The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Bui~ing, Wednesday afternoon, December 27, 1950 at 1:00 o'clock P. M. Those being present were Mayor
Lowe, Commissioner Secor, Commissioner Healy, City Manager Henderson, Ci~ Attorney Lovelace 'and the
Clerk when the following proceedings were had:

The minutes of the last regular session were read and it was moved by Commissioner Healy, seconded
by Commissioner Secor, that the minutes be approved as read, and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Secor and Commissioner Healy; those
voting No, none.
Resolution :No. 702 -- Intention to Create S. I. L.D. #365
Pursuant to instructions given by the City Commission at their last regular meeting, estimates
have been prepared and Resolution No. 702 prepared by the City Attorney. This resolution was presented,

OF' SAID COMMISSION TO CREATE SPECIAL IMPROVEMENT LIGHTrnG DISTRICT NO. 365 FOR THE FURFOSE OF
INSTALLING AND MAINTAINING A LIGHTING SYSTEM ro LIGHT SOUTH EIGHTH AVENUE NORTH AND SOUTH FROM
THE SOUTH LINE OF WEST MAIN STREET TO THE NORTH LINE OF WEST HARRISON STREET; DESCRIBING THE
BOUNDARIES OF SAID DISTRICT; THE GENERAL CHARACTER OF THE IMfROVEMENT TO BE MADE; SETTING FORTH
ESTIY..ATED COSTS OF CONSTRUCTION AND COST OF MAINTAINING SUCH LIGHTS AND SUFPLYING ELECTRICAL

It was moved by Commissioner Healy, seconded by Commissioner Seoor, that the Resolution be passed

and adopted and January 17, 1951 be set as the date for hearing of protests and the motion was carried
by the following Aye and No vote; those voting Aye bein~ Mayor Lowe, Commissioner Secor and Commissioner
Healy; those voting No, none.
Investment of Sewage Disposal System FUnd,
L. G. Shadoan, Director of Finanoe, reported that of the reserve now accumulated and on hand in
cash in the Sewage Disposal System Revenue Fund, there is $20,000.00 more than is required to meet debt
All members of the Civilian Defense Advisory Board, appointed by Mayor Lowe at the last regular
obligations and operating expenses wi thin the next twelve months and he recommended that this amount be
invested in short term U. S. Government Bonds, whereupon it was moved by Commissioner Secor, seoonded
by Commissioner Healy, that the Director of Finance be and is hereby authorized to invest $20,000.00
from cash now on hand in the Sewage Disposal System Revenue Fund in short term United States Government
Bonds, these bonds to remain the property of and to be for the credit of S. D. S. Revenue Fund and the
motion waS carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Secor
and Commissioner Healy; those voting No, none.
Meeting with Civilian Defense Advisory Board
meeting, met with the City Commission. Each signified his acceptance of appointment to this board.

There was a general discussion as to the duties and responsibility of such a board. Mr. John Mason was
appointed as temporary chairman of the board and the board signified their intention of holding meetings
as soon as possible to effect organization of their own board end to make a recommendation to the Mayor
and City Commission of a person to be appointed as Direotor of Civilian Defense.
Report -- State Board of Health, Bozeman Canning Company Wastes -- 1950 Season
An extensive report of the State Board of Health was presented relative to studies conducted and
data secured relative to wastes from the Bozeman Cannery emptied into the Sewage Disposal System of the
City of Bozeman during the 1950 canning season. Brief summary of the report indicates no damage to
the Sewage Disposal Plant from these wastes but further varified the inadvisability of handling these

wastes as a permanent procedure. The report was accepted and ordered filed.
Letter
Montana Highway Commission -- Eightil Avenue Faving
A letter was presented from Albert W. Greiner, Administrative & Planning Engineer. Montana
Highway Commission, relative to possible reconstruction of paving on that section of South Eighth
Avenue which is a part of U. S. Highway 191. This letter was in reply to a letter from the City Manager,
dated September 29, 1950. requesting information as to what a State Highway COJmnission will do toward
such reconstruction. The reply stated that there is little possibility that this project can be
programmed for construction for at least two years.
Sale of S. I. D. 364 Bonds
The Manager stated that this was the time and place set for the opening of bids for the sale of
bonds for S. I. D. No. 364. He presented the affidavit of publication of the notice of sale and stated
that no written bids have been received. Mayor Lowe declared the sale open for oral bids. Mr. L. G.
Shadoan as Clerk of the Sunset Hills Cemetery Board, stated that as clerk of that board he has been
authorized to bid on such bonds for the Permanent Care Fund of Sunset Hills Cemetery and he presented
an oral bid to purchase these bonds at par with interest at five per cent per annum. There being no
other bidders present and no other bids presented, it was moved by Commissioner Secor, seconded by
Commissioner Healy, that the bid of Sunset Hills Cemetery as presented by L. G. Shadoan. Clerk, be
accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe,
Commissioner Secor and Commissioner Healy; those voting No, none.
Adjourrunent
There being no further business to come before the Commission at this time, it was moved by
Commissioner Healy, seconded by Commissioner Secor, that the meeting adjourn and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Seoor and
Commissioner Healy; those voting No, none.
