HomeMy WebLinkAbout1950-01-26 346 Bozeman, Montana January 25, 1950 The Commission of the City of Bozeman met in regular session in the Commission loom, City Hall Building, Wednesday afternoon, January 25. 1950 at 1:00 0' clock P. M. Those being present were Mayor Lowe. Commissioner Healy. Commissioner Seoor, City Manager Henderson, City Attorney Lovelace, and the Clerk when the following proceedings were had: The minutes of the last regular session held January IS, 1950 were read, and it was moved by Commissioner Healy, seconded by Comrrrissioner Secor, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Corr.anissioner Healy and Commissioner Secor; those voting No, none. Insurance -- Elanket Liability Coverage The matter of an insurance policy for blanket coverage on City liability was discussed. It was pointed out that the city now carries liability insurance on all motor vehicles, on all playgrounds, and on the swinuning pool, and that the cost of a blanket coverage policy would be approximately $2.400 " per year excl us i ve of the motor vehicles. After discussion of the additional cost and risk involved, and the fact that the city carries lia.bili ty insurance on thei r most hazardous acti vi ties, it was moved by Commissioner Healy, seconded by Commissioner Secor, that under the present circumstances that the City be its own insurer on other activities, and the motion was carried by the following Aye and No vote: those voting; Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. Claim of Waterworks Equipment Company -- Sewage flant A claim of the Waterworks Equipment Company in the amount of $75.00, covering the supervision of testing and initial operation of the chlorinating machine at the Sewage Treatment Plant, was presented. It w~s moved by Commissioner Healy, seconded by Commissioner Seoor, that the claim be approved and a warrant drawn for its payment and the motion was carried by the following Aye and No vote: those vot- in€; Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. Report The annual report of the Chief of Police for the year 1949 was presented. It was moved by -. Cmnmissioner Healy, seoonded by Commissioner Secor, that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Heal y and Commissioner Secor; those voting No, none. Appointment of Aoting Librarian The City Manager presented the resignation of Miss Myra Tice as Librarian, and stated that. on recolmnendation of the Library Board, he has appointed Mrs. Nedra Waite as Acting Librarian until such time as this vacancy is filled. Loading on South Third at Main Street Dr. R. C. Ritter, George Sikonia and Don DeCosse appeared before the Commission to disouss the possibility of a loading zone near the Rosary School, as the entire area around this sohool is in a restricted parking area. They stated it was diffioult for parents to pick up their children witll the entire area restricted for parking, and that in their opinion, a loading and unloading zone could help solve their violations of the traffic ordinance. The problem was discussed by the City Commission, wi th suggestions from the Chief of Police and the City Manager, and it was moved by Commissioner Healy, seconded by Commissioner Secor. that the City Manager be authorized to establish a loading and unloading zone for the public use on the east side of Third Avenue from Main Street to the driveway south of the Holy Rosary Church, and the motion was carri ed by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Seoor; ttose voting No, none. I I I I I Meeting for Land Reclassifioation The Manager read a communication from the Board of County Commissioners calling attention to a meeting on February 3rd, 1950, to discuss 8. land reclassification proGram. Club It was moved by Comnissioner Healy, seconded by Commissioner Secor, that the applications be aFFroved and the lioenses issued and the motion was carried by the following; Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none. Resolution to Cancel S. I. D. Liabilities The Manager stated that the 1949 Session Laws authorized the City Co~~ission to cancel certain S:recia! Improvement District Liabilities inourred prior to February 25th, 1929. He presented a list of liabilities to be cancelled as provided by law, whereupon, it was moved by Commissioner Healy, seconded by Commissioner Secor, that the City Attorney be instructed to prepare a resolution cancelling these certain liabilities in the Special Improvement Distriot Fund and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commiss ioner Secor; those voting No, none. Rough Draft of Traffio Ordinance Rough drafts of the revised traffic ordinance were presented to the City COITanission for study and recommendations. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Healy, seconded by Commissioner Secor, that the meetinb adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none.
