The Commission of The City of Bozeman met in reguhr session in the Conunission Room, City Hall
Buildin,;, Wednesday afternoon, November 8, 1950 st 1:00 0' clock f. M. Those being present were Mayor
Lowe, Corrunissioner Secor, Commissioner Healy, City Manager Henderson, City Attorney Lovelace and the
Cle rk when the followinr; proceedings were had;
The minutes of the last reg;ular session held November 1, 1950 and of the special session held
November 3, 1950 were read, end it was moved by Commissioner Healy, seconded by Coltl'niss:ioner Secor,
that the minutes be a:rproved es read, and the motion was carried by the followinE Aye and No vote:
those votin[; Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.
Request for Aid in MaiEtaining Fairgrounds Air Strip
Mr. Dean Chaffin, reFresenting; the Gl111a.tin County Airlort Board, WaS present to ask the City
Commission to consider the l.evyinc; of a tax to be turned over to the Gallatin County Airrort Board a,nd
be used exclusively for the maintenance of the landing strip recently constructed at the Gallatin County
Fairgrounds. He stated many people use the landing strip to come to Bozeman and mt3ke Furchases in the
city. The matter was discussed, find it was suggested that definite facts regardirJ{; the use of the land-
ing stri:p should be comriled and submitted for study by the City Commission.

The Menager stated that he has audited these claims and finds tbem to be true and lawful claims
against The City of Bozeman and reconunended that warrants be drown for their payment. After examination
of the claims in detail by the City Cormniss ion, it was moved by Com...nissioner Healy, seconded by
Commissioner Secor, that the c1e,ims be approved and warrants drawn for their payment and the :Ilotion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Cormmssioner Secor and
Commissioner Healy; those voting No, none.
Public Hearing -- S. I. D. No. 364
The Manager stated this was the time and :place set for the public hearing of the creation of
Special Improvement District No. 364, water main on South Twelfth Avenue from Curtiss to Koch Street.
He lresented the affidavit of publication of the Notice and the Clerk's mailing certificate that all
property owners have been notified. The wri tten I;rotest of Nick and Marie Rap representing less than
32% of the property owners was rresented. It was moved by Commissioner Healy, seconded by Commissioner
Secor, that the protests be overruled as insufficient in law and fact and the City Attorn~y be instructed
to prepare the resolution creating the district, and the motion was carried by the following Aye and No
vote: those voting Aye being Mayor Lowe, Commissioner Secor end Commissioner Healy; those voting No,
none.
Resolution No. 698. Creating S. I. D. ~o. 364
The Manager stated that the City Attorney as instructed has lrepared the resolution creating;
Sfedal Improvement District No. 364. He presented Resolution No. 698, entitled:

It was moved by Commissioner Secor, seconded by Commissioner Healy, that the resolution be passed
and adopted; th8t the City Manager be instructed to prepare necessary phns and specifications for the

proposed construction in this district and the Clerk of the City Commission be instructed to adverti.se
for bids and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Lowe, Commissioner Secor and Commissioner Healy; those voting No, none.

Recreation Delegate to Meeting in Great Falls
A letter addressed to Ken Card, Recreation Director, was read inviting all recreational directors
to a meeting in Great Falls, December 1 and 2, to discuss their problems and Fossible legislation for
the coming legislative session. After discussion, it was moved by Commissioner Secor, seconded by
Commissioner Healy, that Ken Card be authorized to attend this meeting in Great Falls and his expenses
be paid from the Park fund; that he attend as an instructed delegate. and inform the convention it is
age inst the policy of the City of Bozeman for organizations of workers within the ci ty to promote legisla-

tion for their sF8cial interest without the approval of the governing body, and the motion was carried
by the following; Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner
Healy; those voting No, none.
Request for SiEn. 302 East Main, Denied
A request of Robert Hoestter to erect a sign at 302 East Main, to be constructed of "Neolyte11 was
presented. City Manager Henderson explained this was not in compliance with the Building Ordinance,
which required the sign to be constructed with noncombustible material. It wes moved by Commissioner
Healy, seconded by Commissioner Secor. thet the reciuest be denied, and the motion was carried by t:be
following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy;
those vot.ing No, none.
Abatement oi Garbage
A written request of Leona Hammonds for abatement of the g;arbar;e assessment at 702 Eas~ Cottonwood
was p'esented. The abatement stated the water is on at this Irot,erty because of week-end viai t to the
city by the owner, and the carbage service is not used. It was moved by Conmlissioner Healy, seconcJed
by Commissjoner Secor, that the abatement be approved and the motion was carried by the following Aye and
Nt) vote: those votirJE; Aye beinG Meyor Lowe, Commissioner Secor and Commissioner Healy; those voting

Traffic -- Unloading and Loading
Traffic problems as they relate to loading and U1110eding at Halph I e No. 1 Store, Montcomery-Ward
Company and Bill Wright, Inc. were discussed.
