HomeMy WebLinkAbout1950-09-27 438 Bozeman, Montana September 27, 1950 The Commission of The City of' Bozeman met in regular session in the Conunlssion Room, City Hall Building, Wednesday afternoon, September 27, 1950 at 1:00 o'clock P. M. Those being present were Mayor Lowe, Commissioner Secor, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the Clerk when the following proceedings were had: The minutes of the last regular session were read, and it was moved by Commissioner Healy, 1 seconded by Commissioner Secor, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Deferment for Bennie Davis The Manager reported deferment of Bennie Davis, Policeman, on his date to report for aotive duty in the U. S. M. C., has been granted for thirty days. Resolution No. 687 ...- Assessment S. I. D. 356 The Manager stated that the resolution levying the assessment in the amount of $8,296.40 for the construction of Special Improvement District No. 356, paving on Arthur Street from Fourth to Fifth Avenue end on Fourth Avenue, from Arthur to Cleveland Street, has been prepared. He presented Resolution No. 687, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZmaN, MON'lANA LEVYING AND ASSESSING A SFECIAL ASSESSMENT OF TAXES UPON ALL THE PRClPERTY IN Si'ECIAL IMFROVEMENT DISTRICT NO. 356 IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF CONSTRUCTING AND MAKING THE IMFROVEMENTS WITHIN SAID SPECIAL IMFROVEMENT DISTRICT NO. 356. It was moved by Commissioner Secor, seconded by Commissioner Healy, that the resolution be provisionally passed and October 4, 1950 be set as the date for hearing protests, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and I Commissioner Healy; those voting No, none. Resolution No. 688 -- Garbage Assessment The resolution levying the assessment in the amount of $22,723.24, for the collection of garbage for the year 1950 was presented, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON ALL REAL FROPERTY IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, SERVICED AND FROM WHICH GARBAGE WAS COLLECTED .AND REMOVED DURING THE YEAR 1950, TO DEFRAY THE COST AND EXPENSE OF COLLECTING .AND DISFOSING OF GARBAGE UNDER THE FROVISIONS OF ORDINANCE NO. 696 OF TEE CITY OF BOZEMAN. It was moved by Commissioner Healy, seconded by Commissioner Secor, that the resolution be provisionally passed and Ootober 4th, 1950 be set as the date for the hearing of protests, and the motion was carried by the following AYe and No vote: those voting AYe being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Repair of Streets by State Highway Commission A letter to the State Highway Commission was read, expressing the city's appreciation for their co-operation and assistance in working out corrections for pavemen~ failures in the ci~. The Manager reported on a oonference with the State Highway Engineer regarding the repaving of 1 South Eighth Avenue and the maintenance of arterial highways within the city limits by the State Highway Commission. Quotations for Gas Conversion Quotations for the installation of a gas conversion in the City Hall were read. The quotation of the Bozeman Sheet Metal Works in the amount of $897.67 being the lowest quotation, it was stated if immediate delivery can be made on the gas conversion, the quotation will be accepted. ReFort on Fire Chief' 8 Convention John McCrosson, Fire Chief, reported on the convention of the International Fire Chiefs' 1 I 1 Association which he attended in San Francisoo. 439 Civilian Defense Program It was announoed that Col. E. K. Cheadle, Helena, Montana will meet with city officials, oounty officials, representatives of oivic organizations and all interested local citizens on Friday, September 29th, 1950 to discuss a local civilian defense program. The Manager stated there would be a meeting of officials of cities and towns of Gallatin County. Monday evening, October 2nd, 1950 at the City Hall in Bozeman. Increased Amount for Liability Insuranoe The Manager reported that an additional premium of 14%, or an increase of $53.20, 1s the amount quoted by the agent of the Truck Insurance Exchange to increase the public liability coverage on city motor vehicles from limi ts or $5,000/10,000 to $15,000/30,000. It was moved by Commissioner Secor, seconded by Commissioner Healy, that the City Manager be instructed to have the public liability limits on motor vehicles coverage raised from $5,000/10,000 to $15,000/30,000, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none. Mayor to Serve on Board of Health The Manager reported the term of office of the city representative on the local Board of Health has expired. It was moved by Commissioner Healy, seconded by Commissioner Seoor, that the Mayor of the City of Bozeman be appointed as a member of the Board of Health, and this to apply to each Mayor during his term of office, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Cormnissioner Secor and Commissioner Healy; those voting No, none. Fluorida tion of Water Supply Fluoridation of the city's water supply was discussed, and it was reported that H. B. Foote, of the State Board of Health, had been in Bozeman this week to go over this matter. Mr. Foote stated the State Board of Health has no objection to adding fluorine to the water supply if it is done as prescribed by the A. W. W. A. He also stated that the State Board of Health will write a letter within a few days to clarify various points and to set forth their recommendations specifically applying to Bozeman as to required testing, supervision, eto., if fluoridation is undertaken here. It was pointed out that, because the per-capita use of Water in Bozeman is much higher than average, the cost of fluorida.tion would be proportionately high but still not prohibitive. The City Manager was instructed that, based on information available to date, and dependant on securing additional information on equipment, materials and operating procedure, and subjeot to what may be considered as the desires of the majority of Bozeman oitizens, planning work shall be carried on to make fluoridation of the water supply effective as soon as reasonably possible. Garfield Arterial Highway Traffic problems on streets leading to Montana State College were disoussed. The Manager was instructed to have necessary "Stop Signs" prepared so that a special order oan be issued to make Garfield Street, between Willson Avenue and Sixth Avenue, an arterial street. The question of limiting Cleveland Street to one way traffic for west bound traffic only, and limiting Garfield Street to one way traffic to east bound traffic only, was discussed but definite action on this matter was deferred for ftirther consideration at the time when Garfield Street is made an arterial street.
