Manager for the fiscal year ending June 30th, 1951, has been Frepared. He presented Ordinance No. 755, entitled: AN ORDINANCE OF' THE CITY OF BOZEMAN, MONTANA FIXING THE MO:NTID..Y SALARY AND OFFICIAL BOND OF THE CITY MANAGER, THE HEADS OF DEFARTMENTS, AND THE EI\ollLOYEES OF THE CITY COMMISSIO:N AS REQUIRED BY L.NN. It ws.s moved by Commissioner Healy, seconded by Commissioner Secor, that the Ordinance be pa,ssed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Conuuissioner Secor and Conunissioner Healy; those voting No, none. Flumbing; Bond -- Frank Morrow The plumbing bond of Frank Morrow in the amount of $500.00 was presented. The bond was approved as to form by the City Attorney, whereupon, it was moved by Commissioner Healy, seconded by Commissioner Secor, that the bond be accepted and t3l,proved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. fIe. t of Royal Vista Addition to be aI-proved The Manager stated that Mr. Roy D. Houser has platted approximately 13.6 acres, within the city limits, west of Seventh Avenue and adjoining the north City Limits. He presented the plat with the dedication and stated that, unless there were objections from the Commission, he proposed to approve the plat as Director of fublic Service. Fropane Gas Plant A sketch showing a proposed propane gas flant at the comer of Broadway and Fridley was presented. The Marmger stated this location is in the Industrial District, and the installation of a propane gas plant is not prohibited by ordinance. Bid for S. I. D. No. 361 Accepted The Manager stated he has advised all property owners in Special Improvement Lighting Distriot No. 361 by letter of the difference in cost of overhead wiring and underground wiring and the.t, of those owners replying to his letter, a me.jori ty he.ve favored underground wirin[; as orie;inally proI_osed. After consideration by the City Commission, it was moved by Commissioner Secor, seconded by Commissioner I I I I I I 413 Healy, that the bid of the Yellowstone Electric Company, Billings, Montana for the construction of Srecie 1 Improvement Lighting; District No. 361 wi th underground wiring and the al ternate bid for cutting the old poles off be accepted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Garbage Rules To be Enforced The matter of the condition of garbage containers and the handling of garbage was discussed, and the City Manager was instructed to increase his efforts to see that all owners comply with the require- ments of the Garbage Ordinance as to lids for oontainers and types of containers. Recommendation of Chief of Police on New Camera and Attendance at F. B. I. School Recommendations of the Chief of Police for purchase of a new camera and attendanoe of the Police CaFtain at an F. B. I. School in Washington D. C. were discussed. The Manager stated this year's budget does not provide for this cost and it is his intention to deny the requests. Liability Insurance -- Bozeman Canning Co. The Manager informed the City Commission that the liability insurance policy to be fUrnished the City by the Bozeman Canning Company has not as yet been received and cannery operations are exrected to begin within two days. The Manager has a written statement from the Bennett Agency to the effect that this insurance is covered by a binder and is in fact coverage from July lZth. It is expected that the police will arrive from San Francisco within a few days and acoeptance of the binder coverage was approved. Improvement for Ci ty Jail The Commission inspected a cell in the City Jail where the floor is in bad condition and authorized the City Manager to have the old floor removed, the space underneath the floor filled wi th dirt and a new concrete floor installed. Adjournment There being no further bus iness to come before the Commission at this time, it was moved by Commissioner Healy, seconded by Commissioner Secor, the,t the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Corr~issioner Healy; thOSe voting No, none. Attest: ~~ l!erk 0 the City Commission 414 Bozeman, Montana July 31, 1950 The Commission of the City of Bozeman met in a. special session, pursuant to the call of the Ma.yor, in the Commission Room, City Hall Building, Monday evening, July 31st, 1950 at 7;30 o'clock :r. M. Those being present were Mayor Lowe, Commissioner Secor, Commissioner Hea.ly, City Manager Henderson, City Attorney Lovelace, Chief of police Haas a.nd police Ca.ptain C. V. Saunders. 1 In the absence of the Clerk, M. E. Henderson was a.ppointed Clerk for keeping of the minutes of this meeting. The Mayor sta.ted the purl-ose of this meeting was to give further consideration to the revised traffic ordinance which was considered at the special meeting on June 26th, 1950. Suggested changes in various sections of the ordinance were recommended and the City Attorney was instructed to incorpora.te the changes in the final dra.ft of the Ordinance. There being no further business to come before the Commission at this time, it was moved by Commissioner Secor, seconded by Commissioner Hea.ly, tha.t the meeting adjourn, and the motion was ca.rried by the following Aye a.nd No vote; those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
