HomeMy WebLinkAbout1950-02-08 352 Bozeman, Montana February 8, 1950 The Commission of the City of' Bozeman met in regular session hi the Commission Room, City Hall Building, Wednesday afternoon, February 8, 1950 at 1:00 o'clock l. M. Those being present were Mayor Lowe, Commissioner Healy, Commissioner Secor, City Manager Henderson, City Attorney Lovelace, and the Cle rk when the following proceedings were had: The minutes of the last regular session held February 1, 1950 were read, and it was moved by Commissioner Healy, seconded by Commissioner Secor, that the minutes be flI:ifroved as read, and the motion was carried by the followinG Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commiss ioner Secor; those voting No, none. Report of Water Distribution and Supply System Mr. John Morrison and R. Prather of the Morrison Engineering; Company, Helena, were present and presented oopies of their lreliminary study of the City's water distribution and supply system. They reviewed the report for the Commiss ion, and stated they would apI>ear at another meeting to disouss any questions or other problems concerning the report. Ordinance No. 753 -- Amending Zoning Ordinance The IvlanaEer stated that the City Attorney as instructed has prepared the ordinance amending the Zoning Ordinance, which would make the South one-half of Blocks 51 and 52 of the West Fark Addition Business District No.2. The ordinance was presented and read, and it was moved by Commissioner Healy, seoonded by Comrr.issioner Lowe, that the Ordinance be provisionally passed and February 23rd, 1950 be set as the date for final passage and adoption and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. Claims for Month Claims Nos. 7744 to 7934 inclusive were presented on the various funds as follows: General Farking Meter Water SDS Construction Library Jark Cemetery Band Garbage }:. L. & :h SDS Revenue W-H Tax Cemetery Suspense :Polioe Reserve Fire Relief $ 12,867.29 890.65 5,318.78 la6.62 969.64 2,261.66 621.56 12.00 1.671.02 72.45 625.01 932.50 270.00 1,486.15 756.51 $ 28,932.04 The Manager stated that he has audited these claims and finds them to be true and lawful cla.ims against The City of Bozeman and recommends that warrants be drawn for their payment. After examination of the claims in detai I by the City Corrunission, it was moved by Connnissioner Healy, seconded by Connnissioner Secor, that the claims be approved and warrants drawn for their payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Corrunissioner Healy and Commissioner Secor; those voting No, none. Resolution No. 673. Intention to Create S. I. D. No. 360 The Menager stated that the City Attorney as instructed has prerared the resolution of intention to create Special Improvement District No. 360. paving on North Black Avenue from Mendenhall Street to Peach Street. It was moved by Commissioner Secor, seconded by Commissioner Healy, that the resolution be passed and adopted and March 15th, 1950 be set as the date for the public hearing, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Conmissioner Healy and Commissioner Secorj those voting No, none. Basement Apartments in Evergreen Mr. Leo Koopman appeared before the Commission in regard to the construction of basement apartments in the Evergreen Apartments, which would have less than 1000 square feet of floor space in each RFartment. Mr. Koopman was informed that the size of basement apartments was not specifically mentioned in the Zoning Ordinance, but that matter would be discussed with the Board of Adjustment for inteq:retaLion of the ordinance and a policy set for future problems of this nature. Resolution ~o. 669 -. Final Fassage The Manager stated that this was the time and place set for the hearing of [rotests to the final passage of Resolution No. 669, levying the assessment for Sfecial Improvement Dis trict No. 350. Gas Fitter's Bond -- Owenhous6 Hardware Co. The renewal certifioate of the Gas Fitter's bond of the Owenhouse Hardware Company was presented. The certificate was aF!lroved as to form by the City Attorney, whereupon, it was moved by Commissioner Hee.ly, seconded by Commissioner Secor, that the certificate be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Conunissioner Healy and Commissioner Secor; those voting No, none. Resignation -- Art F. Bland The resignation of Arthur F. Blend as City Recreational Director a.s of June I. 1950 was presented and read. It was moved by Commissioner Healy, seconded by Commissioner Secor, that the resignation be accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No. none. Request to Sponsor Carnival The Manager stated that the Junior Chamber of Commerce has made request to sponsor a carnival the third week tn June. The Commission stated this would be agreeable upon the f}aj'ment of the same license fee as has been paid in I.as t years. Increase in Valuation for Fire Insurance The City Manager presented a I ist of city buildings with their valuation for fire insurance pur- poses. He stated the total was $195.000.00. an increase of al-'proximately $14,000.00 over last year, clue to the installation of heating equipment at the swirruning pool and new buildings at the City Yards. It was moved by Commissioner Healy, seconded by Conunissioner Secor. that the schedule of valuations for fire insurance I>urroses be aI+roved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Business Licenses to be Issued by Direotor of Finance The matter of the approval of applications for city business licenses by the City Comrr.1ssion was discussed. City Manager Henderson eXf lained that Ordinance No. 637, the License Ordinance, does not require aI-proval of the Ar,plieation for License by the City COl1lI!l.ission before the license can be issued by the Director of Finance. After discussion, it was moved by Commissioner Secor, seconded by Com:nissioner Healy. that the Director of }'inance issue business licenses as provided in Ordimmce No. 637, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Healy and Commissioner Secor; those voting No, none.
