HomeMy WebLinkAbout1950-03-15 366 Bozeman, Montana March 15. 1950 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, March 15, 1950 at 1:00 o'clock F. M. Those being present were Mayor Lowe, Commissioner Healy, Commissioner Secor, City Manager Henderson, City Attorney Lovelace. and the Clerk when the following prooeedings were had: The minutes of the la.st regular session held March 8. 1950 were read, and it was moved by Commissioner Healy, seoonded by Commissioner Seoor, that the minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Healy and Commissioner Secor; those voting No. none. Fublic Hearing S. I. D. 360 The Manager stated that this was the time and place set for the publio hearing of protests to the creation of Special Improvement District No. 360, paving on North Black from Lamme Street to Peach Street. He presented the affidavit of publication of the Notice. and the Clerk's Mailing Certificate that all property owners have been notified. The written protest, owners of 59.2% of the property within the proposed djstrict, was presented. Whereupon, it was moved by Commissioner Healy, seconded by Commissioner Lowe, that these protests be sustained and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Healy and Commissioner Secor; those voting No, none. Snow Survey The Manager called attention to the U. S. Government report of Mar~h 1, 1950, on snow survey which shows the water eontent of snow in the Mystic Lake watershed as only 60% of the average for the past 16 years. He pointed out that this oondi tion will require olose watch of water supply during the coming season and may require early and strict limitation of use of water for irrigation. Petition for Lighting Distriots -- Main Street The following petitions were presented: One signed by owners of 32.6% of the property in present Lighting Distriot 1100. Main Street between Broadway and Fourth Avenue. requesting that the present lighting district be discontinued and that a new lighting distriot be created for the purpose of installing and maintaining modernized street lighting to replaoe the lights now in use. One signed by seventeen owners of proper~ on Main Street, between Fourth Avenue and Eighth Avenue, requesting that a Lighting Distriot be created for the purpose of purchasing and maintaining the modernized street lighting which is at present installed on tha.t portion of Main Street by the Montana Fower Company on a demonstration basis. It was moved by Commissioner Healy, seconded by Commissioner Seoor, that the City Engineer be instructed to prepare necessary data on bounder iea and estimated cost and that, based on '\this data, the Ci ty Attorney prepare resolution of intention to create each of' these districts and the motion was oarried by the following Aye and No vote: those voting Aye bein& Mayor Lowe. Commissioner Healy and Commissioner Secor; those voting No, none. Fire School A communication from F. J. Sullivan of the State Department of Education, outlining a proposal for a fire school in Bozeman. sponsored by the State Department of Eduoation in co-operation with the City of Bozeman, was presented. After discussion of the proposed school, it was moved by Commissioner Healy, seconded by Commissioner Seoor. that the Fire Chief be authorized to work with the State Department of Education in making detailed arrangements for the fire school in accordanoe with the proposal as outlined, I I I I I I and the motion was carried by the following Aye end No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No. none. Extra Police and Firemen for Winter Fair The matter of furnishing extra police md fire proteotion during Winter Fair activities was dis- cussed. It was moved by Commissioner Healy" seconded by Commissioner Secor, that it shall be the established policy of the City of Bozeman to furnish necessary extra police and fire protection tor public affairs of this nature, but this policy shall not be construed to mean that the City shall furnish Firemen or Policemen as guards tor private properties or as assiatQnts in carrying on the activities of the Winter Fair or similar events. and the motion was carried by the following Aye and No vote: those vqting Aye being Mayor Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none.
