November 3. 1950
The City Commission of The City of Bozeman met in a special session in the Commission Room, City
Hall Building, November 3rd. 1950 at 7:30 o'clock J. M. Those being ~resent were Mayor Lowe.
Commissioner Secor, Commissioner Healy, City Manager Henderson, Water Su:r:erintendent Border and the
Clerk when the following proceedings were had:
1
The Manager stated that the purl-ose of this meeting is to Give considere.tion to over-all. long
range plans for enlarging the water supply and distributiotl system of the city as suggested in the
reJ,ort of the Morrison-Maierle Engineerint; Company of Helena, Montana
Messers. John Morrison and Harold Eagle, representing the Morrison-Maierle Engineering Compcny
were Jresent. From the engineering study made by this COlTq.sny, two possibilities for increasin[ vratel'
supply for the City are feasible as follows:
1. To build a new sUPFly line wi th necessary settlinG basin and reservoir to
bring water from Hyalite reservoir and Middle Creek directly into Bozeman.
2. To use water from the Hyalite reservojr to trade to farmers who own shares
in Mystic Lake Reservoir so that the City of Bozeman would own all of the
water stored in Mystic Lake.
This flan would necessitate securing a total
of' 1050 acre feet of water from Hyalj te reservoir, would necessi te,te build-
int:; new sUfr1y lines from Bozeman Creek into the City and would necessitate
building a new four million gallon reservoir.
These two plans were discussed in detail. The City of Bozeman has contre, cted for 500 acre
feet of water from Hyali te reservoir. The data presented by Mr. Morri son and Mr. Eagle showed the. t
I
if growth of this city continues as it has in the past ten years. there will be an urgent need for
additional water within a very short time and there would be need for additional sUFPly even for
minimum use during winter months by 1980. In the discussion it was considered that Bozeman should
project its plans now for from 25 to 30 years in the future or for the needs of a population of
apf.roximately 20,000 people. I-t would require 1050 B.ere feet of water to equal the amount of stored
weter in Mystic Lake now owned by farmers and as a first step in such flens. it was decided that this
amount of water from Hyalite reservoir should be secured, whereupon it was moved by Commissioner Secor,
seconoed by Commissioner Healy, that the City Manager be authorized to negotiate with the Montena
State Water Conserva tion Board for 550 acre feet of this water in addition to the 500 acre feet now
contracted for and that the City Manager should also be instructed to secure full information on any
adcli tional amounts of water which are a.nticipated to be available from Hyalite reservoir, and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Corr~issioner
Secor and Commissioner Healy; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Con~issioner Secor, seconded by Commissioner Healy, that the meeting adjourn and the motion was
1
ce.rried by the followine; Aye and No vote: those voting; Aye being Mayor Lowe, Commissioner Secor and
