The Commission of the City of Bozeman met in regular session in the Commission Room. City Hall
Building, Wednesday afternoon, January II th, 1950 at 1;00 0' clock F. M. Those being present were Mayor
Lowe, Commissioner Healy, Commissioner Secor, City Manager Henderson, Ci~ Attorney Lovelace, and the
Clerk when the following proceedings were had:
The minutes of the last regular session held January 4th, 1950 were read, and it was moved by
Commissioner Healy, seconded by Commissioner Secor that the minutes be approved as read, and the motion
was carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Healy and
Commissioner Secor; those voting No, none.
Claims for the Month
Claims Nos. 7498 to 7743 inclusive were presented on the various funds as follows:

The Manager stated that he has audited these claims and finds them to be true and lawful claims
against The City of Bozeman and recommended that warrants be drawn for their payment. After examination
of the claims in detail by the City Commission, it was moved by Commissioner Healy, seconded by Commissioner
Secor that the olaims be approved and warrants drawn for their payment and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Lowe, COlmnissioner Healy and Commissioner Seoor;
those voting No, none.
Claim of Chas. A. Alderson disallowed
A claim from Chas. A. Alderson, for $16.68, was presented. The claim was for replaoement of' a door
glass in the Courier building on North Willson, it being cnntended that a City crew, in making street
repairs, had left loose stones on the pavement and that a passing truck had flipped one of these stones
against the window and broken it. The City Manager stated that, from investigation he had made, it does
not appear that the City has any liability in the matter and he therefore disapproved the claim.
It was moved by Commissioner Healy, seoonded by Commissioner Seoor, that tbe olaim of Chas. A. Alderson
be disallowed and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor
Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none.

It was moved by Commissioner Secor. seconded by Commissioner Healy, that the applications be approved
and the licenses issued and the motion was carried by the following; Aye and No vote: those voting Aye
being Mayor Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none.

It was moved by Commissioner Healy, seconded by Cormnissioner Secor, that the applications be
approved and the licenses issued and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none.
Request for Florine in Water Supply
Dr. J. E. Andes, City-County Health Officer, was present to propose that the City Commission con-
sider the addition of florine to the water supply as a preventative for tooth decay. He stated that
tests have shown that. where florine is in the water supply, children have fewer teeth deoay. He set
forth the following arguments for its use:
Addition of flourides to the water supply would be simple, harmless, and inexpensive.
Annual estimated cost would be approximately lOt per oapita.
Many cities are now using it.
Beneficial results are well proven.
Its use has been approved by all Bozeman dentists, by the Gallatin County Medical
Society, and by the Board. of Heal th of the State of Montana.
Dr. Andes was informed that the City is interested but that~ before any action is taken, written
approval must be secured from the Board of Heal th, detailed infonuation must be secured regarding costs
of equipment for application, and a thorough study must be made of all available data on the matter.
Recommendation of Adjustment Board
The proceedings of the Board of Adjustment of the public hearing held January 9th, 1950, regarding
the rezoning of the south one-half of Blocks 50, 51, 52, West Fark Addition and the south one-half of
Block 49, Park Addition were presented and read. Those proceedings recommended that the petition to
rezone the south one-half of Block 49, Park Addition be denied, that the petition to rezone the south
one-half of Block 50, 5l and 52, West Park Addition be denied in so far as it applied to Block 50 and:
a. That Ordinance No. 7ll, the Zoning Ordinance, be amended to establish the south one-half
of Blocks 51 and 52. West Park Addition. as Business District No.2 of' The City of Bozeman,
b. That buildings erected in this district be permitted to be built to the property lines con-
di tioned on their being built of fire-proof construction,
c. That the f.Ullending ordinance state it is the intent that this business district will be
restricted for the establishment and operation of small retail businesses only,
d. That the operation of the following businesses shall not be permitted in this district:
1. Billboards and outdoor display signs
2. Coal. lumber, wood and building material yards
3. Dance Halls
4. Used car lots
5. Any business where beer or liquor is sold
6. Any business where slot machines are operated
7. Machinery Sales Yards
8. Fool halls
9. Tourist or auto oamps or courts
e. That the City Commission retain the right to deny a penuit or city license to build or operate
any further types or olassifications of business in this district which are not suitable for
a small retail shopping district.
After consideration by the City Commission, it was moved by Commissioner Healy, seconded by
Commissioner Secor, that the recommendations of the Board of Adjustment be accepted and the City Attorney
be instruoted to amend Ordinance No. 711 to conform with those recommendations and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner
Seoor; those voting No, none.

Seal Coat for Main Street
Acommunioation from the State Highway Commission was presented and read stating they would
furnish and apply the oil for the resealing of Main Street, and the City to furnish and apply the chips.
Appointments -- Cemetery Board -- Library Board
Mayor Lowe announced the following appointments;
Cemetery Board -- Mrs. Amelia Hammer, term to expire January I, 1953.
Library Board -- Mrs. G. Y. Patten, term to expire January 1, 1952.
Mrs. Edna T. White, term to expire January I, 1952.
It was moved by Commissioner Healy, seconded by Commjssioner Secor, that the appointments be
approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Lowe, Commissioner Healy and Commissioner Secor; those voting No, none.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Co~~issioner Healy, seconded by Commissioner Secor, that the meeting adjourn and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner
Secor; those voting No, none.
