HomeMy WebLinkAbout1950-04-12 1 Bozeman, Montana April 12, 1950 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, April 12, 1950 at ItOO o'clock F. M. Those being present were Mayor Lowe, Commissioner Healy, Commissioner Seoor, City Manager Henderson and the Clerk when the follow- ing proceedings were had: The minutes of the last regular session held April 5, 1950 were read, and it was moved by Commis- sioner Healy, seoonded by Commissioner Secor, that the minutes be approved as read, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Conunissioner Healy and Commissioner Secor; those voting No, none. Engineer.Consultant to Study Faving Defaults Mr. Scott Hart, Helena, Montana. former State Highway Engineer, met with the Commission to discuss the status of reoently oonstruoted pavements in Bozeman which have developed numerous failures. Mr. Hart was here at the request of the City Manager and with the view of his being engaged as a Consultant Engineer to determine causes for failure and develop :plans for the proper comf.'letion of the pavement in question. The matter WaS thoroughly disoussed by Mr. Hart and the Commission. After careful con- sideration, it was moved by Commissioner Healy, seconded by Commissioner Seoor, that the City Manager be authorized to employ such personnel as he deems necessary to provide adequate engineering servioes for testing. for determining cause of failures, preparing speoifioations for con~)letion, supervision of construction and other needed engineering work in conneotion with the paving projects installed or partially installed on Bozeman streets in 1949 and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting 373 I No, none. 1 Salary Inorease for Folicemen and Firemen Written requests previously submitted by the Folice and Fire Departments for salary increases were given further oonsideration at this tilne. Members of each department were present to discuss their request with the Commission. City Manager Henderson stated that, at a meeting of all the members of each department held earlier on this date, the financial problems involved were presented and explained and the situation discussed in detail. He pointed out that the members of the Folice and Fire Departments present at this Commission meeting had been specially invited to appear to participate in the disoussion and present their case to the Ci~ Commission. The City Manager presented a tabula. tion of salary schedules from other cities' Folice and Fire Departments. Those present were informed ~ the Commission that further and fUll consideration to their requests would be given prior to adoption of the 1950-51 budget. Reports The following reports for the month of March, 1960 were presented: City Engineer Cemetery Board Police Judge Cashier It was moved by Commissioner Healy, seoonded by Commissioner Seoor, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. Bond of' Director of Finance Shadoan The bond of' L. G. Shadoan as Direotor of Finanoe in the amount of $20,000.00 was presented. It was moved by Commissioner Secor, seconded by Commissioner Healy, that the bond be aocepted subject to the approval as to form by the City Attorney, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. 374 Gas & Flumbing Bond -- Frank J. Trunk The renewal of the Flumber's bond in the amount of $500.00, and the renewal of the Gas Fitter's bond in the amount of $2,000.00 for Frank J. Trunk were presented. It was moved by Conmlissioner Healy, seconded by Commissioner Secor, that the bonds be aocepted and approved subject to the approval as to form by the City Attorney, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Seoor; those voting No, none. Legion Auxiliary Poppy Day The Manager stated that verbal request has been received from the American Legion Auxiliary f'or author! ty to oonduct their annual ":tOPfY Day" sale on May 20, 1950. It was moved by Commissioner Healy, seconded by Commissioner Secor, that the request be granted and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy andConunissioner Seoor; those voting No, none. Fetition to Rezone south of Garfield Street A petition was presented requesting that the area south of Garfield Street and east of South Third Avenue, now located in the "B" Residence District be rezoned as an "Aft Residenoe District. The Manager stated he has been informed that a petition was being circulated to have the "E" Residence Distriot west of Third Avenue and south of Garfield Street rezoned 6S an "Ad Residence District, and recommended that all the "B"Residence Distriot south of Garfield Street be considered for rezoning. It was moved by Conunissioner Healy, seoonded by Conunissioner Secor, that this petition be referred to the Board of Adjustment for their recommendation and action as provided by Ordinance No. 711, the Zoning Ordinance of the City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Corrunissioner Secor; those voting No. none. Application for City Lioense The application of the Bozeman Hotel for a city beer and city liquor license was presented. It was moved by Commissioner Secor, seoonded by Commissioner Healy, that the applications be approved and the license issued and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. Application for Slot Machine Lioense The applioation of the V. F. W. for a lioense f~r one slot machine was presented. Other licenses for slot maohines have been issued to the V. F. W. during this year. It was moved by Commissioner Healy, seconded by Commissioner Seoor, that the application be approved and the license issued and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Healy and Commissioner Secor; those voting No, none. Adj ournment There being no further business to come before the Commission at this time, it was moved by Commissioner Healy, seoonded by Commissioner Secor, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe.
