HomeMy WebLinkAbout1949-11-23 327 Bozeman, Montana November 23, 1949 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday afternoon, November 23, 1949 at 1:00 o'clock P. M. Those being rresent were Mayor Sorenson. Commissioner Lowe. Commissioner Healy, City Manager Henderson, City Attorney Lovelace, and the Acting Clerk when the following Iroceedings were had: I The minutes of the last regular session were read. and it was moved by Commissioner Healy, seconded by Commissioner Lowe, that the minutes be aFproved as read, and the motion was carried by the following Aye and No vote: those votinE Aye beint: Mayor Sorenson, Corrnnissioner Lowe and Commissioner Healy; those voting No, none. Petition for Paving N. Black .fJ. petition from a majority of' property ovmers was rresented, requesting; that a STecial Improvement District be established to frovide for street improvements on N. Black Avenue from Mendenhall Street to Peach Street. The improvements proposed are to install storm sewers, curbs, necessary base and finish surface to provide a 36 foot raved street. It was moved by Con~issioner Healy, seconded by Commissioner Lowe, thBt the City Engineer be instructed to rrepare freliminary plans and estimated costs of the proposed improvement, and that. based on this estimate of cost, the City Attorpey :prepare a Resolution of Intention to Create this proposed district; the motion was carried by the following Aye and No vote: those votinG Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those votin~ No, none. State Highway S'roposal - Repairs to N..ain Street C1 ty Manager Henderson reported on conferences he has had wi th George A. Barrett, District Engineer, Bozeman District. Montana State HiEhway Commission, relative to repairs and maintenance needed on Main I Street pavinz. It was pointed out that repairing holes in the pavement and then applyin~ a good "seal coat and chip" job on the entire length of the street would preserve the present pavement and make it entirely satisfactory for use for a number of years. If such maintenance work is not done soon, the present I'9vernent will probably need to be replaced wi thin a relatively short time. Mr. Barrett has sug- gested that this maintenance work be done on a cooperative basis between the City and the State Highway Commission under which the Highway Commission would furnish and apply the necessary oil and the City would furnish' and aI-'f,ly the necessary chips and do the required rolling. The City 1<~nGineer estimates that, 1Jnder such an e,rrancement. the cost to the City would be arrroximately ~;1,000.00. It W8.S moved by COIl~issioner Lowe, seconded by Commissioner Healy, that the City Man8ser be, and is hereby, authorized to enter into an agreement wi th the Montana State Hichway Corruniss ion for doint: this maintenance work on Main Street in accordance with the rlan suggested by Mr. '3errett ard tte motion was carried by the followinc Aye and No vote: those votinr; Aye being Mayor Sorenson, Comrnissioner Lowe and Commissioner Healy, those voting No, none. ;., Soap Box Derby The Commission was advised that the City of Bozeman has the oFrortunity of becoming one of one hundred . fifty ci ties competing in the National Soap Box Derby. Mr. M. C. Jones, of the Bozeman Daily Chronicle, I is making; preliminary arrangements for stat;ing the event in Bozeman sometime during June or July, 19 50 . Assurance as to Folice and traffic control and use of' a street on which to hold the "Derby" must be secured as OLe of the requisites for brinGing this event to Bozeman. Insurance - Sewage Treatment Plant The City Mene;;er informed the Commission that he has secured rates for insurance on the Ci"tJ"s Sewaee Treatment Plant a.s set by the Board of Fire Underwri tars. To insure the two digesters and the control building and equipment. which are the only parts of the plant which involve any foreseeable risk. aGainst fire wi t}-I extended coverage, earthquake, and simple explos ion would cost $1,368.00 I,er year. The rate is based on a value of $150.000.00 em these structures, insurance to be carried at 70~/' I of that value. It was moved by COIT'miss ioner Healy, seconded by COmr.1issioner Lowe. tha t, in view of the hieh cost of insurance and the extremely low risk involved, the City of Bozeman will carry its own insurance and be its own insurer agaj,nst loss of any na.ture at the Sewage Treatment Flant and the motion was carried by the followin,e; Aye and No vote: tLose voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voi~inG No, none. Meeting - Montana Municipal League Executive Committee Ci ty Manager Henderson rerorted on the meeting of the Executive Committee of' TIle Montana Municipal LeaGue held in Helena Saturday, November 19, 1949. He outlined plans for expansion apI-roved for this organization, ard requested the members of the Commission to attend tIle first regional meeting to be held soon. Revised Codes of Montana - 1947 Ci ty Attorney Lovelace advised the Conunission that the Revised Codes of Montane, 1947, have been p rin ted b;,/ the All en Smi th Co., Indianarolis, Ind. . and are now available for l,urchase. The price of these codes is $l25.00 with a discount of 5% if remittance is sent with the order. A claim from the Allen Smith Company, Claim No. 7236. in the amount of $117.50 to cover purchase of one set of codes was presented. It was moved by Commissioner Lowe, seconded by Commissioner Healy, that the claim be I apI/roved and paid from the General Fund and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Sorenson, Commissioner Lowe and Commissioner Healy; those voting No, none. Adjournment There being no further business to come before the Corrunission at thjs time, it was moved by Commissioner Lowe, seconded by Commissioner Healy, that the meetinG adjourn and the motion was carried by the following Aye and No vote: those votinc Aye being Mayor Sorenson, Commission0r Lowe and Commissioner Healy; those voting No, none.
